Speaking at the opening of the question-and-answer session, National Assembly Chairman Vuong Dinh Hue emphasized: This is the fourth question-and-answer session held at the meeting of the 15th National Assembly Standing Committee. Based on the synthesis of proposals from National Assembly delegations, considering the areas that have been and are being supervised by the National Assembly and the National Assembly Standing Committee in the past time, and the response to questions during the 15th National Assembly term as well as practical requirements, the National Assembly Standing Committee has decided to choose to question the group of issues under the responsibility of the Ministry of Justice and the Ministry of Agriculture and Rural Development at this meeting.
Reviewing the groups of questions, the National Assembly Chairman said that with the questioning time of only one day, the groups of questions have a wide scope, many issues are causing public concern, and requested that National Assembly deputies ask short, clear questions, go straight to the point, debate frankly, responsibly, and constructively; each question should not exceed 1 minute; debate time should not exceed 2 minutes.
The National Assembly Chairman requested that the Ministers uphold their sense of responsibility, answer briefly and to the point, clarify the questions raised by the National Assembly deputies, and at the same time propose practical, effective and feasible solutions, ensuring timely and effective overcoming of immediate weaknesses and limitations, while creating substantial, fundamental and long-term changes for each question, contributing to improving the effectiveness and efficiency of the management field, meeting the requirements and expectations of voters and people nationwide.
Immediately after the opening session, in the morning, Vice Chairman of the National Assembly Nguyen Khac Dinh chaired the question and answer session on a group of issues under the responsibility of the Ministry of Justice, focusing on the following contents: Implementation of the law and ordinance development program; solutions to ensure progress, quality and procedural records of projects and drafts submitted by the Government to the National Assembly; solutions to improve the quality of the legal system, solutions to control power, prevent corruption and negativity in the law-making work under the responsibility of the Government.
Current situation and solutions to improve the capacity, effectiveness and efficiency of the work of inspecting legal documents; solutions to overcome the situation of slow promulgation, overlapping and contradictory content and limitations and violations in the promulgation of documents detailing laws, resolutions of the National Assembly, ordinances and resolutions of the National Assembly Standing Committee. Current situation and solutions to overcome limitations and inadequacies, improve the effectiveness of asset auction and judicial appraisal.
The main responsibility for answering lies with Minister of Justice Le Thanh Long. Deputy Prime Minister Tran Luu Quang; Ministers of Finance, Natural Resources and Environment, Health, Public Security; Government Inspector General; Minister, Head of the Government Office; Chief Justice of the Supreme People's Court; Chief Prosecutor of the Supreme People's Procuracy also participated in answering questions and explaining related issues.
Questioning at the meeting, National Assembly delegate Tran Thi Hong Thanh, Deputy Head of the National Assembly Delegation of Ninh Binh province, said that currently, the control of power in the process of making regulations still has many limitations. To resolve this situation, the Minister should be asked to indicate what tasks and solutions should be focused on in the coming time to effectively control power in the process of making regulations, thereby contributing significantly to preventing and combating corruption and negativity in the process of making regulations? In addition, the current mechanism to ensure people's participation and supervision in the process of making and organizing the implementation of laws also has many limitations. Therefore, the delegate asked the Minister to propose solutions to help ensure people's participation and supervision in the process of making and organizing the implementation of laws in the coming time?

Regarding comments from the people and agencies, there is currently a relatively stable mechanism in the law on promulgating legal documents. However, in reality, in the past, when announcing projects and draft legal documents on information portals, they have not received the attention of the people. Some agencies, businesses, and other entities are often only interested in their own fields, when giving opinions, in many cases they also need to consider, and cannot absorb all opinions.
In the near future, the authorities will study the amendment of the Law on Promulgation of Legal Documents, specifying more specifically the content that drafting agencies must publish for comments, and at the same time provide conditions for organizing conferences and seminars, attracting more public opinions, and enhancing the role of policy communication.
Speaking at the end of the Question and Answer Session on the Judiciary, Vice Chairman of the National Assembly Nguyen Khac Dinh said: During the Question and Answer Session on the morning of August 15, 28 National Assembly deputies raised questions on 43 issues, the questions related to 3 groups of issues under the responsibility of the Ministry of Justice.
The question and answer session took place in a lively atmosphere, with a constructive and highly responsible spirit. The National Assembly deputies asked short questions, went straight to the point, and focused on the issues being questioned; the Minister of Justice basically and fully answered the questions and debates of the National Assembly deputies. The Minister of Home Affairs, the Minister of Natural Resources and Environment, and the Chief Justice of the Supreme People's Procuracy participated in answering questions, clarifying some related opinions that the National Assembly deputies were interested in.
