On July 29, the Management Board of Quang Tri Economic Zone announced that it had just issued a decision approving the task of surveying, designing and estimating the investment preparation for the step of preparing a feasibility study report to adjust and supplement the project of Leveling the ground and essential technical infrastructure in the central area of ​​La Lay international border gate, Quang Tri province (phase 2).

The scope of the survey includes items that need to be adjusted and supplemented according to the Resolution recently approved by the People's Council of Quang Tri province at the meeting on July 11, 2024.

According to the Resolution on adjusting the project investment policy that has just been approved, the scale of adjustment and supplementation includes: Adjusting the scale of leveling the width of the exit waiting area from 35m down to 16m - 29m depending on the location. For the route connecting the entry waiting area with the main traffic route, adjusting and cutting the asphalt concrete road surface structure 11m wide according to the approved documents; complete the investment according to the planning (35m wide) with concrete structure.

In addition, the project of completing the import waiting area (within 100m of the border) and the area for inspection and customs clearance of imported goods will be added.

The investment scale is to complete the structure with cement concrete with an area of ​​about 3.15 hectares. Of which, the import waiting area (outside 100m of the border) is about 1.9 hectares; the entrance gate, inspection area, and customs clearance of imported goods is about 1.25 hectares.

Invest in building a drainage system with a length of about 355m and other auxiliary items.

The total investment after adjustment is 163 billion VND, an increase of 55 billion VND due to the addition of items to complete the import waiting area (outside 100m of the border) and the area for inspection and customs clearance of imported goods.

The structure of additional investment capital includes capital from the land clearance project to implement the project to upgrade and expand National Highway 9 from National Highway 1 to Cua Viet Port of 35 billion VND and revenue from auctioning land use rights in Lao Bao Special Economic - Commercial Zone of 20 billion VND. Project implementation progress is from 2021 - 2025.

Previously, the project of Leveling the ground and essential technical infrastructure in the central area of ​​La Lay international border gate, Quang Tri province - phase 2 (A Ngo commune, Dakrong district, Quang Tri province) was approved by the People's Council of Quang Tri province with a total investment of 108 billion VND, with the Quang Tri Economic Zone Management Board as the investor. The project implementation period is from 2021 to 2024.

According to the People's Committee of Quang Tri province, in the past, due to difficulties in investment capital, the infrastructure at La Lay border gate has not been invested synchronously. In particular, the current import waiting area has not been fully invested, so there is no place to arrange vehicles to unload and clear customs through the border gate.

Every day, vehicles have to queue up along Highway 15D to the border gate. At peak times, trucks, tractor-trailers, and container trucks queue up for more than 2km. Meanwhile, Highway 15D is very narrow, with only 2 lanes, many sharp turns, steep slopes, etc. This long queue of vehicles also causes traffic jams, making it difficult to regulate traffic at the border gate area.

Therefore, to reduce procedures and quickly resolve urgent issues at the border gate area, adjusting some project items to suit the actual situation and adding items to complete the entry waiting area (outside 100m of the border) to the project is really necessary...
