Difficult power supply, what is the solution?
According to Mr. Tran Viet Hoa, Director of the Electricity Regulatory Authority (Ministry of Industry and Trade), the current situation of hydroelectric reservoirs is that the water level is decreasing, many reservoirs are below the dead water level, causing difficulties in electricity supply operations.
Mr. Tran Viet Hoa informed that the Ministry of Industry and Trade predicted the difficulties and issued many directives on the operation of fuel supply such as coal and gas for power generation. This May, the Ministry also met with corporations, gave directions and is resolutely implementing many solutions.
The leader of the Electricity Regulatory Authority emphasized the viewpoint of the Ministry of Industry and Trade to strive to ensure electricity supply and strictly carry out the task of supplying coal for electricity production. The Vietnam National Coal - Mineral Industries Group and Vietnam Electricity Group strive to serve the supply and urgently negotiate the supply of renewable energy electricity.
"Up to now, the Ministry of Industry and Trade has agreed on the temporary prices of 8 transitional wind and solar power plants. Accordingly, when fully meeting the regulations, these plants will be able to mobilize electricity to the national grid," said a representative of the Electricity Regulatory Authority, adding that the temporary price is just one factor to meet the criteria for mobilizing electricity to the grid.
Regarding the 3% increase in electricity prices from May 4, Mr. Tran Viet Hoa stated that the calculation to adjust retail electricity prices is based on Decision No. 24 of the Prime Minister regulating the mechanism for adjusting average retail electricity prices.
Mr. Tran Viet Hoa said that the 3% increase is the lowest increase; when adjusting, the authorities have calculated many factors, including limiting the lowest impact on the macro economy. "Whatever the next roadmap is, the Ministry of Industry and Trade will strictly comply with Decision No. 24 of the Prime Minister, which clearly states the conditions for considering adjusting the current retail price," Mr. Tran Viet Hoa emphasized.
Urgently implement Power Plan VIII
Regarding the specific solutions in the Power Plan VIII recently approved by the Prime Minister, Mr. Hoang Tien Dung, Director of the Department of Electricity and Renewable Energy (Ministry of Industry and Trade) emphasized that this plan clearly shows the viewpoints, development goals as well as the plan for developing power sources and the power grid that Vietnam will implement in the period of 2021-2030, with a vision to 2050.
This plan has identified a list of important priority projects for development and coal-fired thermal power projects to be developed in the coming time, domestic gas projects, imported natural gas, medium and large hydropower projects, and power grid projects from 200kV and above. This list is the legal basis for implementing the plan.
Director of the Electricity and Renewable Energy Department Hoang Tien Dung also said that the Ministry of Industry and Trade is assigned the task of perfecting policy mechanisms, such as perfecting the Electricity Law (amended), building a direct electricity trading mechanism... The Ministry of Industry and Trade will urgently carry out all tasks assigned by the Government to create a legal basis for implementing the VIII Electricity Plan.
