Speaking at the ceremony, Minister of Transport Nguyen Van Thang acknowledged, commended and highly appreciated the contributions and dedication of generations of leaders, officials, civil servants and workers who have been working at the Institute over the past 50 years.
In particular, from 2021 to present, the transport sector has focused on implementing the Resolution of the 13th National Party Congress, which identified the development of a synchronous and modern infrastructure as one of the three strategic breakthroughs, a driving force to achieve the goal of turning our country into a developing country with an upper middle income by 2030 and a developed country with a high income by 2045.
The Minister highly appreciated the Institute for actively presiding with the agencies and units of the Ministry, overcoming all difficulties, developing and submitting to the Prime Minister for approval 5 specialized plans for the transport sector in the fields of: road, railway, inland waterway, maritime and aviation, one year earlier than the Government's request; coordinating with ministries, branches and localities to develop national master plans, economic zone plans, provincial plans, as a basis for implementing investment in developing a synchronous and modern transport infrastructure system.

Implementing the strategies and plans set forth by the transport sector, many important national transport projects have been invested in, built, upgraded and renovated, such as: the North-South expressway; Lach Huyen and Cai Mep-Thi Vai international seaports; Long Thanh international airport, upgrading and renovating Noi Bai and Tan Son Nhat international airports and major national highways, gradually forming a modern, synchronous and safe transport network, connecting to all regions and areas in the country, with countries in the region and around the world.
"In 2023, Vietnam's infrastructure quality index, mainly transport infrastructure, was raised to 52nd out of 185 countries, up 14 places compared to 2019. To achieve these results, the important contributions of the Institute of Transport Strategy and Development are indispensable," the Minister emphasized.
In recognition of the contributions of the Institute of Transport Strategy and Development, Minister of Transport Nguyen Van Thang presented a banner from the Ministry of Transport with the content: Promoting the tradition of 50 years of construction, striving and development (July 4, 1974 - July 4, 2024).
Regarding the tasks in the coming time, the Minister requested the Institute of Transport Strategy and Development to promote its tradition, together with the Ministry of Transport and the whole industry to overcome all difficulties and challenges, to complete the tasks in the period from now to 2030 and the following years, determined to invest in successfully developing a synchronous and modern transport infrastructure system, contributing to the successful implementation of the goals of the Resolution of the 13th National Party Congress.
Accordingly, continue to promote the spirit of solidarity, determination and perseverance to overcome all difficulties and challenges, strive to build the Institute of Transport Strategy and Development to become the leading agency in scientific research, technology and innovation of the Ministry of Transport in the field of strategy, planning and transport development policy.
Continue to improve the apparatus, propose effective mechanisms to attract and develop high-quality human resources; form strong research groups to develop core competencies in database construction, analysis, and transportation demand forecasting; capacity for economic and financial analysis of transportation; measurement, reporting, and verification of greenhouse gas emissions in transportation; high-speed railways and electrified railways, etc., to meet the requirements of transportation industry development and international integration.
The Institute needs to proactively propose and closely coordinate with agencies, units, and organizations to effectively and promptly implement advisory tasks for the Ministry, especially in the work of drafting legal documents, strategic projects, planning, policy mechanisms, norms, standards, and technical standards for the transport sector; roadmap for reducing greenhouse gases and methane, developing green transport; mechanisms, policies on management, exploitation, prices, fees, etc. for transport infrastructure and public transport projects invested by the State.

The Minister also requested the Institute to continue to strengthen and expand coordination with domestic and foreign scientific and technological organizations; participate and run for leadership positions in working groups/sub-groups of UNESCAP, APEC, ASEAN to enhance the role and position of Vietnam; participate and preside over the development of training programs and development of high-quality human resources for the transport sector.
Fundamentally and comprehensively innovate scientific research, technology and innovation; Improve the quality and diversify scientific and technological services, technology transfer consultancy on issues of urban traffic congestion prevention, traffic organization plans, development of urban public passenger transport, development of environmentally friendly green vehicles and system of unit prices, economic and technical norms serving the management, transportation and exploitation of transport.
"In the immediate future, the Institute needs to focus resources on presiding over the research and completion of the Vietnam Railway Industry Development Project, the Project on Infrastructure Fees and Ticket Policy for the North-South High-Speed Railway. Participate in coordinating with agencies and units of the Ministry to complete and submit to competent authorities for consideration and approval of the North-South High-Speed Railway Project and the Project on Investment in Construction of Urban Railways in Hanoi and Ho Chi Minh City.
At the same time, urgently study and upgrade the national transport demand forecast model associated with calculating the level of greenhouse gas and methane emissions of the transport sector according to the roadmap for implementing Decision 876 of the Prime Minister," Minister Nguyen Van Thang suggested.
Promoting the tradition of 50 years of construction and development
Reviewing the 50-year tradition of construction and development, Mr. Khuat Viet Hung, Director of the Institute, said that on July 4, 1974, the Government Council signed Decision No. 158/CP regulating the "organizational structure of the Ministry of Transport". In which, the Institute of Transport Planning and the Institute of Transport Economics are agencies and units under the Ministry of Transport.

