Data from the Department of Industry and Trade of Quang Ngai shows that the industrial production index estimated for 2024 in Quang Ngai is 102.3%, an increase of 2.3% compared to 2023, reaching 100% of the annual plan.

Some industrial products achieved and exceeded the annual plan: Oil refining products reached 6,340 thousand tons, exceeding 4%; milk of all kinds in the province reached 70 million liters, exceeding 8%; fiber reached 54,000 tons, exceeding 20%; leather shoes reached 16 million pairs, exceeding 10%; steel reached 5.474 million tons, reaching 100%; garment products reached 17 million pieces, reaching 100%; wheat starch reached 60,000 tons, reaching 100%...

According to the explanation from the Department of Industry and Trade, the oil refining products exceeded the plan because Dung Quat Oil Refinery completed the 5th general maintenance. At the same time, in April 2024, the factory successfully tested the new thermoformed PP product TF4035 and production activities were stable in the last months of the year.

Other products such as milk exceeded the plan because VinaSoy Quang Ngai Milk Factory continued to maintain stable production; yarn and footwear exceeded the plan because the enterprise overcame difficulties, is showing signs of recovery, orders increased...

However, there are still some industrial products that are expected to fall short of the annual plan, such as: Wood chips for paper materials reached 600 thousand tons, reaching 86%; electricity production reached 1,615 million kWh, reaching 79%; confectionery of all kinds reached 11,500 tons, reaching 88%; fertilizer reached 31,000 tons, reaching 97%; burnt bricks of all kinds reached 400 million pieces, reaching 87%. The reason is that due to difficulties in output, businesses cannot boost consumption.

Regarding the expected industrial production results, the Department of Industry and Trade of Quang Ngai assessed that the industrial production situation in the province in 2024 showed positive signs, so most industries in the processing and manufacturing industry grew quite well. The metal product manufacturing industry continued to contribute greatly to the industrial production index, increasing by 2.3% compared to 2023.

However, the representative of the Department of Industry and Trade of Quang Ngai also acknowledged that the province's industrial development is still biased towards breadth and unsustainable. In addition to key products with deep processing and high scientific and technological content such as oil refining and steel, there are still many processed and semi-processed products such as: garments, seafood, wood processing, etc. The development of supporting industries is still limited, attracting investment in the supporting industry sector is difficult. Mechanisms and policies for the development of supporting industries have been issued but their implementation has not been highly effective.

In addition, some investment projects are behind schedule, slow to put into production, some projects have to adjust progress many times, affecting the results of industrial development activities in the province.

Industrial growth plan for 2025

In 2025, the Department of Industry and Trade of Quang Ngai plans 2 industrial growth options. Of which, option 2 is selected with the industrial production index in 2025 reaching 112% (compared to 2024), of which the processing and manufacturing industry reaches 111.5%.

The basis for choosing this option, according to the Department of Industry and Trade of Quang Ngai, in 2025, Dung Quat Oil Refinery will operate stably, so the expected oil output will reach 7 million/year and Hoa Phat Dung Quat Steel Joint Stock Company plans to put into operation line 1 of the Hoa Phat Dung Quat 2 Iron and Steel Complex project with a capacity of about 2.3 million tons of HRC steel by the end of 2024 and early 2025, so the expected iron and steel output will reach 6.65 million tons, an increase of 21.5% compared to 2024.

At the same time, a number of new projects coming into operation in 2025 will contribute to the growth of the province's industrial production value, specifically: Messer - Quang Ngai Industrial Gas Factory; Jaydee Quang Ngai Furniture Factory; Z-Wovens Quang Ngai Fabric Factory; Hui Feng Quang Ngai New Technical Material Sports Goods Factory.

To achieve the above growth target, the Department of Industry and Trade has also oriented solutions. Accordingly, the locality will evaluate the results of the implementation of the Quang Ngai province industrial promotion program for the period 2021-2025.

Evaluate the implementation results of the industrial development plan for the period 2021-2025 according to Decision No. 998/QD-UBND dated July 7, 2021; develop an industrial development plan for the period 2026-2030.

Support and facilitate investors in the process of constructing key projects: Upgrading and expanding Dung Quat Oil Refinery; Hoa Phat Dung Quat 2 Iron and Steel Complex; Dung Quat I, Dung Quat II, Dung Quat III Combined Cycle Gas Turbine Power Plant projects.

Implement the contents of industrial cluster management and development, striving to attract 1-2 enterprises to be investors in building technical infrastructure for industrial clusters by 2025. Organize appraisal and approval of local industrial promotion projects, appraise the basis of national industrial promotion projects to support enterprises in 2025. Organize the implementation of the Plan to organize the voting for typical rural industrial products at the national level - in 2025.

Monitor the implementation of the Tra Phong, Tra Khuc 1, Tra Khuc 2, Long Son, Ba Vi, Son Linh, Dak Drinh 2 hydropower projects. Inspect investors of hydropower projects in implementing flood and storm prevention work to ensure dam safety, emergency response plans for dams, hydropower reservoirs, and operations of hydropower plants in the province.
