During a working session with Giao thong Newspaper reporters, Mr. Nguyen Thanh Tuan, Party Secretary, Deputy Director of 45 LLC, said: In 2006, the Company was issued a decision by the People's Committee of Bac Giang province to reclaim land and allocate land to implement the project of renovating and upgrading the auto route from National Highway 279 to the Dong Ri coal mine site.

After that, the unit invested tens of billions of VND to renovate and upgrade the above route. Therefore, the company built a barrier station to manage the route. Up to now, the station has existed for more than 16 years, contributing to detecting and preventing many cases of property theft, illegal mining of coal and forest products.

Although admitting that up to now the unit has not been allowed by any competent authority to set up the above barrier station, Mr. Nguyen Thanh Tuan and a number of leaders and departments at the company present at the meeting still affirmed: The route assigned to the company to manage and use is the unit's internal mine road, so it has the right to set up a barrier station for control.

"Many times the Chairman of the People's Committee of Bac Giang province and the Chairman of the People's Committee of Son Dong district came to inspect and work, they knew about the establishment of the above station but no one had any comments," the company leader affirmed.

In response to the reporter's question about the local leaders saying that they would request the removal of the illegal barrier station, the company said that the People's Committee of Son Dong district had sent an invitation to the company to work on this matter. The company's viewpoint is to report and request the superior agency, Dong Bac Corporation, and the local government to maintain the barrier station to ensure security and order in the area.

Despite the joint management regulations, the above route has many broken sections, causing traffic safety loss.

However, after the above working session, at around 10am on the same day, on his way home, Mr. Nguyen Thanh Tuan called the reporter to discuss further with the following content: After the working session, the company called to report to the leaders of Dong Bac Corporation and received instructions to remove the above illegal barrier station to build another station, located on the land of this unit. The construction time of the new barrier station is about 7-10 days; during this time, the unit must still maintain the old station to protect its assets.

Regarding the issue of overloaded vehicles, the company's leaders and related departments said: The unit is only responsible for loading goods onto the vehicle and checking the load, while violations on the road are the responsibility of the partners, the company has no responsibility in this matter.

It is known that on March 29, Son Dong District Police also directed the Economic Police and Traffic Police teams to work with Company 45 to clarify the information reported by Giao Thong Newspaper.

Previously, on March 26 and 28, Giao thong Newspaper published the articles: "Strange business sets up barriers to control people crossing the road connecting Bac Giang - Quang Ninh", "Barrier station to control people crossing the road connecting Bac Giang - Quang Ninh will be removed", reflecting the fact that 45 LLC arbitrarily built two barrier stations to block the road and control people traveling on the road connecting the two provinces of Bac Giang and Quang Ninh.

This has affected the traffic of nearly 30 households in Dong Ri residential group, Thanh Son town, Son Dong district, Bac Giang province and people in the area; hindering traffic and economic and social development in the area.

Immediately after Giao thong Newspaper reported, the Department of Transport of Bac Giang province and the People's Committee of Son Dong district stepped in to direct the inspection and clarification. At the same time, they affirmed that they would issue a document directing the removal of the illegal barrier station.
