Currently, most construction projects under the Ho Chi Minh City Ring Road 3 have commenced and are still on schedule.
According to the Ho Chi Minh City People's Committee, the projected volume of sand for road embankment construction for the project in 2024 alone is 4,710,000 m³ . The Ministry of Natural Resources and Environment, the Ho Chi Minh City People's Committee, and local authorities have also held numerous meetings to address the shortage of sand for road embankment construction for this project.
As of June, Tien Giang province had announced its agreement to support the supply of sand for road embankment construction for the Ring Road 3 project. At the same meeting, Tien Giang provincial leaders agreed to provide Ho Chi Minh City with 6.3 million cubic meters of sand as proposed by Ho Chi Minh City. Initially, Tien Giang province will consider allocating 3.1 million cubic meters of sand for leveling from the Vam Cai Thia (2.1 million cubic meters), Hoa Khanh 1 (670,000 cubic meters), and Hoa Hung 5 (430,000 cubic meters) mines. The province aims to complete the sand mining permit procedures as early as September.
Meanwhile, Ben Tre province is conducting auction procedures for mineral exploitation rights for sand mines, expected to be completed in September and provide sand to construction contractors. In Vinh Long province, local leaders have held meetings with the Transport Department (the investor) regarding the supply of sand for road embankment for the Ring Road 3 project, as directed by Deputy Prime Minister Tran Hong Ha. Accordingly, the Vinh Long Department of Natural Resources and Environment announced that only the An Phuoc mine is currently permitted to operate (capacity of 100,000 m³/year, expiring in November); the remaining six mines have expired licenses.
"Overall, the demand for sand for the project until 2024 is basically met," the Ho Chi Minh City People's Committee informed.
However, the total demand for embankment sand for the Ho Chi Minh City Ring Road 3 project is approximately 9.2 million m³. Therefore, to ensure the project is completed on schedule, the Ho Chi Minh City People's Committee requests the Deputy Prime Minister to consider and direct the Vinh Long Provincial People's Committee to advise the Provincial Party Committee to agree on the policy of supporting the supply of embankment sand for the project. In addition, it is requested that the People's Committees of Ben Tre, Tien Giang, and Vinh Long provinces continue to expedite the procedures for extending and granting mineral exploitation licenses according to regulations to ensure the timely supply of embankment sand for the Ring Road 3 project in 2025 and 2026.
Yesterday afternoon (June 24), presiding over a meeting with ministries, departments, and localities on resolving the issue of landfill material supply for key transportation projects in the southern region, Deputy Prime Minister Tran Hong Ha also instructed the Ministry of Transport, the Ministry of Natural Resources and Environment, and Ho Chi Minh City to directly work with the provinces of Ben Tre, Tien Giang, Vinh Long, Soc Trang, etc., to provide the earliest possible supply of sand for the project, ensuring that the Ring Road 3 project does not have to wait for sand.
In a spirit of frankness, the Deputy Prime Minister requested that leaders of ministries, sectors, and localities identify the causes of difficulties and obstacles, clarify the responsibilities and authority of the Prime Minister, ministries, sectors, and localities. He emphasized the need for "discussion to make decisions, not just discussions without action," ensuring that decisions are made within the proper authority and procedures, in a transparent and open manner, with clear deadlines for completion.