During the period from the early days of establishment to before the renovation, with the difficulties and shortages of facilities and common resources of the country and the whole industry, the cadres, civil servants and employees of the Institute of Transport Planning and the Institute of Transport Economics, later merged into the Institute of Transport Economics and Planning, made the greatest efforts, promoting the spirit of "leading the way" of the transport industry in the two resistance wars, successfully completing the assigned tasks. The Institute also carried out scientific research tasks on transport planning, policy mechanisms, economic and technical norms to serve the management, operation of production, business and development of transport.
With its perseverance and tireless efforts over the past 50 years, the Institute of Transport Strategy and Development has been honored to receive the Second Class Labor Medal from the President; many certificates of merit from the Party Committee of Central Agencies, the Ministry of Transport, the Ministry of Industry and Trade, and the Vietnam General Confederation of Labor.
In addition to key projects serving the planning work of the transport sector such as the Master Plan for Transport Development to the year 2000, the Institute has carried out many research tasks on the field of innovation of management mechanisms in the transport sector to implement and concretize the Party and State's guidelines and policies in the transport sector.
Entering the period of innovation, the Institute has been entrusted by the Ministry of Transport to carry out many important tasks such as: Researching the Master Plan of Transport Development to serve the cause of Industrialization - Modernization of the country under the State-level program 1996-2000; Building a strategy for transport development to 2020; Strategy for developing transport in rural and mountainous areas. Along with that are development policy mechanisms such as: Mobilizing and using capital to develop transport infrastructure, policy mechanisms to create an environment to ensure healthy competition in transport; Researching the application of multimodal transport in Vietnam...
On November 2, 1996, the Minister of Transport signed Decision No. 2926 to change the name of the Institute of Transport Economics to the Institute of Transport Strategy and Development. With the spirit of openness and international integration, the Institute was assigned by the Ministry to be the focal point in coordinating with international organizations, conducting strategic research and planning of transport at the international level.
Typical examples are the Comprehensive Development of Vietnam's Transport System with the VITRANSS1 (2000) and VITRANSS 2 (2010) studies; the Master Plan for the Urban Transport Network for Hanoi (HAIDEP 2007), Ho Chi Minh City (HOUTRANS 2004) funded by JICA... Through these activities, the Institute has received and mastered hardware and software, and trained a team of planning experts and transport demand forecasting experts with qualifications on par with those of countries in the region.
The Institute has been trusted by the Ministry to research many important strategies and plans of the industry. Especially in the period from 2021 to present, the Institute has presided over the development of development scenarios and forecasts of transportation demand for the period 2021-2030, with a vision to 2050, as a basis for working with the agencies of the Ministry to research, establish and submit to the Prime Minister for approval 5 national-level sectoral plans for 5 transport sectors (roads, expressways, railways, inland waterways, seaports, airports) for the period up to 2030 and a vision to 2050.
Along with the projects on strategy and planning, the Institute was assigned to preside over the research of the Project "Construction and management of exploitation and maintenance of the traffic infrastructure system to meet the requirements of the fourth industrial revolution"; Project on construction of 5,000km of expressways according to the Party's policy by 2030; Research and development of regular maintenance norms for expressways; development of economic and technical norms for exploitation, transportation and construction of sea sand as roadbed material...

The Institute also presided over the research, so that the Ministry of Transport could submit to the Prime Minister for approval the Action Program on green energy transition, reducing carbon and methane emissions of the transport sector; the Ministry of Transport would issue the Ministry of Transport's Green Growth Action Plan for the period 2021-2030..., contributing to implementing Vietnam's commitment at COP26, bringing net carbon emissions to zero by 2050.
In addition to its professional tasks, the Institute has actively participated in international cooperation activities, affirming the role of the Ministry of Transport in bilateral and multilateral cooperation.
"In the period from now to 2030 and the following years, the Ministry of Transport and the entire sector will continue to carry out the responsibility of making a breakthrough in investing in the construction of transport infrastructure according to the goals of the Resolution of the 13th National Party Congress; developing a green transport system with a commitment to zero net carbon emissions for the transport sector by 2050.
"The Institute of Transport Strategy and Development is well aware of its responsibility in carrying out scientific and technological research tasks; advising on the development of strategies, plans, policies for transport development and management to work with the Ministry and the entire industry to achieve the country's major goals," Director Khuat Viet Hung emphasized.
