With the motto of "going ahead - paving the way", "going together - developing" in the continuous flow of the glorious revolutionary cause of the Party and the nation, ideological work really plays a crucial role in building solidarity, unity of thought, will and action in the entire Party, the entire people and the entire army. In that glorious cause, the press in general and the foreign press force play an important role, being a sharp weapon in the work of protecting the Party's ideological foundation, fighting against hostile forces, helping international friends have a correct and profound view of Vietnam.
Pioneer on the ideological front
The regular and important task of the Vietnamese revolutionary press is to propagate and encourage the implementation of the Party's guidelines and resolutions, the State's policies and laws, and to be an effective information channel in the Government's management work; to promptly provide information, to act as a bridge between the Party and the people, between Vietnam and the world; to make an important contribution to creating social consensus, uniting the people to join hands and hearts to solve difficulties, and to enthusiastically contribute to the goal of building a civilized and prosperous country.
In recent times, with a strong force of journalists and a diversity of forms, our country's revolutionary press has clearly demonstrated its pioneering role in the ideological and cultural front, and has been making worthy contributions to the revolutionary cause of the Party and the nation; clearly demonstrating its vanguard role in the fight against erroneous and hostile viewpoints, and protecting the Party's ideological foundation.
At the same time, propagate and disseminate the moral, cultural and good lifestyle values of the Vietnamese people, good examples of good people, good deeds, and advanced models in all areas of social life. Press agencies have thoroughly grasped and strictly implemented the leadership, direction and information orientation of the Party and State, closely following the goal of maintaining political stability, creating social consensus, strengthening people's trust in the Party, State and regime; timely, honest and comprehensive information on domestic and international political, economic and social life; in which, information and propaganda on protecting the Party's ideological foundation, fighting and refuting wrong and hostile views have received attention and methodical investment with specialized pages, columns, programs and in-depth and quality articles.

Our country's revolutionary press has played a very important role in carrying out the task of fighting to protect the Party's ideological foundation. It is truly a sharp weapon in this field, a trusted forum for the people, contributing to raising vigilance and love for the homeland and country, consolidating people's trust in the leadership of the Party and the regime, firmly protecting the Party's ideological foundation, creating a strong driving force for the cause of building and defending the Fatherland.
The press has proactively criticized and refuted false and distorted arguments about the country's situation as well as strategies, plans and policies for national development; pointed out and exposed the plots of hostile forces to attract and incite people to gather and file mass complaints. A number of key political press agencies and some newspapers of ministries, branches and social organizations have focused on explaining and clarifying many theoretical and practical issues on the issues of ethnicity, religion, democracy and human rights, affirming the humane, reasonable and emotional policies, respecting freedom of belief and religion, and ensuring human rights of the Communist Party of Vietnam and our State; clearly exposing the plots, tricks and tricks of hostile forces taking advantage of social networks and foreign press to disrupt information, negatively affecting the reputation of the Communist Party of Vietnam and the State of Vietnam; Analyze, demonstrate and affirm the correct legal basis of Vietnam in prosecuting, temporarily detaining and trying a number of individuals who have violated Vietnamese law.
New context, new approach
In recent years, the world and regional situation has continued to evolve in a complex and unpredictable manner. Competition between major powers has become increasingly fierce, eroding the principles and standards of international law, increasing suspicion, hindering international cooperation and increasing pressure on small and medium-sized countries. The struggle for influence and the attraction of different types of force gatherings pose many challenges in foreign relations with small and medium-sized countries. The Russia-Ukraine conflict under the influence of competition between major powers has contributed to increasing nationalism and ideological competition. In the world, there are still prejudices and biases against socialism and the path to socialism of countries. In addition, the situation in the East Sea has many new developments, becoming increasingly complex, requiring extremely skillful and flexible handling.
Vietnam's international integration is undergoing strong changes but also faces many difficulties and challenges in creating a peaceful and stable environment, an attractive space and destination for investors; at the same time, it must quickly catch up with world trends to avoid the risk of falling behind.

The above context and situation pose urgent requirements for foreign press work, requiring this work to demonstrate its role and mission. Specifically:
Firstly , the deeper the integration, the more urgent the core political tasks of the foreign press are to propagate human rights issues, protect sovereignty and territorial integrity, protect the Party's ideological foundation, and fight against erroneous and hostile views. Currently, these topics are often exploited by the press in the form of commentary, analysis, expert opinions... which are dry and only focus on a relatively narrow group of subjects, with limited effectiveness. The foreign press needs to develop a new approach, a multi-dimensional perspective, aimed at a wide audience, with a more convincing way of expression.
Second , in the current era of social networks, electronic newspapers and digital forums, foreign press should not be limited to existing communication tools and methods. Foreign press agencies need to have a strategy to go beyond the framework of the newspaper domain name, proactively participate in overseas Vietnamese digital communities, participate in international forums online, promote writing for foreign press, expand the "coverage" area, directly propagate the Party and State's policies, guidelines and innovation, and fight against erroneous and hostile viewpoints through contributing news and articles to guide public opinion.
Third , the state's policy of promoting multilateral foreign affairs, participating deeply in international organizations, and contributing a more weighty voice in economic and political forums has made the fields, topics, and subjects for foreign journalists to exploit increasingly broader and more difficult. International political and economic issues are complex and intertwined; competition for interests and geopolitical competition among major countries is very unpredictable, even leading to local conflicts in many countries and territories.
In this context, many news, articles and comments with international elements can directly or indirectly affect diplomatic activities and national and ethnic interests. Therefore, the requirements for expertise, analytical capacity and political courage of journalists writing about international politics and economics are very high. Press agencies need to pay attention, train and regularly update in-depth knowledge for journalists writing about this topic, to minimize unfortunate occupational accidents.
Fourth , the digital transformation trend is taking place very quickly. In particular, the press and media is a typical field of movement, change and development according to the latest information and communication technology trends, and is also typical of the need to produce and process diverse and modern information. Foreign press needs to pay special attention to researching and implementing digital transformation. Starting from the transformation of thinking, seeing the practical benefits of applying digital models and modern digital technology in production and operations, foreign press in particular and press agencies in general will have the right directions for development in the era of the 4.0 industrial revolution today.
Improve the efficiency and quality of foreign press
Currently, our country is facing many opportunities and advantages; but also many difficulties and challenges. Hostile, reactionary and political opportunistic forces continue to step up sabotage. They take advantage of the development of the Internet and social networks to carry out sabotage activities that are more sophisticated, cunning and vicious than before. That poses new requirements for the work of protecting the Party's ideological foundation, fighting and refuting erroneous and hostile viewpoints, including tasks and solutions for foreign information and foreign propaganda.

