General Secretary and President To Lam welcomed Comrade Ly Cuong's first visit to Vietnam as Prime Minister, emphasizing that the visit is of great significance, continuing to develop the relationship between the two Parties and countries in depth, substance and comprehensiveness, meeting the aspirations and common interests of the people of the two countries, for peace, cooperation and development of the region and the world.

On the occasion of the 75th anniversary of the founding of the People's Republic of China, General Secretary and President To Lam congratulated the great achievements of the Party, State and people of China since the founding of the country, especially the successful implementation of the reform and opening-up process, achieving many important achievements in socio-economic development. Especially in the 10 years of the new era from the 18th Congress to the present, under the core leadership of General Secretary and President Xi Jinping, China has completed the first 100-year goal; he believed that China would successfully implement the visions and goals of the 20th Congress as well as over 300 reform measures, promoting Chinese-style modernization set forth by the 3rd Plenum of the 20th Central Committee of the Communist Party of China, moving towards the completion of the second 100-year goal. Prime Minister Li Qiang expressed his pleasure in visiting Vietnam; respectfully conveyed the greetings and best wishes of General Secretary and President Xi Jinping to General Secretary and President To Lam; emphasized that the visit aimed to implement the common understanding reached by the top leaders of the two Parties and two countries in recent times, exchange specific measures to promote the Comprehensive Strategic Cooperative Partnership, the Vietnam-China Community of Shared Future to enter a new stage of development, and achieve more substantial results.
Prime Minister Li Qiang congratulated the important achievements that the Vietnamese people have made in recent times under the leadership of the Communist Party of Vietnam.
Prime Minister Li Qiang emphasized that China considers developing relations with Vietnam a priority direction in its neighborly foreign policy; affirming that the Chinese Party and Government consistently support Vietnam's cause of innovation, development and socialist construction.

In an atmosphere of friendship and trust, General Secretary and President To Lam and Prime Minister Li Cuong informed each other about the situation of each Party and each country.
General Secretary and President To Lam introduced the main features of the positive results in socio-economic development, Party building and rectification, and the fight against corruption and negativity in recent times, along with the focus on preparations for the 14th National Congress, which is identified as an important milestone, opening a new era, the era of realizing the goal of successfully building socialism.
General Secretary and President To Lam and Prime Minister Li Cuong reviewed the outstanding achievements in bilateral cooperation in recent times; expressed their delight at the important and comprehensive progress of Vietnam-China relations, emphasizing that the two sides have seriously and actively implemented the important high-level common perceptions reached during the historic visits of the late General Secretary Nguyen Phu Trong and General Secretary and President Xi Jinping in 2022 and 2023, and the State visit of General Secretary and President To Lam to China in line with the "6 more" orientation, forming a vibrant and effective exchange and cooperation situation at all levels, in all sectors and in all fields.
General Secretary and President To Lam expressed his appreciation for the important contributions of General Secretary and President Xi Jinping to the Vietnam-China relationship; highly appreciated Prime Minister Li Qiang's attention and support for promoting the bilateral relationship, as well as the effective and timely coordination of the two Prime Ministers and the two governments.

General Secretary and President To Lam and Prime Minister Li Cuong agreed to maintain regular high-level and all-level exchanges; promote synchronization and effectiveness in the channels of party diplomacy, state diplomacy, and people-to-people diplomacy; promote cooperation in the fields of defense, security, and foreign affairs; jointly respond effectively to non-traditional security challenges; improve the effectiveness of existing mechanisms between the two countries and expand the effective implementation of new mechanisms.
The two sides agreed to continue directing all levels, sectors and localities of the two countries to resolutely implement policies and measures to promote substantive cooperation areas to achieve greater results, promote economic and trade cooperation, maintain smooth border trade, implement the construction of smart border gate models; strengthen the connection between the "Two Corridors, One Belt" Framework and the "Belt and Road" Initiative, in which priority is given to promoting cooperation in railway connectivity.
General Secretary and President To Lam welcomed and is ready to create conditions for Chinese enterprises to come to Vietnam to invest in large-scale projects with advanced technology, representing China's development level, bringing practical benefits to the two countries and their peoples.
Prime Minister Li Qiang stressed that China will further open its market for Vietnamese agricultural products and support Vietnam in opening trade promotion offices in China.
The two sides agreed to expand cooperation in science and technology, production supply chains, green development, digital transformation, etc. Towards the 75th anniversary of the establishment of diplomatic relations in 2025, the two sides agreed to coordinate well in organizing activities in the "Vietnam-China Year of Humanitarian Exchange", making efforts to promote bilateral relations to a new stage of development in the direction of "6 more".
Regarding maritime issues, the two sides agreed on the importance of maintaining peace and stability in the East Sea. General Secretary and President To Lam suggested that both sides strictly implement the high-level common perception; direct all levels and sectors to actively seek effective methods and measures to better control and resolve disagreements; and strengthen cooperation in accordance with the level of bilateral relations on the basis of international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
