Over the past 5 years, key cultural, literary, artistic and military press activities have been implemented synchronously, in the right direction, with the right goals and requirements, and have achieved good results, spreading and creating an impression in the social life and cultural and spiritual life of the army. Literary and artistic activities have many innovations, richness and creativity; a large number of literary, artistic and press works with quality content, ideology and art have been created and promoted.

The highlight of performing arts during this period is the success of the 2023 Military Professional Arts Festival and the 10th Mass Arts Festival of the Armed Forces, Youth, Students and Pupils in 2024 in 3 regions across the country.

The Ministry of National Defense's award-giving activities for the creation and promotion of literary, artistic and journalistic works are maintained regularly every year and have many good quality works, encouraging the movement and having a wide influence among cadres, soldiers and people...

Cultural institutions at all levels have been exploited to their full potential and promoted effectively. Thereby, many valuable lessons have been learned about the orientation of activities, movement organization, and promotion of social effectiveness, contributing significantly to the completion of Party work and political work tasks of agencies, units, and the entire army, which are the goals and motivations for building military culture and building a politically strong army.

To continue to maintain and develop the Army's literature, arts and press in the 2026-2030 period, the General Department of Politics requires the entire army to continue implementing the resolutions of the Central Committee and the Central Military Commission Standing Committee to build a Vietnamese culture that meets the requirements of the country's sustainable development.

The entire army strengthens leadership and direction of cultural, literary and artistic work in the army; develops content and implements a plan of activities on culture, literature, art and military journalism for the period 2026-2030, in which, it determines the focus, key points, and effective investment in mobilizing creation and promotion on the topics of the armed forces, revolutionary war, the image of Uncle Ho's soldiers and the army's tasks in the new situation; focuses on training, using and arranging high-quality human resources; improves the capacity and qualifications of cadres and employees in the culture, literature, art and journalism sectors...
