Vietnam asks Japan to consider ODA loan for high-speed railway project

New ODA loans for strategic infrastructure projects

This is the first meeting between the two countries' Prime Ministers since Mr. Ishiba took office as Prime Minister of Japan.

At the meeting, Prime Minister Pham Minh Chinh congratulated Mr. Shigeru Ishiba on being elected to the positions of Chairman of the Liberal Democratic Party (LDP) and Prime Minister of Japan.

The Prime Minister affirmed that Vietnam considers Japan a reliable, important and long-term partner; and supports Japan in actively contributing to peace, stability, cooperation and development in the region and the world.

The Prime Minister proposed that Japan consider providing Vietnam with new ODA loans for strategic infrastructure development projects, urban railways, high-speed railways, and climate change adaptation in Vietnamese localities.

The Prime Minister also proposed expanding cooperation to new areas such as digital transformation, green transformation, circular economy, semiconductors, artificial intelligence (AI)...

The Japanese Prime Minister expressed his pleasure at meeting the Vietnamese Prime Minister for the first time.

He highly appreciated Prime Minister Pham Minh Chinh’s contributions to the development of Vietnam-Japan relations, affirming that Vietnam is a key partner in implementing the Free and Open Indo-Pacific Initiative; and wished to bring Vietnam-Japan relations into deeper and more substantial depth.

Emphasizing the importance of Vietnamese human resources for the development of the Japanese economy, Prime Minister Ishiba affirmed that he will continue to create conditions for Vietnamese workers and trainees to study and work in Japan through the "Employment Program for Skill Development", and is ready to support Vietnam in training high-quality human resources.

Discussing regional and international issues of mutual concern, the two leaders agreed to strengthen coordination, share stances, and support each other at multilateral forums such as ASEAN, the United Nations, and Mekong sub-regional mechanisms.

Regarding the East Sea issue, the two sides emphasized the importance of maintaining peace, stability, security, safety and aviation in the East Sea, and resolving disputes by peaceful means in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

Australia prioritizes ODA support for Vietnam

ODA support is also one of the priorities committed by Australian Prime Minister Anthony Albanese during his meeting with Prime Minister Pham Minh Chinh.

Mr. Anthony Albanese pledged that Australia will always prioritize ODA support for Vietnam, especially in areas where Vietnam is in need such as climate change adaptation, energy transition, digital transformation, digital economy, etc.

Prime Minister Anthony Albanese emphasized that Australia attaches importance to strengthening relations with Vietnam, affirming that upgrading relations to a comprehensive strategic partnership opens a new chapter in bilateral relations.

Prime Minister Pham Minh Chinh suggested that Australia continue to make active contributions to promoting dialogue, cooperation and trust building through ASEAN-led mechanisms, on the basis of respecting ASEAN's central role and consulting with ASEAN, contributing to ensuring peace, stability and development in the region and the world, while continuing to support ASEAN's efforts to promote narrowing the development gap and supporting sub-regional cooperation, including the Mekong sub-region.

Increase the frequency of direct flights connecting major cities

On the same morning of October 11, Prime Minister Pham Minh Chinh met with United Nations Secretary-General António Guterres.

Discussing future cooperation directions, the two Prime Ministers agreed to continue promoting the exchange of visits and high-level contacts in a flexible manner between the leaders of the two countries.

The two sides need to soon negotiate a bilateral Free Trade Agreement and increase the frequency of direct flights connecting major cities of the two countries to facilitate trade, investment, tourism and people-to-people exchange cooperation.

Discussing regional and international issues, Prime Minister Modi appreciated the successful outcomes of the 44th and 45th ASEAN Summits and related Summits in Vientiane, which will have a widespread impact in the region.

The two Prime Ministers agreed to continue supporting each other and cooperating closely at regional and international forums, especially the United Nations, ASEAN and ASEAN-led mechanisms, upholding the principles of ensuring security, safety and freedom of navigation and aviation, and peacefully resolving disputes on the basis of international law, including the 1982 UNCLOS.
