Dong Nai has long been considered the capital of construction materials, supplying most of the transportation projects in the South. However, contractors are currently having difficulty buying.
Stones are still there, sand is missing.
On February 7, a conference was held in Dong Nai to agree on solutions to ensure construction materials for the construction of key national transport projects in Dong Nai province. Attending the conference were leaders of the Ministry of Natural Resources and Environment, the Ministry of Transport, the Dong Nai Provincial People's Committee, investors, contractors, mineral mine owners, etc.

Mr. Vo Tan Duc, Chairman of Dong Nai Provincial People's Committee, said that the province currently has 44 valid mineral exploitation licenses. By the end of 2024, the remaining construction stone reserves are nearly 294 million m3, with an exploitation capacity of 22.7 million m3/year. The remaining construction sand reserves are 3.6 million m3, with an exploitation capacity of 0.5 million m3/year. The remaining filling materials reserves are 0.8 million m3, with an exploitation capacity of 0.06 million m3/year.
Minister of Natural Resources and Environment Do Duc Duy said the meeting aimed to unify solutions to ensure construction materials for the construction of transport projects.
Regarding the planning of exploration and exploitation of construction materials, up to now, Dong Nai province has calculated and planned the exploration and exploitation of 26 construction stone areas with an area of 714 hectares, with an estimated reserve of 56 million m3. Construction sand is planned for exploration and exploitation in 3 areas with an area of 84 hectares, with an estimated reserve of 2 million m3. Filling materials are planned for exploration and exploitation in 89 areas with an area of 149 hectares, with an estimated resource of 56 million m3.
Mr. Duc said that in the area, in addition to Long Thanh International Airport, there are 6 projects including: Bien Hoa - Vung Tau, Ben Luc - Long Thanh, Dau Giay - Tan Phu, Tan Phu - Bao Loc expressways, Ring Road 3 under construction and Ring Road 4 preparing to deploy. The total demand for construction stone is 3.78 million m3; filling soil: 2.01 million m3; construction sand and filling sand 2.39 million m3.
Bien Hoa - Vung Tau Expressway is in need of large amounts of fill soil.
Through reviewing the licensed reserves for exploitation in Dong Nai compared to the current demand for construction materials, only construction stone can meet the demand. The remaining minerals such as construction sand, filling sand, and embankment soil have not met the construction demand.
In the process of granting licenses for mining minerals for common construction materials, Dong Nai province encountered a number of difficulties and problems in extending and adjusting mineral mining licenses; in granting mining licenses in non-auction areas; and in implementing land procedures when granting licenses for mining Group IV minerals, there were still many difficulties and problems.
Need to increase mining capacity to meet demand
At the conference, Deputy Minister of Transport Le Anh Tuan said that currently, the southern region is implementing 15 key transport projects, with progress mainly completed in 2025 and 2026. Therefore, if there is not enough supply of earth and construction stone materials for the project, it will not be able to meet the required progress.

The demand for stone materials is about 21.5 million m3. Up to now, more than 4.6 million m3 have been brought to the construction site; the remaining volume to be mobilized is nearly 17 million m3, of which the source of more than 5.2 million m3 has been identified.
For the Bien Hoa - Vung Tau expressway project, 5.2 million m3 of earth materials are needed, 0.55 million m3 have been brought to the construction site, and 4.7 million m3 need to be mobilized. The source of 5.01 million m3 has been identified, but the mining locations are waiting for procedural instructions to complete the mining license application.
The Deputy Minister said that currently, all key projects in the region as well as in Dong Nai province are aiming to be completed by the end of 2025, so the demand for construction stone has increased dramatically. This greatly affects the overall production plan of the mines.
In particular, the Long Thanh airport project will need about 4.7 million m3 of stone in 2025, Bien Hoa - Vung Tau expressway about 1.2 million m3, Ho Chi Minh City Ring Road 3 about 2.3 million m3 while the current supply capacity of the mines does not meet the demand.
The Ministry of Transport hopes that localities, based on the actual supply capacity at the mines, will assign supply targets of each mine to projects in accordance with the actual construction progress, giving priority to large projects.
Many contractors also want to support the project with rock filling materials.
Regarding the fill soil for the Bien Hoa - Vung Tau Expressway Component 2 project, the total demand is 5.2 million m3, 0.55 million m3 has been brought to the construction site, and 4.7 million m3 need to be mobilized. Up to now, the source of 5.01 million m3 has been identified. Of which, 1.23 million m3 has been granted under a special mechanism, 1 million m3 of Phuoc Binh mine; 0.23 million m3 of mine in Tam Phuoc ward. There are 3.78 million m3 in Phuoc Tan ward and Long Giao town, Cam My district, approved in principle by the Dong Nai Provincial People's Committee.
"Commercial mines in the area have very small reserves, uneven quality and have only supplied about 0.56 million m3, which does not meet the project's needs. Up to now, the two component projects are still short of about 4 million m3 of fill soil. The locations that have been approved by the locality are currently waiting for the Department of Natural Resources and Environment to guide the procedures to complete the dossier to submit to the Provincial People's Committee for mining licenses. It is recommended that units determine additional mining foundations and increase the capacity of filling soil exploitation to 600,000 m3/month according to the proposal of the construction contractor," said the Deputy Minister.
Representative of Vietnam Airports Corporation presented the difficulties in filling materials of the project.
In the coming time, the volume of materials transported to supply the projects is about 21 million cubic meters of soil and rocks of all kinds (equivalent to nearly 5,000 vehicles/day and night), causing great pressure on the regional traffic system. Investors and contractors also recommended that Dong Nai Provincial Police and relevant authorities continue to pay attention, have solutions to regulate, ensure reasonable traffic, create favorable conditions for transportation to meet the urgent needs of materials for the projects.
Regarding the Long Thanh International Airport project phase 1, Mr. Nguyen Tien Viet, Deputy General Director of Vietnam Airports Corporation (ACV), said that the demand for stone with a total volume of 7.2 million, the unit has imported and used 2.2 million, the remaining in 2025 will need about 4.9 million m3.
Therefore, it is recommended that Dong Nai province increase capacity, increase mining capacity, and add more production lines at the mines. Along with that, extend the transportation time, because every day there must be more than 1,000 trucks of 20 - 25 tons transporting to meet the material demand for the Long Thanh airport project.

At the meeting, representatives of some mines in Dong Nai province said that the reserves of stone and soil in the area can fully meet the supply needs of key projects being implemented.
However, many mines are stuck with investment and land procedures. In addition, for a long time, mines have been selling materials through agents, which then supply them to contractors for project construction.
"We are ready to prioritize supplying stone for key projects. However, the company has not been able to contact contractors directly for a long time. In 2025, the company will find ways to connect with contractors to supply," said a representative of Hoa An Joint Stock Company.
Dong Nai province leaders also hope that the Ministry of Natural Resources and Environment will support and guide in removing difficulties related to materials.
Meanwhile, a representative of the Long Thanh airport runway construction unit said that it is unreasonable for there to be a shortage of stone, soil, and sand in the middle of a construction material capital like Dong Nai. "We hope that the locality will resolve legal issues to increase exploitation capacity and supply for construction," said the representative of the construction unit.
Concluding the meeting, Minister of Natural Resources and Environment Do Duc Duy said that both project contractors and mineral exploitation enterprises have not been proactive. Therefore, it is necessary to clearly identify and evaluate supply and demand from both sides.
Investors and contractors determine the specific needs of each type of material for the project, create detailed forms for each type. From there, propose the need to access mineral mines in the area to meet the use of the construction site.
