Today, I am very pleased to attend the 19th Provincial Fatherland Front Congress, term 2024 - 2029. This is an important political event for all classes of people in the province, marking a new step of development, affirming the position, role and noble mission of the Fatherland Front organization in the province. On behalf of the Provincial Party Executive Committee, I would like to warmly welcome comrade Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; leaders of the Central Committee of the Vietnam Fatherland Front; provincial leaders; all of you. I would like to send to the leaders of the Central Committee of the Vietnam Fatherland Front, distinguished guests, seniors, ladies and gentlemen, and comrades my best regards and best wishes.
Dear delegates, dear Congress!
In the last term, closely following the direction of the Central Committee of the Vietnam Fatherland Front, under the leadership of Party committees at all levels, the attention of authorities at all levels, the Fatherland Front at all levels in the province has inherited and promoted the tradition of great national unity, proactively and effectively implemented the Resolution of the 18th Provincial Fatherland Front Congress, achieving many important results. In particular, the Fatherland Front at all levels has actively mobilized and gathered people from all walks of life to participate in responding to and effectively implementing patriotic emulation movements and campaigns throughout the province. Notably, some major emulation movements and campaigns such as: "All people unite to build new rural areas and civilized urban areas", "Join hands for the poor - leaving no one behind"...; or the creative and unique emulation movements and campaigns of Thai Binh such as the emulation to build "4 model pagodas", "4 model parishes and parishes", the model of "Friendly government, serving the people", building a model of exemplary party cells and many other creative movements in localities, units and bases. Through these emulation movements and campaigns, they have made an important contribution to the implementation of the goals and tasks of the province and especially contributed significantly to the socio-economic development of the province, building the Party, and building the political system in the province.
In particular, in the face of the complicated developments of the Covid-19 pandemic, responding to the call of the Presidium of the Central Committee of the Vietnam Fatherland Front on "All people participate in supporting the prevention and control of the Covid-19 epidemic", the Fatherland Front Committees at all levels, member organizations and the entire political system of the province have actively mobilized people from all walks of life, mobilized and effectively used resources, contributing to effectively preventing and controlling the Covid-19 epidemic in the province.
Over the years, the Fatherland Front at all levels in the province has truly been a bridge between the Party, the government and the people, a place to express the will and aspirations of the people; has done a good job of propagating and mobilizing the people to implement the Party's guidelines and policies, the State's policies and laws; has effectively implemented coordination programs with the government at all levels and member organizations, thereby promptly grasping the thoughts and aspirations of the people, promptly reflecting them to the Party committees and government, making an important contribution to creating consensus among the people in carrying out local political tasks. The people's mastery has been strongly promoted through activities to participate in building and implementing grassroots democracy regulations; the role of religious dignitaries, officials, prestigious individuals, intellectuals has been promoted. The system of fronts at all levels has been regularly consolidated and improved; The content and methods of operation have been innovated, focusing on the grassroots, promoting the role of supervision and social criticism, participating in Party building, building a clean and strong government. In particular, in the last term, the front system coordinated with authorities at all levels to successfully organize the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.
The results and achievements of the Fatherland Front at all levels in the past term have significantly contributed to the successful completion of political tasks and the common achievements of the Party Committee, government and people of the province; thereby consolidating and enhancing people's trust in the leadership of the Party and the administration of the government, creating a unified will between the Party and the people.
It can be affirmed that the contributions of the Fatherland Front at all levels in the province in the past time are very important. At today's Congress, on behalf of the Provincial Party Executive Committee, I would like to acknowledge, highly appreciate and warmly commend and congratulate the achievements that the Fatherland Front at all levels in the province have achieved in the past term. I would like to sincerely thank all classes of people in the province for upholding the spirit of responsibility, solidarity, consensus, supporting the policies and guidelines of the Party, the State, the mechanisms and policies of the province and contributing to the important achievements of the province in recent years.
We would like to express our sincere thanks to Comrade Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; and to the Standing Committee of the Central Committee of the Vietnam Fatherland Front for their great attention, close direction, guidance and support so that the Thai Binh Provincial Fatherland Front Committee can always fulfill its tasks well. We hope to continue to receive more attention, guidance and support from the Chairman of the Central Committee of the Vietnam Fatherland Front, the Standing Committee of the Central Committee of the Vietnam Fatherland Front and the Central Committee of the Vietnam Fatherland Front in the coming time and to give Thai Binh many good feelings.

Dear Congress!
The results achieved in the past term are very important and encouraging, but compared to practical requirements, we need to frankly acknowledge that the work of the front in the province still has limitations as stated in the political report presented to the Congress. In particular, the quality of implementation of emulation movements and campaigns in some places and in some cases is not very effective; supervision and social criticism work has not been carried out regularly. I propose that the Congress continue to discuss, clearly identify the causes and propose solutions to promptly overcome them in order to build a truly strong front system at all levels in the province, better and better meeting the requirements and tasks in the new term.
Dear Congress!
After nearly 4 years of implementing the Resolution of the 20th Provincial Party Congress, we have achieved many important results, bringing Thai Binh into a new development phase with many new opportunities and fortunes. In the coming years, the world and regional situation will continue to develop very complicatedly and unpredictably. The military conflict between Russia and Ukraine has disrupted the global economy and politics. The "peaceful evolution" strategy of hostile forces to sabotage our Party, State and regime is increasingly dangerous. The socio-economic situation in the country and in the province still faces many difficulties. In addition to the opportunities and advantages, our province will still have to face many difficulties and challenges that require the efforts and joint efforts of the Party Committee, the government and the people in the province, including the very important role and responsibility of the Fatherland Front at all levels in mobilizing, gathering and promoting the strength of the great national unity bloc, contributing together with the Party Committee, the government and the people in the province to successfully implement the goals and tasks set out in the Resolution of the 20th Provincial Party Congress, in which we quickly move towards the General Goal of accelerating the process of "building Thai Binh province into a developed province in the Red River Delta region".
