According to a VNA correspondent in New Delhi, the 46th session of the World Heritage Committee took place at the Bharat Mandapam Convention Center in New Delhi, India from July 21-31 with more than 2,000 delegates from over 150 countries attending the event hosted by India for the first time. Deputy Foreign Minister Ha Kim Ngoc, Chairman of the Vietnam National Commission for UNESCO, led the Vietnamese delegation to the session.
Also attending were Chairman of the Ninh Binh Provincial People's Committee Pham Quang Ngoc, Vice Chairman of the Hanoi People's Committee Vu Thu Ha, Permanent Vice Chairman of the Thua Thien Hue Provincial People's Committee Nguyen Thanh Binh, Vice Chairman of the Quang Ninh Provincial People's Committee Nguyen Thi Hanh, Vice Chairman of the Hai Phong City People's Committee Le Khac Nam, Vice Chairman of the Quang Binh Provincial People's Committee Phan Phong Phu, Ambassador - Head of the Vietnamese Delegation to UNESCO, Secretary General of the Vietnam National Commission for UNESCO, Director of the Department of Cultural Heritage of the Ministry of Culture, Sports and Tourism, leaders of local departments and branches, World Heritage Site Management Board, Secretariat of the Vietnam National Commission for UNESCO and a group of Vietnamese experts. This is the first session that Vietnam participates in as a member of the World Heritage Committee for the 2023 - 2027 term.
Speaking at the opening plenary session on the morning of July 22, Chairman of the Vietnam National Commission for UNESCO Ha Kim Ngoc was moved to share that at a time when the Vietnamese people are remembering and mourning the passing of General Secretary Nguyen Phu Trong, at this important meeting, Vietnam wants to emphasize the General Secretary's great and profound thoughts on the role of culture as the spiritual foundation of society, both a goal and an endogenous strength, an important driving force for national development. Vietnam always focuses on effectively implementing the World Heritage Convention, promoting the conservation and promotion of the values of 8 world heritages in Vietnam, effectively cooperating with the World Heritage Center and consulting agencies, integrating the contents of the Convention into the legal system and socio-economic development policies.
The Chairman of the Vietnam National Committee pledged to contribute to the World Heritage Fund, and proposed that UNESCO and member countries continue to strengthen international cooperation, effectively implement the Convention, share experiences, improve capacity, and promote the participation and contributions of communities, women and youth.
On behalf of more than 2,000 delegates from over 150 countries attending the meeting, Chairman of the World Heritage Committee Vishal V. Sharma highly appreciated the meaningful message of the Chairman of the Vietnam National Commission for UNESCO and sent his deep condolences to the leaders, people of Vietnam and the family of General Secretary Nguyen Phu Trong for the great loss.
Earlier, on the morning of July 21, the Vietnamese delegation had a working session with the Director of the World Heritage Center Lazare Eloundou Assomo. President of the Vietnam National Commission for UNESCO Ha Kim Ngoc emphasized that the world heritage sites in Vietnam have been making a very positive contribution to improving the lives of local communities with heritage sites in particular, as well as the sustainable socio-economic development of the country in general; thanked the World Heritage Center and the Director personally for their active and effective support to Vietnam.
Chairman of Ninh Binh Provincial People's Committee emphasized the efforts to preserve and promote the value of Trang An Scenic Landscape Complex, aiming to build Ninh Binh into a centrally-governed city, with the characteristics of a millennium heritage urban area and a creative city. Vice Chairman of Hanoi People's Committee Vu Thu Ha affirmed the seriousness and responsibility in implementing commitments to preserve and promote the value of the World Heritage site of Thang Long Imperial Citadel to increase the outstanding global value of the heritage, meeting the wishes of the Vietnamese people.
Permanent Vice Chairman of Thua Thien Hue Provincial People's Committee Nguyen Thanh Binh emphasized efforts to preserve and promote the value of 8 UNESCO heritages/titles. It is expected that the National Assembly will soon approve the decision to turn Hue into a centrally-governed city based on the heritage.
Vice Chairwoman of Quang Ninh Provincial People's Committee Nguyen Thi Hanh highly appreciated the close coordination with Hai Phong City in the management of the inter-local heritage of Ha Long Bay - Cat Ba Archipelago, expressing her wish to receive support from the World Heritage Center to nominate the Yen Tu - Vinh Nghiem - Con Son, Kiep Bac Monuments and Landscape Complex to be listed. Vice Chairman of Quang Binh Provincial People's Committee Phan Phong Phu affirmed to make every effort to sustainably preserve the Phong Nha - Ke Bang heritage.
For his part, Mr. Lazare Eloundou Assomo thanked Vietnam for its contributions and emphasized that Vietnam is a model for preserving and promoting heritage values. He hoped that Vietnam's experience would be shared with other member countries; affirmed that the World Heritage Center always accompanies and supports Vietnam in the work of preserving and promoting world heritages, and pledged to consider and support within its functions for Vietnam's world heritage nomination dossiers in the coming time.
On the evening of July 21, the Vietnamese delegation attended the opening ceremony of the session, with the participation of Indian Prime Minister Narendra Modi, several Cabinet members, including the Ministers of Foreign Affairs, Culture, Tourism, and UNESCO Director-General Audrey Azoulay.
The World Heritage Committee is one of the most important executive bodies of UNESCO, with the participation of 21 members, having the right to decide on key issues related to the recognition of world cultural and natural heritages; reviewing and evaluating the conservation status of world heritages worldwide; deciding on policies, budgets, and development orientations of the World Heritage Convention. During the 11-day session, delegates will review 27 new heritage registration dossiers and 124 dossiers on the preservation and promotion of heritage values.
