In his opening speech, Deputy Minister Ta Quang Dong emphasized the special role of literature in the spiritual life of the nation, as a bridge between the past - present - future, and at the same time a means of expressing the human voice before history.
In the context of increasingly deep international integration and digital transformation, building a suitable legal corridor to promote creation, preserve traditional literary values and expand creative space is extremely urgent.
This draft Decree is considered a step to concretize the major guidelines and policies of the Party and State on the development of culture, literature and arts in the new period. Based on documents such as Resolution No. 23-NQ/TW of the Politburo, the 9th Central Conference of the 11th tenure, etc., the Draft proposes many important contents such as supporting investment in creative writing, organizing writing camps, creative writing competitions, promoting and popularizing literary works and especially establishing the National Literature Award - a specialized honoring mechanism, expected to create great motivation for artists.
According to the report of Deputy Director of the Department of Performing Arts Tran Huong Duong, the Draft Decree consists of 7 chapters and 34 articles, with contents ranging from mechanisms to support creative writing, organizing creative camps, organizing literary writing competitions, to regulations on national awards and mechanisms to promote literary works internationally.
The draft also identifies the Ministry of Culture, Sports and Tourism as the focal point for organizing key activities such as annual literary writing camps and writing competitions every 3-5 years.
Speaking at the workshop, Deputy Minister Ta Quang Dong emphasized that although previous policies had achieved many successes, there were still gaps, especially in funding mechanisms, commissioning of compositions, promotional activities and application of technology in popularizing works.
This draft proposes a series of specific solutions such as innovating the organization of writing camps, clearly classifying the subjects of writing competitions by genre and age; raising the level of national awards, promoting translation and international links to bring Vietnamese literature closer to global readers.
At the conference, many writers, poets, and researchers agreed and highly appreciated the establishment of the National Literature Award. Poet Nguyen Viet Chien said that this is a great boost for literary life, creating motivation for writers to devote themselves to creating works with deep thoughts and high artistic value.
Poet Tran Dang Khoa shares the same opinion and recommends that clear regulations be made to avoid overlapping with existing awards such as the State Prize, Ho Chi Minh Prize or National Book Prize.

Some delegates also gave specific comments on how to organize activities in the Draft. People's Artist Vuong Duy Bien noted the need to clearly define responsibilities between the Ministry of Culture, Sports and Tourism and specialized associations in organizing creative camps.
Author Nguyen Thi Minh Nguyet proposed that the name of the Decree should be more complete, clearly showing the role of the State: "Decree on policies to encourage, support, invest and manage literary activities".
Closing the workshop, Deputy Minister Ta Quang Dong expressed his hope that the valuable contributions of delegates will help perfect the Draft Decree, thereby creating an effective and synchronous legal foundation to promote the sustainable development of Vietnamese literature, with depth, associated with national identity and strong enough to spread on the world literary map.
