The Disciplinary Committee of the Vietnam Football Federation (VFF) has fined both Hanoi FC and Hai Phong FC for allowing their fans to repeatedly light flares, compromising security and safety during a match in Round 4 of Phase 2 of the V-League 2023. Each team was fined 70 million VND.

In addition, the VFF has banned Hai Phong FC fans from attending the Hang Day Stadium for Hanoi FC's next away match in national professional competitions (including V-League and the National Cup).

Flares appeared in the Hải Phòng fans' section of the stands.

During the match between Hanoi FC and Hai Phong on August 2nd, flares appeared in the stands reserved for Hai Phong fans. Security forces repeatedly had to extinguish the flares. In the ensuing chaos, a flare spark injured a young child.

Flares have been a frequent sight in previous matches between Hanoi FC and Hai Phong. Both teams have received numerous penalties for allowing unruly fans to light flares in the away team's stands.

Specifically for matches between Hanoi FC and Hai Phong at Hang Day Stadium, the home team's organizers always implement stricter-than-usual security measures, such as increasing personnel and placing scanners at checkpoints around the stadium entrances.

However, unruly fans have still managed to smuggle flares into the stadium on several occasions.
