Social insurance only issues new paper health insurance cards for cases where VssID, VNeID applications cannot be installed and there is no chip-embedded CCCD.

Relevant agencies and units coordinate with the Social Insurance agency in the area directly managing the collection in collecting, supplementing, and completing information of health insurance participants who do not have a personal identification code/CCCD on the data system managed by the Social Insurance sector.
