Culture and people of Thanh land: Endogenous resources for sustainable development (Part 1)

With its forward-looking viewpoints and many goals, Resolution No. 33-NQ/TW on building and developing Vietnamese culture and people to meet the requirements of sustainable national development (referred to as Resolution No. 33-NQ/TW) is considered a "compass" for our Party, State and People to build an advanced Vietnamese culture imbued with national identity.

Vietnamese culture was formed and crystallized from thousands of years of history of national construction and defense, and the labor and creativity of people. Through the ups and downs of history and changes of time, Vietnamese culture has always affirmed itself as an endogenous strength, the spiritual foundation of society. However, in the current integration trend, Vietnamese culture has been facing many new opportunities and challenges, such as many traditional cultural values ​​​​at risk of fading away; the situation of hybridization and cultural foreignization... In this situation, the 11th Central Executive Committee of the Party issued Resolution No. 33-NQ/TW.

The Resolution was issued in a timely manner and closely linked cultural development with human development, becoming a "compass" for the Party, State and People to continue to build, preserve and develop an advanced Vietnamese culture, imbued with national identity, truly a "spiritual foundation", "endogenous strength", "development motivation". At the same time, promoting the cultural values ​​and strength of the Vietnamese people, arousing the aspiration to develop a prosperous and prosperous country, creating the combined strength of the entire nation.

Grasping the content and spirit of Resolution No. 33-NQ/TW in a timely manner, the Standing Committee of the Thanh Hoa Provincial Party Committee has issued a plan to disseminate and develop a program and action plan to implement the Resolution of the 9th Conference of the 11th Party Central Committee. From there, the organization deployed Resolution No. 33-NQ/TW to key officials of the province; at the same time, directed district, town, city Party Committees, affiliated Party Committees, departments, agencies, branches, and mass organizations to disseminate, study, and disseminate the content of the resolution to all officials, party members, civil servants, and public employees. The rate of officials and party members participating in studying the resolution reached over 98%.

To put Resolution No. 33-NQ/TW into practice, the Thanh Hoa Provincial Party Committee has issued many policies to strengthen leadership and direction in the work of building and developing Thanh Hoa culture and people. In particular, focusing on promoting cultural traditions, history, aspirations for prosperity and the strength of national solidarity; strongly developing culture and sports, creating a foundation for Thanh Hoa to become one of the major centers of culture and sports in the region and the whole country... Accordingly, Party committees and authorities at all levels have concretized programs, plans and projects suitable to reality to implement the set goals.

At the same time, Party committees, authorities at all levels and departments, branches and sectors have promoted the dissemination of the content and spirit of Resolution No. 33-NQ/TW in various forms suitable for each target audience. In particular, focusing on dissemination on mass media, the provincial press system, grassroots radio stations, electronic information pages, and social networks. In addition, the Provincial Party Committee's Propaganda Department posted the content of the resolution in the document "Internal Notice" used in Party cell activities; guided Party committees at all levels to disseminate and thoroughly grasp at reporters' conferences, and local and unit news to quickly put the resolution into practice.

During 10 years of implementation in Thanh Hoa province, Resolution No. 33-NQ/TW has been put into practice, contributing to raising awareness of Party committees, authorities and people about the role, position and importance of culture for the cause of socio-economic development and human development in the new situation. Thereby, contributing to preserving and building the good values ​​of people and culture of Thanh land.

The highlight in implementing Resolution No. 33-NQ/TW in Thanh Hoa province is to build Thanh Hoa people to develop comprehensively, focusing on building ideology, morality, lifestyle and personality. Many activities, political activities, dissemination and study of the Party's guidelines and policies, the State's policies and laws, especially studying and following Ho Chi Minh's ideology, morality and lifestyle have been deployed. Many movements to build people have been widely deployed, typically: "Building cultural families"; "Model citizens"; "Exemplary grandparents and parents, filial children and grandchildren"; "Building civilized urban areas, friendly citizens"... The standards of ideology, politics, morality and lifestyle of the new people have been included in a number of legal documents, village and commune conventions and regulations; in the regulations, rules, contents and rules of agencies, units and organizations. Mass physical education and sports activities have been deployed, expanded and strongly developed. Cultural and sports movements and activities have contributed to nurturing, educating and building Thanh Hoa people to increasingly perfect standards, always aiming for the values ​​of truth - goodness - beauty. The implementation of human rights in all areas of social life is focused on and guaranteed by laws, regulations and rules, including the cultural rights of citizens.

Along with focusing on human development, Thanh Hoa province has paid attention to building a healthy cultural environment, focusing on building a synchronous cultural environment in families, schools and communities through continuing to effectively implement the movement "All people unite to build a cultural life" associated with the campaign "All people unite to build new rural areas, civilized urban areas", the title "Model villages, hamlets, and residential groups". In the province, many typical cultural family models have been built and replicated, with exemplary grandparents and parents, harmonious couples, united siblings, and filial children and grandchildren. Many good values ​​of family and clan have been promoted, and domestic violence has been controlled. To date, the province has more than 11,620 family clubs. The rate of cultural families is 84.9%; the rate of villages, hamlets, and residential groups recognized as cultural residential areas is 85.4%.

Along with that, the improvement of the quality of the cultural and sports institutions from the province to the grassroots level has been synchronously implemented. Many cultural, artistic and sports activities at the grassroots level have been regularly and enthusiastically held, becoming a beauty in residential areas. New lifestyles and civilized behavior have been formed and maintained through the implementation of regulations on weddings, funerals, and festivals according to the new lifestyle along with regulations in village conventions and conventions. Up to now, the whole province has 7 provincial-level cultural and sports institutions: Cultural and Cinema Center, Provincial Library, Provincial Museum, Provincial Sports Training and Competition Center, Lam Son Theater, Traditional Arts Theater. 20/27 districts, towns and cities have cultural and sports centers; 532/558 communes have multi-purpose halls and commune-level cultural centers; 4,287/4,357 villages have cultural houses and sports areas. On average, each year the province organizes about 35 - 40 festivals, competitions, and performances at the provincial and district levels and hundreds of cultural and sports exchanges between districts, communes, and villages.

The work of preserving and promoting the cultural heritage values ​​of the Vietnamese people and the cultural nuances of Thanh land has been given attention and promoted, ensuring harmony and linking with economic development. Many tangible and intangible cultural heritages have been restored and preserved in association with tourism development. The work of restoring and embellishing relics has received increasing attention and achieved encouraging results. In the past 10 years, nearly 300 relics have been restored, embellished, and prevented from deterioration with a total cost of over 420 billion VND. At the same time, many festivals, traditional costumes, games, and folk performances have been restored; the team of folk artists has been interested in building and developing. Along with that, the cultural market has gradually been formed; international integration in culture, absorbing the quintessence of human culture has become more and more proactive...

The “sweet fruits” after 10 years of implementing Resolution No. 33-NQ/TW are specifically demonstrated through the daily changes in residential areas and the increasingly improved quality of material and spiritual life of the people. These results are becoming the driving force and solid foundation for building and comprehensively developing Thanh Hoa culture and people, aiming at the values ​​of truth - goodness - beauty, gradually turning Thanh Hoa into a rich, beautiful, civilized and modern province.
