The inspection report recently released by the Ministry of Industry and Trade has highlighted shortcomings, limitations, defects, and violations in the direction and management of electricity supply during the 2021-2023 period by EVN and related units.
These include slow investment in and completion of power sources and grids; slow troubleshooting of generating units at some thermal power plants, reducing electricity supply capacity; and failure to strictly comply with Prime Minister 's Directive No. 29/CT-TTg, decisions, directives, and guiding documents of the Minister of Industry and Trade regarding electricity supply plans and fuel supply schedules for electricity production, leading to reactive power source preparation and reduced energy security reserves.
Furthermore, the inspection report concluded that the power system's dispatch and operation were unbalanced in terms of mobilizing different types of power sources at various times; and that there were violations in the direction, management, scheduling, and operation of the national power system during the 2023 dry season.
EVN was also held responsible for widespread power supply disruptions, particularly in the North from the latter half of May to mid-June 2023, with sudden, unannounced power cuts causing public outrage, affecting people's lives, production and business activities, and the investment environment.
Based on the aforementioned shortcomings, limitations, defects, and violations, the Ministry of Industry and Trade has requested and required the State Capital Management Committee at Enterprises (according to the state management decentralization) to, based on the inspection conclusions, direct and organize a review, clarify responsibilities, and handle or recommend strict handling in accordance with the Party's regulations and the State's laws against the EVN Board of Members and related individuals.
Based on the inspection findings, Vietnam Electricity Corporation will direct and organize a review to clarify responsibilities and handle or recommend strict handling in accordance with the Party's regulations and the State's laws against the Board of Directors, advisory boards, member units, and relevant individuals and groups.
Based on the inspection report, the Vietnam Coal and Mineral Industry Group and the Vietnam Oil and Gas Group directed the Vietnam Electricity Corporation - TKV and the Vietnam Oil and Gas Electricity Corporation to conduct a review, clarify responsibilities, and handle or recommend strict handling in accordance with the Party's regulations and the State's laws for the relevant violating collectives and individuals.
The Department of Electricity and Renewable Energy, the Electricity Regulatory Authority, the Department of Industrial Safety and Environmental Engineering, and the Department of Oil, Gas and Coal, based on the inspection conclusions, shall conduct a serious review and draw profound lessons from the performance of their inspection and supervision functions in their assigned fields, and take disciplinary action against collectives and individuals who have committed violations (if any).
The Ministry of Industry and Trade requests the Vietnam Electricity Group, the Vietnam Oil and Gas Group, the Vietnam Coal and Mineral Industry Group, and other relevant units to seriously implement the measures in electricity supply management and operation mentioned in the Inspection Conclusion, proactively address shortcomings and limitations promptly, and prevent electricity shortages and power rationing in the coming period.
