This afternoon, November 5, theEducation 2023 conference took place in Hanoi. The conference was organized by the National Assembly's Committee on Culture and Education in coordination with the Ministry of Education and Training and Hanoi National University. This is an annual conference, the theme of this year's conference is "Institutions and policies to improve the quality of university education".

Speaking at the workshop, Minister of Education and Training Nguyen Kim Son said that although Vietnam's university education is in a state of development (with a system-wide scale of over 500,000 students), the growth rate is slow and there is no breakthrough.

Minister of Education and Training Nguyen Kim Son said that if we continue to struggle to cope with existence, the story of quality will be extremely difficult.

Meanwhile, the Party, the State and the people are expecting the country to have strong, breakthrough development, an economy that develops at a high speed. Therefore, what we need from the university education system at this time, in this decade, in this context is a breakthrough.

"However, the story we have discussed from the beginning until now feels like we are still struggling in the context of how to help universities reduce suffering, reduce difficulties, and reduce poverty, but we have not seen many ways to break through," Minister Nguyen Kim Son shared.

Minister Nguyen Kim Son said that if we discuss the issue of quality, we must discuss a larger issue, how to make universities develop rapidly, only development can bring quality. If we continue to struggle to cope with existence, the story of quality will be extremely difficult.

Institutional breakthroughs are needed to pave the way for autonomy.

According to Minister Nguyen Kim Son, with the public education system, if we want to have a breakthrough improvement, we must strongly mobilize from society and businesses, but also have to have breakthrough and sudden investment. Therefore, we need investment resources and investment methods to create a breakthrough for universities.

Regarding the institutional issue, there are actually some problems. Problems arise in the autonomous entity, governance with the model of the university education unit. Autonomy is an attribute of the university, it is necessary and of course must exist, universities around the world will not understand why it is necessary to discuss that obvious thing. But university development in Vietnam has its own circumstances, state management has shifted from a subsidized planning mechanism to a market economy. So now we have a legal system paving the way for university autonomy, but there is currently no synchronization and sharing of other legal systems.

For a university that applies the same regulations as other public service establishments, it is very difficult to be autonomous. For example, scientists in universities are also civil servants. But they need a high level of autonomy to be creative and to fully demonstrate their responsibilities. If following the sanctions of the Civil Servants Law, scientists will find it difficult to be autonomous.

There are also many other issues, such as public asset management, intellectual property... To ensure compliance with other laws will automatically create conflicts in facilitating university autonomy.

"The story now is to create a complete and synchronous legal corridor to fully and deeply implement university autonomy. To solve problems for businesses and pave the way for the economy, we have implemented a law amending many laws. This is an unavoidable step in lawmaking, but it is very necessary to avoid overlaps. If it is possible to propose such a law, we should focus on university autonomy and review any overlaps, obstacles, and contradictions and amend them so that other laws and regulations can pave the way for university autonomy," Minister Nguyen Kim Son proposed.

"I only emphasize this, and there will be many opportunities to discuss other issues such as governance models, quality control, management according to the business model or not... Today, at this forum, I only propose one thing: There needs to be a breakthrough in institutions, paving the way for university autonomy ."
