According to VTC News reporters at the site of the illegal construction project of Tan Phat Mineral Trading Company Limited (abbreviated as Tan Phat Company) on Hon Kho Island, the excavators that were brought to the island many years ago by this company to serve the excavation and construction work on the island are now lying motionless.

The scene of dismal construction, many unfinished items with concrete materials, rusty steel, trash and construction debris stretching hundreds of meters around the foot of the island looks very offensive...

The current state of the project left by the investor on the island is messy and the materials are rusty.

In the western area of ​​Hon Kho Lon Island, the amount of soil and rocks has been leveled and piled up. In many places in the area, iron stakes are placed, concrete is poured, and iron and steel construction materials, wooden planks, and plastic pipes are gathered at the construction site. Right next to that, a concrete road is being built around the foot of the mountain on Hon Kho Lon Island with a length of over 100m, a width of 2.5m, and a thickness of about 0.5m.

According to people in Nhon Hai peninsula commune, Hon Kho island is considered a "gold mine", a place that brings huge income to people because of its abundant and diverse seafood resources.

In addition, this is also a very large coral reef conservation area, providing shelter for people during storms and high tides. Worryingly, the area near the project construction site has a coral reef of over 12 hectares, of which 2.1 hectares of core coral are recovering very well, with a coverage density of 50 - 70%.

Many times, the people of Nhon Hai commune asked Tan Phat company to be determined to carry out the project because the prolonged project would make Hon Kho island more dirty, and also made the local people worry that it would destroy the landscape and natural ecology of this pristine island...

The projects have been built in the western area of ​​Hon Kho island, Nhon Hai commune, Quy Nhon city, Binh Dinh.

Recently, the Inspectorate of the Ministry of Planning and Investment has concluded, pointing out violations of the Hon Kho Tourist Site Project (Phase 1) of Tan Phat Mineral Trading Company Limited such as: Not yet conducting appraisal consultation with relevant agencies; Construction of the Wharf and Inland Waterway Port items without a Construction Permit; Slow project progress, as of May 31, 2022, the project's progress was 32 months behind schedule.

In addition, the Economic Zone Management Board (EZMB) has been slow in signing land lease contracts and handing over land in the field for investors to implement investment projects. The People's Committee of Binh Dinh province requested the EZMB to review the signing of land lease contracts and handing over land in the field; Review the responsibility of the EZMB for allowing some project items to be implemented without a construction permit, and handle them according to regulations; Delay in implementing the project according to the schedule approved in the Investment Policy Decision.

When the conclusion of the Inspectorate of the Ministry of Planning and Investment was available, the reporter contacted Mr. Dang Vinh Son, Head of the Economic Zone Management Board of Binh Dinh province, and learned that the project was previously stuck because people in Nhon Hai peninsula commune had a complaint requesting that the water surface on Hon Kho island not be handed over to the enterprise because of concerns about the community's livelihood.

In fact, the previous mistake when handing over the project was leasing the land and water surface area to the enterprise. Later, when there was feedback from the people, we had to stop to re-determine the allocation of the water surface to the enterprise and re-determine the boundary of the shared water surface area and the project area so that it could be extended. Therefore, in the past, the Provincial Economic Zone Management Board let the enterprise do it first and then completed the documents ,” Mr. Son said.

Project implementation process on Hon Kho Island (Binh Dinh)

On May 7, 2015, considering the proposal of the Department of Planning and Investment of Binh Dinh province and the Director of Tan Phat Company, the People's Committee of Binh Dinh province issued Decision No. 1939 approving Tan Phat Company to carry out investment procedures to build the Hon Kho tourist site project. At the same time, it required this enterprise to have solutions to protect coral reefs, protect the environment, and coordinate with aquaculture households in the area to serve tourists when implementing the project.

On May 22, 2017, the People's Committee of Binh Dinh province issued a decision approving the detailed construction of the 1/500 scale Hon Kho tourist site (phase 1), with a planning area of ​​nearly 52,000m2; including a part of the southwest area of ​​Hon Kho island and a part of the sea surface area southwest of Hon Kho island.

On April 27, 2018, the Management Board of Binh Dinh Economic Zone (EZ) issued a decision approving the investment policy of the Hon Kho tourist site project (phase 1) for Tan Phat Company with a total project investment capital of over 30 billion VND; the project operation period is 50 years, the project implementation progress is completed by July 2019.

On May 13, 2021, the Management Board of Binh Dinh Economic Zone issued a document agreeing in principle to allow Tan Phat Company to carry out the construction of the wharf, inland waterway terminal and electrical system of the Hon Kho tourist site project in advance to speed up the project's progress.

Tan Phat Company is responsible for preparing a dossier requesting a construction permit and submitting it to the Economic Zone Management Board for consideration and issuance of a construction permit according to regulations. In the immediate future, Tan Phat Company will install markers marking the construction area of ​​the wharf and inland waterway port so that local people and authorities know.
