BAC GIANG - Projects to build factories and concentrated solid waste treatment areas in the province have been implemented since 2020 but are currently behind schedule.
What is the cause?
In 2020, the Provincial People's Committee approved the list of investment projects to build 3 high-tech centralized solid waste treatment plants, including: Bac Giang City Waste Treatment and Power Plant; Centralized Waste Treatment Plant in Lan Mau Commune (Luc Nam) and Waste Treatment Plant in Dong Lo Commune (Hiep Hoa). The plants have a total investment capital of about 2,705 billion VND; of which, the Bac Giang City Waste Treatment and Power Plant has a clean site, the 2 plants in Hiep Hoa and Luc Nam are supported with site clearance funds according to Resolution 06/2020/NQ-HĐND of the 18th Provincial People's Council.

The total expected processing capacity of each factory is from 400 to 650 tons of solid waste per day and night. When completed, the factories will handle all waste in the province (including industrial and hazardous waste). In addition to the above 3 factories, the province has approved an investment list to build a collection site and a centralized waste treatment area in Thuong Lan commune (Viet Yen) with an area of about 3.4 hectares; a collection site and a waste treatment area in Nham Bien town (Yen Dung) with an area of about 7.2 hectares. The implementation period of waste treatment projects is in the period of 2020-2022.
According to Mr. Vu Van Tuong, Deputy Director of the Department of Natural Resources and Environment (DONRE), up to now, no project has started construction. Specifically, for the Bac Giang City Waste Treatment and Power Plant, the target is to start construction in the second quarter of 2022, but the investor will not be selected until March 2023. Currently, the investor is completing related procedures to start the project.
The solid waste treatment plants in Hiep Hoa and Luc Nam have not yet selected investors. In particular, the two waste collection sites and waste treatment areas in Thuong Lan commune, Nham Bien town have not yet completed the procedures for converting land use purposes. The reason is that within the project implementation boundary in Thuong Lan commune, there is about 8,000m2 of land where Bac Giang Truong Son Joint Stock Company has invested in an incinerator, factory and some other assets on the land with an amount of about 30 billion VND.
To be eligible to change the land use purpose and hand over the land to the People's Committee of Thuong Lan commune to implement the project of the waste collection and treatment area, it is necessary to completely handle the assets invested on the land of the above enterprise. For the waste collection and treatment area of Nham Bien town, because the land area that Yen Dung district People's Committee has recovered and compensated for land clearance is larger than the area according to the list approved by the Provincial People's Council Resolution and the project has expired, so the change of land use purpose has not been implemented according to regulations.
Regarding the delay in implementing the project to build a solid waste treatment plant in Lan Mau commune, Mr. Hoang Van Toan, Vice Chairman of the People's Committee of Luc Nam district, said: "The project has a large reclaimed area, about 8.76 hectares in scale, involving many households. Obtaining consensus and clearing the land takes a long time. According to the initial plan, the plant has a capacity to treat 100 tons of waste/day and night, but then adjusted to 550 tons/day and night to ensure compliance with the Provincial Planning. When adjusting the increase, the locality must reorganize the process of collecting opinions from the community...".
Similarly, according to the Hiep Hoa District Construction Investment Project Management Board, the Waste Treatment Plant project in Dong Lo Commune was initially planned to have a land use area of more than 5 hectares, but according to the Provincial Planning, it was 10 hectares. Therefore, when the Provincial Planning was approved by the Prime Minister, the district had to carry out procedures to adjust the factory planning accordingly, so delays were inevitable...
Assign responsibility and time for implementation
Faced with the above situation, at the recent review meeting on July 25, comrade Le O Pich, Vice Chairman of the Provincial People's Committee, pointed out the limitations, assigned responsibilities, and assigned specific implementation time to units and localities with projects.
Accordingly, the Departments of Planning and Investment, Natural Resources and Environment, Construction and the People's Committee of Bac Giang City are responsible for reviewing and granting investment registration certificates for the project; guiding and urging investors to prepare environmental impact assessment reports and complete necessary procedures according to regulations, ensuring that in the fourth quarter of 2023 (no later than December 15), construction of the Bac Giang City Waste Treatment and Power Generation Plant must begin.
Every day, the whole province generates more than 932 tons of solid waste, the collection rate is nearly 94.5%, the sanitary treatment rate is about 82%. Of which, the rate treated by technological incinerators accounts for about 60%, the rate of burial and manual burning is more than 10%, posing a high risk of environmental pollution. Therefore, accelerating the construction progress, putting high-tech waste treatment plants and areas into operation will thoroughly treat residual waste, gradually improving the quality of the living environment in the area. |
For the two factories in Hiep Hoa and Luc Nam, the departments and branches actively coordinate with the two districts to complete the procedures according to regulations, organize bidding soon to select investors, and strive to start construction before March 31, 2024. As for the two waste collection sites and treatment areas in Nham Bien town and Thuong Lan commune, the People's Committees of Yen Dung and Viet Yen districts are required to complete the dossier on land use purpose conversion and land allocation for the recovered land and compensation for site clearance, and send it to the Department of Natural Resources and Environment for appraisal and submit it to the Provincial People's Committee for consideration and approval before August 20, 2023...
The Department of Planning and Investment has publicly announced the invitation for bids for the construction project of the Hiep Hoa District Solid Waste Treatment Plant and a number of businesses have expressed interest and submitted bids. On August 3, the Department of Natural Resources and Environment submitted a proposal to the Provincial People's Committee to adjust the land allocation decision dated February 24, 2022; change the land use purpose and allocate the second phase of land to the Luc Nam District Land Fund and Industrial Cluster Development Center to implement the project of building a waste treatment plant in Lan Mau Commune.
After 3 years of implementing Directive No. 17/CT-TU of the Provincial Party Committee Standing Committee and the plans and conclusions of the Provincial People's Committee on mobilizing the entire population to participate in waste collection and treatment, environmental protection work in the province has had positive changes, solid waste collection and treatment infrastructure has been invested in and upgraded, promoting efficiency.
Currently, the whole province generates more than 932 tons of solid waste every day, the collection rate is nearly 94.5%, the sanitary treatment rate is about 82%; of which, the rate treated by technological incinerators accounts for about 60%, the rate of burial and manual burning accounts for more than 10%, posing a high risk of environmental pollution.
