Another obstacle to mobilization, he said, is the poor reputation of the staff of the Ukrainian military registration and enlistment service. He also complained that the country's leadership does not care about the quality of those being mobilized.

Earlier, the Financial Times reported that local commanders of the Ukrainian armed forces were increasingly concerned about personnel issues.

After lowering the conscription age from 27 to 25, Ukraine is expected to have 100,000 more soldiers to supplement the force facing Russia.
President Zelensky on April 2 signed a law to reduce the age of conscription to fight from 27 to 25, a move that will give Kiev more resources in its more than two-year war with Russia.
In May 2023, the Ukrainian parliament voted in favor of a bill lowering the age limit for conscripts from 27 to 25. However, military age is a sensitive issue in Ukraine.
That is why it took nearly a year for Mr. Zelensky to sign into law lowering the military recruitment age after Ukraine suffered a serious shortage of soldiers to deal with Russia in a war of attrition.
Explaining this, Mr. Zelensky said Ukraine needs young soldiers who are physically fit and familiar with technology.
In addition, according to Ukrainian media, Kiev seems to expect that lowering the mobilization age will help Ukraine lower the average age of its soldiers, which is currently at 36-40 years old.
