The content is stated in the report on the situation of roadbed material mines serving the Ho Chi Minh City Ring Road 3 project that the Ho Chi Minh City People's Committee has just sent to Deputy Prime Minister Tran Hong Ha, the Ministry of Natural Resources and Environment, and the Ministry of Transport.

According to the City People's Committee, in 2024 alone, the estimated volume of sand for the project's roadbed is 4,710,000 m3 . The Ministry of Natural Resources and Environment, the Ho Chi Minh City People's Committee and localities have also had many working sessions to solve the problem of lack of sand for the roadbed for this project.

As of June, Tien Giang province has announced its agreement to support the provision of sand for the Ring Road 3 project. At the same time, at the meeting, Tien Giang province leaders agreed to provide Ho Chi Minh City with 6.3 million m³ as proposed by Ho Chi Minh City. In the immediate future, Tien Giang province will consider providing 3.1 million m³ of sand for filling at the mines of Vam Cai Thia (2.1 million m³), ​​Hoa Khanh 1 (670,000 m³) and Hoa Hung 5 (430,000 m³). The expected time is to complete the licensing procedures for sand mines in September at the earliest.

At the same time, Ben Tre province is carrying out procedures for auctioning mineral exploitation rights for sand mines, which are expected to be completed in September and provide sand to construction contractors. For Vinh Long province, local leaders have organized a meeting with the Traffic Department (investor) on providing sand for roadbed construction for the Ring Road 3 project under the direction of Deputy Prime Minister Tran Hong Ha. Accordingly, the Department of Natural Resources and Environment of Vinh Long announced that only An Phuoc mine is currently allowed to be exploited (capacity of 100,000m³/year, exploitation period expires in November); the remaining 6 mines have expired.

"In general, the demand for sand for leveling the project until 2024 is basically met" - Ho Chi Minh City People's Committee informed.

However, the total demand for sand for the Ho Chi Minh City Ring Road 3 is up to about 9.2 million m³. Therefore, in order to ensure the project is completed on schedule, the Ho Chi Minh City People's Committee proposed that the Deputy Prime Minister consider and direct the Vinh Long Provincial People's Committee to advise the Provincial Party Committee to unify the policy of supporting the provision of sand for the project. In addition, the People's Committees of Ben Tre, Tien Giang, and Vinh Long provinces are requested to continue to speed up the procedures for extending and granting mineral exploitation licenses according to regulations to provide sand for the roadbed in time for the construction progress of the Ring Road 3 project in 2025 and 2026.

Yesterday afternoon (June 24), chairing a meeting with ministries, branches and localities on resolving the source of filling materials for key transport projects in the southern region, Deputy Prime Minister Tran Hong Ha also assigned the Ministry of Transport, the Ministry of Natural Resources and Environment and Ho Chi Minh City to directly work with the provinces of Ben Tre, Tien Giang, Vinh Long, Soc Trang... to provide the earliest source of filling sand for the project, so that Ring Road 3 does not have to wait for sand.

In a frank spirit, the Deputy Prime Minister requested leaders of ministries, branches and localities to point out the causes of difficulties and obstacles, clarify the responsibilities and authority of the Prime Minister, ministries, branches and localities. "Discuss to decide, not discuss to leave it there" in accordance with the right authority, correct procedures, publicly, transparently, with clear completion deadlines.
