According to VietNamNet reporters, along Truong Chinh, Nguyen Van Qua, Song Hanh, Dong Hung Thuan 02, Dong Hung Thuan 32 streets... in Tan Hung Thuan ward, district 12 (HCMC), hundreds of electric poles and lighting poles are wrapped with plastic grass.
This method is similar to that in District 5, the green plastic grass is wrapped around the base, about 2m high and fixed with zinc wire and steel.
Mr. Vu Ngoc Quyet (resident of Quarter 7, Tan Hung Thuan Ward) said that in the past, electric poles and street lights were always full of illegal advertisements and classified ads. On weekends or every month, the ward and neighborhood forces would come out to scrape and erase the ads, but they couldn't keep up. They had just been cleaned up today, but the next day they would "spring up like mushrooms".
As soon as the ward and neighborhood groups mobilized to implement the model of wrapping plastic grass to prevent advertising and classified ads on electric poles, families agreed to support and participate.
"In the past, it only took a few seconds for people to post advertisements and classified ads, but now it takes more time to post them on top of the artificial grass. Therefore, people and authorities have time to catch them red-handed and punish them. Just last week, a person was caught red-handed posting a septic tank cleaning advertisement on the artificial grass on Song Hanh Street and was dealt with by the police," said Mr. Quyet.
He commented that the model of wrapping plastic grass around electric poles and lamp posts has contributed to beautifying streets and alleys with uniform green space, being environmentally friendly and no longer having many illegal advertisements and classified ads.
Electric poles and lamp posts from major streets to small alleys in Tan Hung Thuan ward are being "greened" with artificial grass to help reduce illegal advertising and classified ads.
A leader of the People's Committee of Tan Hung Thuan Ward (District 12, Ho Chi Minh City) said that the initiative of using 2-meter-high artificial grass to cover electric poles and lamp posts was deployed by the ward to mobilize people in the context of the problem of posting advertisements and classified ads such as fraudulent land sales, hot loans, and bridge pumping... causing headaches.
The subjects often choose deserted times to commit illegal acts. According to regulations, they must be caught red-handed before being prosecuted, causing difficulties for the local forces. Authorities also cannot impose fines based on phone numbers displayed on advertisements and classifieds.

“Since the model was implemented, the situation of posting illegal advertisements and leaflets has decreased by about 80%. This model is entirely contributed by the people and philanthropists voluntarily and implemented according to the ward's initiative, helping to create urban beauty, reducing pressure on grassroots officials when having to regularly handle scraping and peeling off advertisements posted on electric poles. People in 7 neighborhoods are very supportive and plan to continue to contribute and "green" lamp posts and electric poles in the area to combat illegal advertising and at the same time create a synchronous urban landscape," shared the leader of Tan Hung Thuan ward.
This person added that during the implementation of the model, there will be places that will be damaged over time, so the ward has asked the neighborhoods to review and make corrections to ensure aesthetics.
Advertisements and classifieds are posted densely along electric poles and light poles.
However, Tan Hung Thuan ward admits that the above model is just one of many solutions to help ensure urban order and beauty. In the long run, people's awareness will ultimately decide everything.
“The ward has made a lot of propaganda, even punished violations related to posting advertisements and leaflets that violate regulations, but some subjects still violate the law. They take advantage of the middle of the night to secretly commit illegal acts, while the grassroots forces also have many other important tasks such as ensuring security, preventing theft, robbery…”, the ward leader frankly shared.
Recently, the image of a series of streets in District 5 (HCMC) being 'greened' with a layer of plastic grass to prevent advertising and classified ads has caused a stir in public opinion. Informing the press, Mr. Le Tan Tai, Chairman of the Vietnam Fatherland Front Committee of District 5, said that the wrapping of plastic grass on lamp posts and electric poles was initiated by the unit, and implemented by people and the locality since 2019. The total cost of more than 280 million VND was contributed by benefactors and people. District 5 has deployed 495 electric poles and 1,286 lamp posts wrapped with artificial grass. However, over time, some of the artificial grass panels have deteriorated and these have been replaced by units mobilizing donors and sponsors. Although this model is considered effective, the District 5 government believes that this is only a temporary solution, the main and most fundamental measure is still legal regulations in handling the situation of posting advertisements and classified ads in violation of regulations. The model has faced opposition from some people who believe that it is not completely effective and poses a risk of fire and electrical leakage. District 5 authorities have listened to opinions and have temporarily removed the layers of plastic grass wrapped around electric poles and lamp posts along the roads in 14 wards to review and re-evaluate its overall effectiveness. |
