At the conference, Director of the Department of Political Theory, Central Propaganda and Mass Mobilization Commission Doan Van Bau stated that previously, the Politburo and Secretariat had organized a national conference to disseminate and implement the Resolution of the 11th Conference of the 13th Party Central Committee in a combination of in-person and online formats. At recent meetings with voters, General Secretary To Lam also affirmed that "we have never let people access the resolution so quickly".

The 13th National Party Congress has set the goal of national development by 2045. To achieve this, we must focus on implementing two goals. First , strive to become a developing country with modern industry and a high average income by 2030. Second , strive to become a developed country with a high income by 2045. "With such a goal, the world is changing rapidly, unpredictably, and hard to predict, so our country must also adapt. The National Assembly has recently amended and promulgated a series of laws to remove bottlenecks and institutional obstacles, also to focus on implementing the country's development goals," the Director of the Department of Political Theory emphasized.

Regarding the reorganization of the political system according to Conclusion No. 127-KL/TW, the reorganization of administrative units at all levels and the construction of a two-level local government model, the Director of the Department of Political Theory focused on providing information on viewpoints, principles and criteria when conducting the reorganization. In particular, the first viewpoint is to unify the innovation, reorganization, streamlining of the apparatus, building a lean, strong, efficient, effective and efficient political system; properly implementing the principle of unified leadership of the Party. At the same time, the principle is to ensure synchronization, reduce intermediate levels, build local governments at the commune level close to the people, serving the people; must come from the heart to the heart; always listen, always understand and promptly accompany and serve the people.
