The Vietnam Football Federation (VFF) Disciplinary Board fined both Hanoi FC and Hai Phong Club for allowing fans to set off flares multiple times, disrupting security and safety during the match in round 4 of phase 2 of V-League 2023. Each team was fined 70 million VND.

In addition, VFF banned Hai Phong FC fans from going to Hang Day Stadium in the next away match of Hanoi FC in national professional tournaments (including V-League and National Cup).

During the match between Hanoi FC and Hai Phong on August 2, flares appeared in the stands reserved for Hai Phong fans. Security forces had to repeatedly extinguish the flares. In the chaos, a flare was fired and injured a child.

Flares have appeared many times in previous matches between Hanoi FC and Hai Phong. Both teams have received many penalties due to allowing extremists to set off flares in the stands reserved for away fans.

Particularly for matches between Hanoi FC and Hai Phong at Hang Day Stadium, the home team's organizing committee always implements stricter security measures than usual, such as increasing security forces and placing scanners at checkpoints around the stadium entrance...

However, the extremist fans still successfully brought flares into the stadium many times.
