On the morning of September 11, at the Presidential Palace, President Vo Van Thuong met with President of the United States of America Joe Biden during the President's state visit to Vietnam from September 10-11 at the invitation of General Secretary Nguyen Phu Trong.
Welcoming President Joe Biden and the high-ranking US delegation to visit Vietnam, President Vo Van Thuong said that this visit, together with General Secretary Nguyen Phu Trong and President Joe Biden's announcement to upgrade Vietnam-US relations to a comprehensive strategic partnership, reflects the stature of the relationship, is in line with the interests of the people of the two countries, and actively contributes to peace, stability, cooperation and development in the region and the world.
President Vo Van Thuong thanked President Joe Biden for always showing Vietnam his good feelings in various important positions; and reaffirmed that Vietnam attaches importance to and wishes to promote the extensive, effective, stable and sustainable development of relations with the United States, on the basis of principles agreed upon by both sides, including respect for international law, the United Nations Charter, and respect for each other's independence, sovereignty, territorial integrity and political institutions.
President Joe Biden expressed his pleasure to visit Vietnam on the occasion of the 10th anniversary of the establishment of the Comprehensive Partnership between the two countries; thanked General Secretary Nguyen Phu Trong, the leaders of the Party, State and people of Vietnam for the warm welcome given to him and the US delegation during the visit. President Joe Biden reaffirmed that the United States attaches importance to the relationship with Vietnam, supports a strong, independent, self-reliant and prosperous Vietnam, continues to innovate, expands international integration, and assumes an increasingly important role in ASEAN and the region.
To further deepen bilateral relations within the framework of the newly established Comprehensive Strategic Partnership, President Vo Van Thuong suggested that the two sides continue to strengthen political and diplomatic relations, especially through meetings between the two countries' senior leaders. The President thanked President Joe Biden for sending him an invitation to attend the APEC Economic Leaders' Meeting in San Francisco this November and happily accepted the invitation.

Regarding cooperation in the fields of economy, trade and investment, the President welcomed the US's interest in supporting Vietnam in developing sustainable production capacity in areas such as semiconductors, artificial intelligence, and supporting industries; at the same time, he proposed that the US continue to support Vietnam to participate more deeply in global production and supply chains, invest in high-tech projects, and exchange goods and services between the two sides, contributing to supporting Vietnam in achieving its goal of becoming a high-income developed country by 2045.
The President highly appreciated the cooperation between the two sides in the fields of education - training, science - technology, climate change response, energy conversion; expressed his wish that Fulbright University will become a high-quality training center, serving the development not only of Vietnam but also of the region.
The President emphasized that cooperation in overcoming the consequences of war is an activity of profound humanitarian significance, one of the very important cooperation contents that has contributed to mending and promoting relations between the two countries; at the same time, he hoped that the two sides would promote strong cooperation in this field.
Referring to the Vietnamese community in the United States, President Vo Van Thuong affirmed that this is an inseparable part of the great solidarity bloc of the Vietnamese nation and a community with an increasing role in US society; he proposed that the US continue to create favorable conditions for the Vietnamese community to develop, contributing more to the prosperity of the two countries as well as the Vietnam-US relationship.
Agreeing with President Vo Van Thuong on the orientations and commitments for the bilateral relationship in the coming time, President Joe Biden shared that in his efforts to promote the Vietnam-US bilateral relationship, he has always received valuable companionship and support from long-time friends such as the late Senator John McCain, former Senator John Kerry, as well as from the majority of the American people. The President expressed his belief that the Vietnam-US relationship will continue to achieve more achievements after the framework of the Comprehensive Strategic Partnership is established.
Regarding international and regional issues, the two leaders also agreed on maintaining peace, stability, cooperation, ensuring freedom, security, and safety of navigation and aviation; peacefully resolving disputes on the basis of international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS), not using or threatening to use force; supporting efforts to build an effective, substantive Code of Conduct in the East Sea (COC), in accordance with international law and the 1982 UNCLOS.
On this occasion, in a friendly atmosphere, President Vo Van Thuong respectfully presented US President Joe Biden with a special book entitled “A Man, a Path, and a History: Ho Chi Minh – Letters to America” published by the Writers’ Association Publishing House. The book introduces President Ho Chi Minh’s letters to America, from students, women, ordinary people, journalists…, to officers, senators, secretaries of state and presidents.
The first letter was written in 1919 under the name of the patriotic young man Nguyen Ai Quoc and the last letter was written in 1969 and signed Ho Chi Minh, President of an independent country. The short letters spanning half a century (1919-1969) built a portrait of a great man named Ho Chi Minh, building a righteous path and proud history of the Vietnamese people.

US President Joe Biden respectfully accepted this special and meaningful gift, saying he would take the time to carefully read the letters that President Ho Chi Minh wrote in the book, in order to better understand this historical period in the relationship between the two countries.
After the reception, President Vo Van Thuong hosted a State reception to welcome President Joe Biden and the high-ranking US delegation.
