The first 6-month report of 2023 by the Department of Information Security - Ministry of Information and Communications said that the two portals chongthurac.vn and thongbaorac.ais.gov.vn have received many complaints from people about spam calls. Compared to the same period in 2022, the number of online scams increased by more than 64% and increased by 37.82% compared to the last 6 months of last year.

Subscribers are still bothered by spam calls because subscriber standardization has not completely solved the problem of spam SIMs. Some spam SIMs have been activated with other people's information and are standardized to match national population data, so they can still be used normally.
According to regulations, each person is allowed to register three primary subscribers in a network, with five telecommunications networks, one person can register 15 numbers. Thus, a company with 100 employees has 1,500 numbers. If combined with auto BOT software, subscribers can be "bombed" freely. This means that when tightening the primary SIM card, spam calls can still be made.
In addition, the Ministry of Information and Communications said that the buying and selling of junk SIM cards has been widespread in recent times. Spam calls are related to many areas such as securities trading, real estate, job referrals, consumer loans, etc. Many fraudulent calls and messages are becoming increasingly sophisticated and dangerous.
To deal with spam calls, people should install spam call and message filtering applications such as Hiya, TrueCaller, VeroSMS... TrueCaller application is installed quite a lot on both Android and iOS operating systems, due to the rich data source from the community, it is effective in identifying service solicitation and scam calls.
The Information Security Department also deployed a Do Not Sell My Information (DNC) list management system. Users can text DK DNC to 5656 or visit the website khongquangcao.ais.gov.vn to be added to the Do Not Sell My Information list. Numbers blocked through the Department's system have been verified and should work properly.