To further promote the role of press agencies, improve the effectiveness of information and propaganda, our country's press system as well as the team of journalists need to continue to make efforts, be highly determined, promote the role as a sharp weapon in the cause of building and defending the socialist Vietnamese Fatherland, fight to protect the Party's ideological foundation, fight and refute erroneous and hostile viewpoints, and need to well implement a number of policies:
Raise awareness of the position, role and importance of protecting the Party's ideological foundation, fighting and refuting wrong and hostile views in the new situation for leaders, cadres, reporters and editors of press agencies, especially foreign press and media. Strengthen the leadership of the Party and the management of the State. Strengthen direction and thoroughly disseminate to press agencies from central to local levels to actively participate in protecting the Party's ideological foundation, fighting and refuting wrong and hostile views according to Resolution No. 35 of the 12th Politburo and in accordance with the orientation of the Resolution of the 13th National Party Congress. At the same time, improve the quality of information and propaganda on Marxism-Leninism, Ho Chi Minh Thought; the Party's guidelines and policies, and the State's policies and laws.
Along with the good implementation of the above policies are a number of solutions to improve the efficiency and quality of foreign press:
Continue to be active, proactive, closely follow reality, promptly disseminate information and propaganda about the achievements of the renovation process, the Party's guidelines, policies and the State's laws, Vietnam's development and cooperation potential, the country, people, history, culture and the nation's material and spiritual values. Increase persuasive articles and columns on issues of borders, territories, seas and islands, democracy, human rights, ethnicity, religion, environmental issues, sustainable development, etc.
In addition, press agencies should invest funds and resources to improve the working skills of foreign information journalists; organize writing contests, launch initiatives and foreign communication projects to improve the effectiveness of information and propaganda.
Foreign press needs to diversify its forms and means of information, make the most of media forces, and apply new media on the Internet, including social networks, to expand its reach and attract public interaction, especially foreign audiences. For example, it is possible to take advantage of social networks such as Podcast, YouTube, Facebook, Tiktok, etc. to spread foreign information.
Currently, the force for foreign press is still modest, because foreign reporters, in addition to professional requirements, must also have foreign languages and other integration skills. Training a foreign reporter always requires investment. Therefore, press agencies need to focus on training and fostering the force of foreign reporters and staff.
In addition, press agencies and the State need to have specific and practical incentive and support mechanisms in terms of facilities and appropriate means of operation. The work of adding permanent reporters and editors in countries and regions around the world is also an issue that needs to be noted and implemented, because the force of permanent Vietnamese reporters abroad is still considered quite thin.
Press agencies need to strengthen cooperation with foreign partners to carry out foreign press activities such as: inviting foreign press reporters to Vietnam to report and write articles; cooperating with foreign press agencies to develop news, articles, and reports to promote the image of Vietnam. In addition, proactively seek conditions to increase international contacts, exchanges, and cooperation, and promote the strengths of the overseas Vietnamese community in foreign press activities.
The competent authorities and the State need to pay attention to investing in innovation and modernization of facilities and techniques for foreign press agencies. Foreign press agencies can propose tax exemptions and tax reductions for non-budgetary revenues to reinvest in human resources and facilities serving foreign information activities. In a volatile world with intertwined advantages, opportunities, difficulties and challenges, with many potential uncertainties for the development process, Vietnam is making positive changes in all economic, political and social aspects. Vietnam's national image, position and prestige are increasingly affirmed and enhanced in the international arena.
Along with the leadership and management of the State, the close coordination and consensus of the entire political system and the entire people, foreign information work in general and foreign press in particular need to firmly grasp and closely follow the Party's policies and guidelines, in which, continue to thoroughly grasp and implement the Resolution of the Documents of the 13th National Congress of the Party, make more efforts in performing foreign information tasks, building and enhancing the image and position of Vietnam in the world, contributing to the successful implementation of the country's development goals.
With a glorious 98-year history, we are deeply aware that the regular and important task of the Vietnamese revolutionary press is to propagate and encourage the implementation of the Party's policies and resolutions, the State's policies and laws, and the implementation of the Party's leadership. At the same time, the press in general and the foreign press force play an important role, being a sharp weapon in the work of protecting the Party's ideological foundation, fighting against hostile forces, helping international friends have a correct and profound view of Vietnam.
In recent years, the world and the region have undergone many complex and unpredictable changes that have had a strong impact on the work of protecting the ideological foundation. In this context, the foreign press has had positive and appropriate solutions to make practical contributions to enhancing the image and position of Vietnam in the international arena, playing an important role in protecting the Party's ideological foundation, contributing to the cause of building and protecting the socialist Vietnamese Fatherland.
