When tested for alcohol, Mr. C could not produce any documents and gave a false name to avoid punishment. When he was taken to the police station, he suddenly grabbed the traffic police officer, causing both of them to fall on the road and then ran away.
On March 26, the Traffic Police Department of Ho Chi Minh City Police announced that it had issued an administrative penalty notice to Mr. NPC (born in 1973, residing in Co Giang Ward, District 1) for the following violations: driving a motorbike with an alcohol concentration exceeding 0.4 mg/liter of breath; not having a driver's license or vehicle registration; not presenting a citizen identification card when requested for inspection.
The vehicle driven by Mr. C was also detained according to regulations.

Previously, on March 24, a 24-second clip was circulated on social media with information that traffic police had physically struggled with violators, affecting the image of the police force.
After verification, the Traffic Police Department determined that this video had been cut and edited, not fully reflecting the events of the incident.
According to the verification results, at around 10:40 p.m. on March 23, a patrol team of the Ben Thanh Traffic Police discovered Mr. C driving a motorbike with signs of intoxication at the intersection of Tran Hung Dao - Tran Dinh Xu (Co Giang Ward, District 1), so they signaled him to stop the vehicle for inspection.
Here, Mr. C could not present any relevant documents and gave a fake name, Nguyen Van Dung (born in 1974, residing in District 4).
When the task force conducted a breathalyzer test, Mr. C asked to be excused from the violation but was not accepted. Afterwards, a traffic police officer took Mr. C back to the headquarters to wait for his family to bring the documents to work.

On the way back to the headquarters, when arriving in front of house number 331DE Tran Hung Dao (Co Giang ward, district 1), Mr. C suddenly leaned forward from behind to continue begging the traffic police to ignore the violation and not detain the vehicle.
This action caused the car to swerve, both people fell to the road but were not injured.
Realizing that the situation could be complicated, the traffic police officer called the unit and asked the Co Giang Ward Police to come and assist.
While the traffic police called for help, Mr. C suddenly stood up and left. Seeing this, the traffic police officer chased after him to stop him, leading to a scuffle between the two sides.
Afterwards, the police of Co Giang ward arrived at the scene, asked Mr. C to follow the instructions of the traffic police, and at the same time supported the alcohol concentration test on the spot. The measured result was 0.406 mg/l of breath.
Some curious people used their phones to record the struggle and posted it online, but the clip only recorded part of the incident and did not fully reflect the context.
After being explained, Mr. C admitted that he had drunk beer before and was afraid that his vehicle would be impounded and that reporting the violation to the local authorities would affect his family, so he gave a fake name.
He affirmed that he had no intention of opposing the authorities but only wanted to ask for forgiveness for the violation. Mr. C signed the violation report and accepted the penalties as prescribed.
