The Supreme People's Procuracy surveys and collects opinions on central projects in Thanh Hoa province.

On the afternoon of October 7, the Supreme People's Procuracy (SPP) coordinated with the Thanh Hoa Provincial Party Committee to organize a conference to survey and collect opinions on central projects chaired by the SPP in Thanh Hoa province. Comrades: Ho Duc Anh, Deputy Chief Prosecutor of the SPP; Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, chaired the conference.

Attending the conference were representatives of the leaders of the Departments under the Supreme People's Procuracy; members of the Standing Committee of the Provincial Party Committee; Standing Committee of the Provincial People's Council, Provincial People's Committee, Provincial National Assembly Delegation; representatives of the leaders of departments, branches, and organizations of Thanh Hoa province.

Pursuant to Resolution No. 27-NQ/TW dated November 9, 2022 of the 13th Party Central Committee on continuing to perfect the Socialist Republic of Vietnam's rule of law state in the new period, the Supreme People's Procuracy is assigned to preside over and coordinate with central and local departments, ministries, branches to research and develop 3 projects, including: Project to research and perfect legal regulations on initiating civil lawsuits in cases where civil rights subjects are vulnerable groups or cases related to public interests but no one initiates the lawsuit. Project to research and develop a mechanism for initiating administrative lawsuits to bring to court for judgment in cases where state management agencies and subjects do not implement or do not implement the law properly, causing damage to public interests and State interests. Project to research and develop a mechanism to control the promulgation of sub-law legal documents and consider responsibilities in cases where the promulgation of documents causes serious consequences.

Speaking at the conference, delegates highly appreciated the content of the projects and identified these as breakthrough and innovative issues, helping to perfect the institutions. Delegates also gave their opinions on the practical implementation of the mechanisms at the local level; the advantages, limitations, shortcomings and causes in the past.

In particular, delegates also focused on giving opinions on solutions and recommendations, especially proposals for innovation and improvement of mechanisms to enhance the role, responsibility, functions and tasks of agencies, including the People's Procuracy, such as: Mechanism for initiating civil lawsuits in cases where civil rights subjects are vulnerable groups, or cases related to public interests but no one initiates the lawsuit; mechanism for initiating administrative lawsuits in cases where state management agencies and subjects do not implement or do not implement the law properly, causing damage to public interests and state interests...

Speaking at the meeting, Mr. Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, thanked the Supreme People's Procuracy for choosing Thanh Hoa province to survey the contents that the Institute is assigned to research. At the same time, he affirmed that these are projects on legal norms with many innovative and focused contents to concretize a number of tasks assigned to the Supreme People's Procuracy according to Resolution No. 27, dated November 9, 2022 of the 13th Party Central Committee on continuing to build and perfect the Socialist Republic of Vietnam's rule of law state in the new period.

The Standing Deputy Secretary of the Provincial Party Committee said that the survey was also an opportunity for representatives of Thanh Hoa province's agencies to exchange and discuss issues that are required by reality, thereby contributing to the drafting agency in perfecting the projects with the goal of building a creative judiciary, ensuring social justice, social security and leaving no one behind.

In his concluding remarks at the conference, Comrade Ho Duc Anh, Deputy Chief Justice of the Supreme People's Procuracy, highly appreciated the objective, profound and effective contributions of the delegates to the implementation of the projects.

The Deputy Chief Justice of the Supreme People's Procuracy affirmed: The comments will be the basis for the Supreme People's Procuracy to make reasonable, complete and practical adjustments and supplements to the contents of the projects; contributing to meeting the requirements of building and perfecting the Socialist Republic of Vietnam's rule of law state in the new period. Thereby, the Supreme People's Procuracy will synthesize and report to competent authorities in proposing contents related to innovation, perfecting mechanisms and enhancing the role and responsibility of relevant agencies and organizations in the new period. Based on the results of studying the projects, proposing contents on judicial reform and innovation of the People's Procuracy in the documents of the 14th National Party Congress.
