The Ministry of Transport reported to the Government on integrating gender equality issues in the development of specific mechanisms and policies, especially for the development of urban railways (UR) in Hanoi and Ho Chi Minh City by 2035.
According to the Ministry of Transport, major cities around the world prioritize the development of urban railways (UR), considering this a fundamental solution to solve the problems of traffic congestion, air pollution and urban traffic accidents.

In Vietnam, the two major cities of Hanoi and Ho Chi Minh City have adjusted their master plans and urban plans and submitted them to competent authorities for approval. By 2035, they aim to put into operation 17 urban railway routes and sections with a total length of about 752km, accounting for 35-50% of the public passenger transport market share; by 2045, they will put into operation 7 more routes and 4 sections with a total length of about 355km, accounting for 50-60% of the public passenger transport market share.
According to the Ministry of Transport, in Document No. 12766-CV/VPTW dated December 27, 2024 of the Central Party Office, the Politburo concluded that in order to develop the urban railway network system in Hanoi and Ho Chi Minh City by 2035, it is necessary to study and develop specific and special mechanisms and policies to submit to competent authorities for consideration and decision.
In particular, implementing the Law on Gender Equality and legal documents and regulations related to gender equality integration, it is necessary to integrate gender equality issues in the Resolution of the National Assembly on a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City by 2035 (Resolution).
The Ministry of Transport stated that, right from the stage of proposing the Resolution until collecting opinions on the Resolution, the drafting agency had assessed the gender impact of the policies stated in the proposal and in the draft Resolution. The results of the review and assessment showed that the provisions in the draft did not affect the opportunities, conditions, and capacity to implement and enjoy the rights and benefits of each gender because the provisions are general for organizations and individuals participating in railway activities, applied generally, and do not discriminate against a single entity.
In the process of developing the Resolution, the drafting agency has properly implemented the process and procedures for integrating gender equality issues and the provisions of the Law on Gender Equality. The draft Resolution is built on the basis of implementing the principles of equality between men and women and non-discrimination based on gender; research has been done to integrate a number of policies to promote gender equality, concretize and ensure human rights in the spirit of the 2013 Constitution. Creating conditions for everyone and every community in society to have equal opportunities to develop and participate in railway activities.

According to the Ministry of Transport, after being issued, the provisions in the Resolution are guaranteed to have no discrimination between men and women, and vulnerable groups in society; create conditions and opportunities to promote the capacity of each individual for the development of the family, community and equally benefit from the impact of the Resolution when it is issued.
The Resolution creates conditions for individuals (regardless of gender, age, religion, ethnicity...) to have access to information on railway activities such as: urban railway business, investment in urban railway development..., resources and administrative procedures on railways, contributing to creating a civilized and modern development environment for each gender when participating in urban railway activities.
"The analysis and evaluation process shows that the provisions in the Draft Resolution have no gender impact and ensure the basic principles and objectives of the Law on Gender Equality. The Resolution is being implemented in the spirit of not distinguishing between the positions, roles and responsibilities of different genders in urban railway activities," the Ministry of Transport assessed.
