Why are the English graduation exam scores of Ho Chi Minh City students the highest in the country for 8 consecutive years?

On August 16, the Ho Chi Minh City Departmentof Education and Training held a conference to summarize the 2023-2024 school year and deploy tasks for the 2024-2025 school year.

Speaking at the conference, Deputy Minister of Education and Training Pham Ngoc Thuong congratulated the Ho Chi Minh City education sector on many good results in the 2023-2024 school year. In addition, Mr. Thuong suggested that Ho Chi Minh City continue to make breakthroughs in education and training to raise the level of the city's education sector.

Regarding the English proficiency of students, Mr. Thuong said that Ho Chi Minh City needs to ask the question "why for 8 consecutive years, in English, Ho Chi Minh City students have the highest scores in the national high school graduation exam?" to analyze the reasons for success and come up with breakthrough steps in English training in the coming years.

"HCMC is the economic locomotive of the country and is striving to be at the regional and Asian level. Therefore, the English proficiency of HCMC students must be on par with the region and the world.

"The city should set a higher benchmark. How can the city have the earliest and most schools using English as a second language in the country, approaching the world's English level?", Mr. Thuong directed.

According to Mr. Thuong, the city has a full basis to implement English as a second language in general schools according to the roadmap because it has pioneered in 10 years of persistent implementation of Project 5695 (teaching math and science in English), implementing socialized education in teaching English according to the policy of the City People's Council.

To implement English as a second language in high schools, the city needs to conduct research based on past practices in the next school year. From there, consider expanding which subjects can be taught in English first, in addition to math and science, and have a roadmap for these tasks.

Mr. Nguyen Van Hieu - Director of the Department of Education and Training of Ho Chi Minh City - said that the department will analyze, organize evaluations, and summarize English programs and Project 5695 to find out the causes leading to effective methods in order to share experiences with other provinces and cities in teaching English.

Regarding the implementation of English as a second language in general schools, the City has enough conditions and can do it. The City will select a number of schools to apply for a pilot program of English as a second language.
