Candidates are excellent university graduates from domestic or foreign universities with recognized equivalent degrees and certificates; have excellent academic and training results during university years, and are not over 30 years old.

Or these candidates must have a certificate of merit or higher in international excellent student selection exams in one of the natural sciences (math, physics, chemistry, biology, informatics) and social sciences (literature, history, geography, foreign languages) at high school level.
One of the other conditions that candidates must meet is to win third prize or higher in a national or international science and technology competition during high school or university; or win third prize or higher in an Olympic competition in one of the following subjects: mathematics, physics, chemistry, mechanics, informatics or other university-level majors recognized by the Ministry of Education and Training.
In addition, candidates must meet internal political standards (the Government Office will coordinate the review after the selection results are available).
