On the morning of September 25, local time, in the capital Brasilia, Brazil, Brazilian President Lula da Silva officially welcomed Prime Minister Pham Minh Chinh. The two leaders held talks and witnessed the exchange of cooperation documents.
Strengthening deep and effective cooperation
Prime Minister Pham Minh Chinh said that the official talks took place in a sincere, open, frank atmosphere and with very good results. "The President and I issued a Joint Communique and witnessed the signing of bilateral cooperation documents in the fields of diplomacy, defense, education, agriculture... These documents will certainly create conditions for further development of the cooperative relationship, bringing practical benefits," the Prime Minister said. On behalf of the Government and people of Vietnam, Prime Minister Pham Minh Chinh expressed his gratitude to President Lula da Silva, the Government and people of Brazil for their solidarity, friendship and valuable support for the Vietnamese people in the past cause of national liberation and reunification as well as in the current cause of national construction and innovation. "Today, Vietnam, with a population of 100 million, is among the 40 largest economies in the world and the top 20 economies in terms of trade and investment, and is continuing to grow strongly; consistently implementing a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, diversification, multilateralization, proactively and actively integrating comprehensively, deeply and effectively into the international community, being a friend, a reliable partner, an active and responsible member of the international community for peace, cooperation and development," said the Prime Minister.

During the official talks, the two leaders agreed that the Comprehensive Partnership between Vietnam and Brazil has developed very positively in recent times. High-level contacts and delegation exchanges between the Parties, Governments and National Assemblies of the two countries have been maintained. The Vietnamese and Brazilian people always have sincere feelings, trust, solidarity and good friendship for each other. Bilateral economic and trade relations have developed well; Brazil remains Vietnam's number 1 partner in Latin America and Vietnam is Brazil's largest trading partner in ASEAN. "We agreed to continue to strengthen extensive, substantive and effective cooperation in all areas, especially the pillars of politics - diplomacy, economics - trade - investment, agriculture, science - technology and education and training, culture, sports and tourism, security - defense, people-to-people exchange, and new areas such as high technology, climate change response, green development, digital transformation, renewable energy, innovation...", the Prime Minister informed. The two sides agreed to soon organize the 3rd Meeting of the Vietnam - Brazil Joint Committee on Economic and Trade Cooperation to review and implement specific measures to improve the effectiveness of substantive and effective economic, trade and investment cooperation between the two countries. Vietnam also asked Brazil to soon recognize Vietnam's market economy status; and asked Brazil to continue to support the early launch of negotiations for the Vietnam - Mercosur FTA. "With that potential, we expect two-way trade to increase to 10 billion USD by 2025 and 15 billion USD by 2030," the Prime Minister affirmed. In the context of the rapidly evolving and complicated international situation, the two leaders also shared views on many international and regional issues, especially the indispensable role of international solidarity and promoting multilateralism in responding to current global challenges. The two sides shared the stance that international disagreements and disputes must be resolved peacefully on the basis of respect for the UN Charter and international law. On that basis, the two sides agreed that the two countries will continue to strengthen consultation, coordination and mutual support at multilateral international organizations and forums, and South-South cooperation to jointly protect the interests and enhance the position of each country, actively contributing to peace, security, stability, cooperation and development in the two regions and the world. The Prime Minister said that the framework of the Vietnam-Brazil Comprehensive Partnership will continue to develop strongly, aiming to elevate the relationship, meeting the aspirations and interests of the people of the two countries. The Prime Minister also conveyed the invitation to visit Vietnam from General Secretary Nguyen Phu Trong and President Vo Van Thuong to President Lula da Silva - a great friend of Vietnam who has made many important contributions to the development of the Vietnam-Brazil relationship.
Substantive, comprehensive results
Minister of Foreign Affairs Bui Thanh Son assessed that the official visit to Brazil by Prime Minister Pham Minh Chinh and the high-ranking delegation of the Vietnamese Government is a practical step in implementing the foreign policy of the 13th National Party Congress, including strengthening relations with traditional friendly countries, of which Brazil is a leading important partner. The visit takes place at a very meaningful time, when the two countries are looking forward to celebrating the 35th anniversary of diplomatic relations and the 16th anniversary of the establishment of comprehensive partnership in 2024. At the same time, this is also a journey following in Uncle Ho's footsteps, when in 1912, Uncle Ho stayed in Brazil while searching for a way to save the country. Brazil welcomed Prime Minister Pham Minh Chinh and the high-ranking delegation of Vietnam respectfully, thoughtfully and warmly. The visit achieved substantial and comprehensive results in all channels of the Party, government, parliament, people-to-people exchange and many areas of cooperation in politics, diplomacy, economy, trade, investment, defense, security, agriculture, education and training, science and technology, people-to-people exchange, culture, tourism, sports, etc. and at the same time opened up opportunities for cooperation in a number of new areas such as green economy, digital economy. During the visit, the two sides issued a Joint Communique, an important document, demonstrating the stature of the cooperative relationship between the two countries, while also orienting cooperation towards a new, appropriate framework for the relationship in the coming time. Brazil highly appreciates Vietnam's growing position and role in the region and the world, as well as the prospects for cooperation not only bilaterally, but also regionally and internationally between Vietnam and Mercosur, South-South cooperation, coordination within the framework of FEALAC, WTO, ASEAN... According to Minister Bui Thanh Son, the two countries will coordinate to carry out many diverse activities to celebrate the 35th anniversary of diplomatic relations, 16 years of comprehensive partnership; increase the exchange of high-level delegations and all levels. "In terms of economy and trade, we have a great opportunity to increase bilateral turnover to 10 billion USD by 2025 and 15 billion USD by 2030; promote labor and investment cooperation. We expect Brazil, a founding member and currently the rotating chair of the South American common market Mercosur, to continue to support and promote the early launch of FTA negotiations between Vietnam and Mercosur. The two sides will continue to negotiate to sign a number of cooperation agreements in the fields of technical cooperation, diplomacy, investment, security, people-to-people exchange, and local cooperation," said Minister Bui Thanh Son. President Lula da Silva has accepted an invitation to officially visit Vietnam next year.
On the same afternoon, Prime Minister Pham Minh Chinh met with the Brazil-Vietnam Friendship Parliamentarians Group and delivered a policy speech at the Brazilian Ministry of Foreign Affairs. The Prime Minister also attended the opening of a photo exhibition about President Ho Chi Minh, the country and people of Vietnam, before leaving Brazil on the evening of September 25 (local time), successfully concluding his three-day official visit to the country.