I basically agree with the direction, goals and action program reported at the Congress; I request the Congress to study and seriously and fully absorb the opinions and directions of Comrade Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front. On behalf of the Provincial Party Executive Committee, I would like to emphasize and suggest a number of additional issues for the Congress to discuss, consider and decide:
Firstly , experience over the years has shown that the strength of great solidarity is a great resource of the Party Committee and the people of the province, even in the most difficult period, during war or peace. The Front at all levels needs to continue to promote its core role in consolidating and strengthening the building of great national solidarity; diversifying forms of gathering, mobilizing, and widely uniting people of all walks of life, actively mobilizing and promoting the role of dignitaries, officials, and prestigious people in religions and in the community, ensuring high consensus and unity in ideology and action, all for the goal of building and developing the province.
First of all, it is necessary to play a good leading role, coordinate with member organizations to propagate and mobilize people of all walks of life to participate in implementing the Party's guidelines, policies and laws of the State, regulations of the province, and effectively participate in implementing local political tasks.
Second , emulation movements and campaigns aimed at the people and at the implementation of political tasks of localities and units always receive the response and active participation of the majority of the people. The Front at all levels needs to continue to promote its core role in mobilizing and organizing the extensive and effective implementation of emulation movements to carry out socio-economic development tasks and political tasks of the province, units, localities and bases. The Front at all levels and its member organizations need to be proactive and creative in proposing and launching practical emulation movements, aiming at implementing and effectively resolving difficulties, obstacles and urgent requirements of the people and of social life. Emulation movements must be based on promoting democracy at the grassroots level in a substantive manner, maximizing the people's mastery, creating consensus in society, contributing to building neighborly relationships, strengthening close relationships between cadres, party members and the people, raising legal awareness, upholding national discipline, maintaining political security, order and social safety in the locality.
Third , to perform well the role of representing and protecting the legitimate and legal rights and interests of the People, the Front at all levels must regularly listen to and grasp the thoughts and aspirations of the People, promptly reflect them to the Party Committees and authorities at all levels for immediate resolution at the grassroots level. Further improve the quality of social supervision and criticism, especially promptly detect inadequacies or newly arising issues to reflect them to the local Party Committees and authorities for resolution and remedy. Focus on monitoring the implementation of the Party and State's policies and guidelines, socio-economic development programs and projects in the locality; monitor the cultivation, training of ethics, lifestyle, and exemplary behavior of cadres and Party members, especially leaders and key cadres, contributing to building increasingly clean and strong Party organizations and authorities at all levels. Continue to focus on effectively organizing direct contact and dialogue activities between leaders of Party committees and authorities, National Assembly deputies, and People's Council deputies at all levels with local people.
Fourth , the Fatherland Front at all levels continues to innovate the content and methods of operation to ensure practicality and effectiveness, focusing on activities at the grassroots level and residential areas. Continue to consolidate and improve the organization and apparatus of the Fatherland Front at all levels and improve the efficiency of operations, thereby promoting the role of the People's Inspection Committee, the Community Investment Supervision Committee, and the role of organizations in implementing democracy at the grassroots level; well implement regulations and coordination programs with authorities at all levels and member organizations. Regularly pay attention to training and improving the quality of the Front's staff, first of all, key staff and specialized staff doing Front work at all levels to ensure that the staff meets the requirements of tasks in the new situation.
Fifth , in the coming time, the Fatherland Front in the province and its member organizations implementing the province's policies must actively participate in disseminating the Provincial Planning and the strategic development orientations and aspirations of the province so that all classes of people in the province understand and agree in organizing implementation. On the other hand, the Fatherland Front must also prepare to participate in giving opinions on the draft documents of the Party Congresses at all levels for the 2025-2030 term; participate in successfully organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Dear Congress! At this solemn Congress, I request that Party committees at all levels continue to strengthen their leadership and direction of the activities of the Front; Governments at all levels create the best conditions and focus on close coordination with the Fatherland Front at all levels, well implement the coordination regulations signed with the Front and together with the Front promptly grasp the opinions, thoughts and aspirations of the people to promptly resolve them, creating conditions for the Fatherland Front and political organizations to perform their duties well before the people.
Dear Congress!
At this Congress, we have the important task of consulting to elect the Committee, the Standing Committee, the Chairman, and the Vice Chairmen of the Provincial Fatherland Front Committee for the 19th term, 2024 - 2029. The preparation process for the Congress has been fully and strictly implemented in accordance with the procedures and regulations. We hope that you, the delegates, will promote democracy and consensus to consult and elect the most deserving people: capable, prestigious, dedicated, and highly responsible for the common work and the work of the Front; with a reasonable structure of components, especially those who are typical of workers, farmers, intellectuals, businessmen, religious people, etc., contributing to enhancing the image, position, and strength of the great solidarity bloc of the people in the province in the coming time.
With the glorious tradition and achievements in the past term, we firmly believe that the Fatherland Front at all levels in the province will continue to arouse the potential, creativity and intelligence of all classes of people, gather the great solidarity of the whole people, create great strength, and contribute to building Thai Binh homeland to be increasingly rich, beautiful and civilized.
Also at this Congress, on behalf of the Provincial Party Executive Committee, I call on all the people in the province, the children of Thai Binh living in all parts of the country to always promote the fine traditions of their homeland, strongly promote the strength of great national unity, unite, unanimously promote emulation, and strive to build Thai Binh homeland to be increasingly rich and beautiful.
