The National Assembly's Judiciary Committee surveys the implementation of the law on juvenile justice.

On March 20, the working delegation of the National Assembly's Judicial Committee led by Vice Chairwoman of the Judicial Committee Nguyen Thi Thuy had a working session with the Provincial People's Court and relevant agencies (Provincial Police; Provincial People's Procuracy; Department of Labor, War Invalids and Social Affairs) on "Compliance with the law on juvenile justice".

According to the report, from October 1, 2020 to September 30, 2023, the People's Court at two levels of Ninh Binh province accepted 93 cases/124 defendants under first instance procedures. The number of cases/defendants resolved and tried under first instance procedures was 93/124 defendants. Of which, there were 3 defendants from 14 to under 16 years old, 121 defendants from 16 to under 18 years old. The number of people under 18 years old who committed crimes were punished: fines for 2 defendants; non-custodial reform for 34/124 defendants; fixed-term imprisonment for 54/124 defendants; suspended prison sentences for 34/124 defendants; There were 6 cases with 8 defendants that were accepted under the appeal procedure, 1 case with 1 defendant was accepted under the appeal procedure of the High People's Court in Hanoi for the first instance criminal judgment of the People's Court of Ninh Binh province with appeal. No case was tried under the supervisory or retrial procedure.

For cases in which the defendant, the victim, the person with rights and obligations related to the case was a minor at the time of data collection, the People's Court at two levels of Ninh Binh province ensured the principles of conducting proceedings according to regulations. Criminal cases involving minors that were tried all complied with the principles under Article 414 of the Penal Code correctly, fully and seriously. The participation of representatives, the appointment of defense counsel, the conduct of the trial, the conduct of confrontation, the protection of minors who were victims during the trial phase... were all strictly complied with by the People's Court at two levels of Ninh Binh province.

The People's Courts at two levels of Ninh Binh province also pay great attention to training and fostering knowledge and skills for judges in adjudicating and resolving cases involving minors who commit crimes, minors who are victims, witnesses, etc.

Through the report at the working session, members of the Working Group and delegates focused on evaluating, discussing and clarifying a number of outstanding issues.

Concluding the working session, the Head of the survey delegation highly appreciated the full and serious preparation work of the Provincial People's Court . Regarding the difficulties, obstacles, suggestions and recommendations at the survey session in the implementation of the law on juvenile justice raised by the People's Courts at two levels and the units. The working delegation of the National Assembly's Judicial Committee noted, summarized and served the examination of the draft Law on Juvenile Justice.

The draft Law on Juvenile Justice is expected to be submitted to the National Assembly Standing Committee for comments at the April 2024 session; submitted to the National Assembly for comments at the 7th Session (May 2024) and approved at the 8th Session (October 2024).

Previously, the survey team also worked at Reformatory School No. 02 - Ministry of Public Security located in the province.
