The Institute for Regional Research and Development (IRRD) is a public science and technology unit under the Ministry of Science and Technology, advising the Minister in performing the functions of scientific research, technology development; acquiring, testing, and perfecting technology to transfer technology into production and life practices.
IRRD was established on the basis of upgrading the Regional Research and Development Center according to Decision No. 3398/QD-BKHCN dated December 12, 2012 of the Minister of Science and Technology on approving the Project on innovation of organization and operation of the Regional Research and Development Center in the form of a self-funded science and technology organization for regular operations.
Through 28 years of ups and downs in the career of researching and developing science and technology in the country, many generations of cadres, civil servants and employees of the Institute have overcome difficulties, worked hard and contributed much to the construction and development of the Institute. With hard work and creativity, the Institute has successfully completed the goals set by the Ministry, and has grown stronger and more prestigious in the science and technology community.
In addition, the Institute has also achieved many achievements and awards such as: Achievements in stabilizing the organizational structure and improving scientific research capacity and technology transfer, focusing on training to improve professional qualifications for staff and successfully building the Experimental Station and Technology Incubator in Thach Thanh district (Thanh Hoa); successfully building a legal basis for consulting on planning, analysis and activities in the environmental field.
The Institute has also implemented more than 20 national-level S&T tasks, 75 ministerial-level tasks, 50 grassroots-level tasks, and exploited more than 70 tasks according to orders and participated in selection from localities. These tasks focus on assessing S&T potential, researching and proposing solutions for S&T development, and developing key products of regions and localities.
In addition, the Institute has achieved results in the field of science and technology services, through environmental services and consulting services on new rural planning, surveying, map correction and issuance of land use right certificates. In addition, the Institute has maintained and strengthened cooperation with traditional partners: Korea, China, Japan, Australia, Taiwan, Thailand, Laos, Mexico and Cuba, to exchange experiences in science and technology activities; coordinate research, acquire and perfect technology, and act as a bridge to introduce new technology to Vietnam.
With the above achievements, the Institute is honored to receive awards from the Ministry of Science and Technology as well as the State. Specifically: Awarded the title of "Excellent Labor Collective" for 8 consecutive years (from 2016 to 2023), "Certificate of Merit from the Minister of Science and Technology in 2011, 2017, 2019, 2021, 2023"; "Certificate of Merit from the Prime Minister for achievements in work from 2009 to 2011", "Emulation Flag of the Government" in 2017, "Emulation Flag of the Ministry" in 2016, 2021, 2022, 2023.
IRRD's greatest honor was when the President awarded the Third Class Labor Medal in 2014 for its outstanding achievements in work from 2009 to 2013, contributing to the cause of building socialism and defending the Fatherland (according to Decision No. 867/QD-CTN dated April 22, 2014 of the President).
Over 28 years of construction and development, IRRD has constantly strived to build a united and strong collective to research, deploy, transfer and apply achievements in science and technology, contributing significantly to the cause of industrialization, modernization as well as the process of sustainable socio-economic development of the country.
