Why is Thien But Park project slow to develop?

Recently, people in Nghia Chanh ward ( Quang Ngai city, Quang Ngai province) have continuously reported about drug injection in Thien But mountain area.

Along the roads up the mountains or inside abandoned houses, under the dense bushes… there are needles and drug paraphernalia everywhere.

Nghia Chanh Ward Police have organized forces to collect needles, clear bushes, etc.; at the same time, they have sent scouts to grasp the situation, connect with people in the area to promptly detect and arrest drug users.

However, this situation has only decreased, not completely eliminated. According to the people, in the past, drug addicts used to inject drugs right in the bushes along the roadside, then were raided by the police and had to move to the abandoned house on the mountain.

“Living here is scary. I just hope the Thien But Park project will be implemented soon, only then can we stop drug injections” - a resident shared.

In 2017, the Thien But Park and Thien Tan Ecological Urban Area projects were consulted and proposed by the Department of Construction to the People's Committee of Quang Ngai province to approve the assessment of the feasibility study report; approve the results of selecting contractors to implement investment in the form of BT (build - transfer).

However, the BT form was later stopped and the project was not implemented. In May 2021, the People's Committee of Quang Ngai province canceled the BT investment project and implemented it with budget capital.

Thien But Mountain is one of the 12 scenic spots of Quang Ngai province.

Thien But Mountain is located in the heart of Quang Ngai City, is one of the 12 scenic spots of Quang Ngai Province. In addition to its scenic significance, this mountain also has many historical and feng shui elements.

According to the Master Plan and the Central City Zoning Plan, Thien But Mountain area is oriented to become a landscape park combined with the preservation of cultural and historical relics.

In 2022, the 1/500 scale detailed planning project of Thien But Park area was approved by the People's Committee of Quang Ngai province.

Thien But Park Project has a total investment of about 800 billion VND, the expected investment phase of phase 1 is 400 billion VND (new construction will start in the period 2021 - 2025 and transition to phase 2026 - 2030; expected progress is 2025 - 2027). Phase 2 is 400 billion VND (new construction will start in the period 2026 - 2030; expected progress is 2026 - 2028).

But up to now, the completion of investment procedures has been delayed, affecting the detailed allocation and management of the 2025 public investment disbursement plan of Quang Ngai province.

Focus on removing obstacles to implement the project in 2025

Clarifying related responsibilities, Chairman of Quang Ngai City People's Committee Tra Thanh Danh said that the main reason for the delay in project implementation progress was in the preparation, appraisal and approval of detailed planning projects due to many objective factors and implementation according to the direction of the Provincial People's Committee, the Provincial Party Standing Committee and departments and branches.

The project is behind schedule mainly in the work of establishing, appraising and approving detailed planning projects.

The planning project has been given great attention and careful consideration by the Provincial People's Committee and the Department of Construction in terms of aesthetics, techniques and feng shui elements so that when completed, it will achieve high aesthetic efficiency, meet the requirements of socio-economic development; and at the same time ensure feasibility when implementing the investment project.

Therefore, the implementation process is quite meticulous, consulting many specialized agencies and experts in the field of planning and architecture. The planning project is also approved at many levels, so it takes time.

In addition, when evaluating the planning project, there was a proposal to expand Cao Ba Quat Street to create aesthetic landscape, ensure synchronous connection with existing main roads, minimize traffic conflicts; at the same time, form a walking street, exploit the night-time economy in the future and serve the organization of activities and events of the province.

This opinion was agreed and directed by the Provincial People's Committee to be implemented. However, this is a content that takes a lot of time because the procedures cannot be done in parallel but must be done sequentially, leading to a prolongation of the implementation time, completing investment procedures to submit for timely capital allocation according to the annual plan.

According to Mr. Tra Thanh Danh, the People's Committee of Quang Ngai City has focused on completing the procedures for approving the investment policy of Thien But Park project, as a basis for submitting to the Provincial People's Committee to include in the province's medium-term public investment plan for the period 2021 - 2025.

Regarding capital needs in 2025, it is recommended that the Provincial People's Committee allocate 10 billion VND in investment preparation capital to carry out project investment preparation procedures and some contractor selection work.
