On February 19th, immediately after the closing of the 9th extraordinary session, the Secretary General of the National Assembly chaired a press conference on the results of the 9th extraordinary session of the 15th National Assembly.
At the press conference, responding to questions about the policies and regulations for full-time National Assembly deputies after the restructuring, Ms. Ta Thi Yen, Deputy Chair of the National Assembly's Committee on Delegate Affairs, stated that under the old Law on the Organization of the National Assembly, the Standing Committee of the National Assembly had four positions: Chairman, Vice Chairman, Standing Committee Member, and Full-time Member. The revised Law on the Organization of the National Assembly, passed by the National Assembly on February 17th, now has only three positions: Chairman, Vice Chairman, and Members who are full-time and part-time National Assembly deputies.
According to Ms. Yen, on February 18th, the Standing Committee of the National Assembly met and approved these positions, changing the name of the specialized positions from "Committee Member" to "Full-time National Assembly Deputies working in the Committees." Therefore, the number of full-time National Assembly Deputies working in the Committees remains the same, and this does not affect the activities of the Committees or the Deputies.
Regarding policies and regulations, Ms. Yen stated that, according to Government Decree 178, from now until the end of the term, members of the National Assembly who are full-time representatives will retain their current benefits and allowance coefficients until the end of the National Assembly term. The 16th term will implement these uniformly throughout the political system as stipulated by the Party and the State.

Responding to questions about personnel changes from the head to the deputy head of the National Assembly Standing Committee, Ms. Yen stated that the recent streamlining and reorganization of the organizational structure is a task identified by the Party and State as a revolution, therefore, the process requires sacrifice. For some positions from head to deputy, the officials and Party members have acknowledged their commitment as Party members and accepted the sacrifice for the common good of society. Therefore, this is a voluntary decision and a matter of mindset, so the National Assembly Standing Committee did not need to "persuade" them.
Regarding further clarification on the arrangement of civil servants after the merger, Ms. Yen stated that the Government has issued Decree 178 providing general guidance. This decree outlines the placement of civil servants after the streamlining of the organizational structure, suggesting that they continue working in the new agency if their position is still needed. Alternatively, they may be transferred to other positions suitable to their abilities and job requirements, transferred to other agencies within the same system or agencies with work needs, or subjected to downsizing or termination if suitable positions cannot be found.
