Hai Duong Provincial Land Registration Office overcomes difficulties to ensure implementation of professional tasks

The Hai Duong Provincial Land Registration Office (LDRO) was established under Decision No. 1288/QD-UBND dated May 19, 2022 of the Provincial People's Committee on the basis of merging the Provincial Land Use Rights Registration Office and the District Land Use Rights Registration Office and came into operation from June 1, 2022.

The Provincial Land Registration Office has 1 Director, 2 Deputy Directors, 4 affiliated departments and 12 District Land Registration Office Branches. Up to now, the Land Registration Office has 210 employees, including 98 regular employees and 112 contract workers.

The provincial Land Registration Office operates in a difficult context. Currently, apart from Hai Duong City and Chi Linh City, the remaining Land Registration Office branches have a very limited number of staff, only 2-3 people. Equipment and machinery are lacking and outdated. Working offices must be borrowed. The central Land Registration Office does not have its own headquarters but uses some working rooms in the premises of the Department of Natural Resources and Environment. The central office does not have its own storage, so it has to temporarily block off its working rooms for use. At the 12 district-level branches, most do not have their own headquarters but use some working rooms in the premises of the district-level People's Committee. Equipment and facilities still have many difficulties. When receiving the handover from the district-level Land Use Right Registration Office, the new Land Registration Office only has some common equipment such as computers, printers, but no servers, and some equipment such as scanners and photocopiers are still lacking and not enough to meet work requirements; Many branches of the Land Use Registration Office do not have surveying equipment...

In that context, with the attention, support, and determination in leadership, direction, and management of the Provincial Party Committee, the Provincial People's Committee, and the leaders of the Department of Natural Resources and Environment, the Land Registration Office of Hai Duong province has always strived to overcome all difficulties to perform well its professional tasks. The one-level Land Registration Office has fully performed its functions and tasks according to regulations that it had not previously performed. The leaders of the Land Registration Office have closely followed the functions and tasks to direct and operate branches and departments to perform well their professional tasks, and have been proactive in coordinating human resources in the entire system. Directed the regular updating and correction of land records as a foundation for building a land database. Strengthened inspection and direction of the updating and correction of land records at the district and commune levels to ensure consistency according to regulations. The quality of administrative procedure settlement is guaranteed to be consistent throughout the province, on schedule according to regulations, and to minimize the backlog and overdue of documents.

In March 2023, the Party Committee of the Department of Natural Resources and Environment announced the decision to upgrade the Party Committee of the Land Registration Office of Hai Duong province on the basis of the Party Cell of the Land Registration Office of Hai Duong province. The Party Committee of the Land Registration Office of Hai Duong province is directly under the Party Committee of the Department of Natural Resources and Environment, consisting of 16 affiliated Party Cells with 108 Party members. The Party Committee of the Land Registration Office of Hai Duong province has focused on leading and closely directing the assigned political tasks.

In the face of many difficulties, each officer and employee of the Hai Duong Provincial Land Registration Office has always strived to overcome and perform well their professional tasks.

The leaders of the Land Registration Office direct specialized work in a specialized and professional manner from the implementation stage to the organization of task implementation. The organizational structure is arranged according to specialized groups and each job position. The work handling process is carried out in a unified manner, associated with timely updating and correction of changes. This is the beginning of the construction and completion of the land database system. In the process of performing tasks, the Land Registration Office has applied information technology to management and implementation, gradually transforming digitally in the land sector. Specifically, such as directing and operating, implementing administrative procedures on the Online Public Service Portal, managing documents on the document management and operation system, managing measurement work, and handling administrative procedures according to internal electronic procedures. The implementation process clearly defines the responsibility and processing time of each agency and unit, helping to handle administrative procedures more openly and transparently, creating favorable conditions for people and businesses. In 2023, the unit resolved administrative procedures for nearly 800 files of organizations and about 130,000 files of households and individuals.

In recent times, the Land Registration Office has gradually removed obstacles to put the work of granting land use right certificates into order and achieved positive results. The work of granting land use right certificates to households and individuals ensures that it meets the requirements of connecting to the Population Database according to Project 06 of the Prime Minister. In 2024, the Hai Duong Provincial Land Registration Office will focus on removing obstacles and resolving administrative procedures in accordance with the process, ensuring time and quality. The unit will direct the review of obstacles and inadequacies in the use of electronic "one-stop" software according to the internal process approved by the Provincial People's Committee and propose amendments and supplements to submit to the Provincial People's Committee for appropriate adjustments. This year, the Hai Duong Provincial Land Registration Office will complete the approval of the Project on job positions and number of employees; develop a plan for rotating leaders, managers, and changing positions of civil servants. Advise on developing and implementing regulations on receiving, rotating records, resolving and returning results of resolving procedures for land registration, other assets attached to land and granting, changing, and re-granting land use right certificates.

To improve operational efficiency, the unit will coordinate with the Information Technology Center to operate the software "Processing land service records" to ensure effective management and use. In particular, the Land Registration Office will continue to coordinate with departments and units to advise the Department's leaders to implement Plan No. 2275/KH-UBND dated June 28, 2023 of the Provincial People's Committee on building a comprehensive land database in the province to serve digital transformation according to Project 06 of the Prime Minister; Plan No. 2274/KH-UBND dated June 28, 2023 of the Provincial People's Committee on implementing the organization of measurement, adjustment of maps, land records, issuance of certificates of agricultural land use rights after land consolidation and plot exchange...
