The Government representatives attending the meeting included comrade Nguyen Chi Dung - Member of the Central Executive Committee, Minister of Planning and Investment ; representatives of the leaders of the Ministries of Justice, Finance, Natural Resources and Environment.

Leaders of Nghe An province attending the meeting included comrades: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Pham Hong Quang - Member of the Provincial Party Executive Committee, Director of the Department of Planning and Investment.

At the meeting, the leader of the National Assembly's Finance and Budget Committee presented a report examining the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province.

PROPOSAL TO THE NATIONAL ASSEMBLY 4 GROUPS OF FIELDS WITH 16 POLICIES

Accordingly, Resolution No. 39-NQ/TW of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045, assigned the Government Party Committee to direct the development of a number of specific mechanisms and policies for the development of Nghe An province to submit to the National Assembly for promulgation and assigned: "The National Assembly Party Delegation shall lead the review and promulgation of a number of additional specific mechanisms and policies to continue implementing Resolution No. 36/2021/QH15 of the National Assembly and the goals, tasks and solutions in the Resolution of the Politburo".

Resolution No. 45/2024/UBTVQH15 of the National Assembly Standing Committee decided to add it to the 2024 Law and Ordinance Development Program, submit it to the National Assembly for comments and approval at the 7th Session (May 2024) according to the process at one session and according to the simplified order and procedures for the above draft Resolution.

In addition, through the summary of Resolution No. 26-NQ/TW of the Politburo on the construction and development of Nghe An province and the assessment of the implementation results of Resolution No. 36/2021/QH15 of the National Assembly, according to the Government's report, it shows that current regulations are not yet dynamic enough to create a breakthrough in development, and do not cover all arising issues that require specific mechanisms. To create a premise for the development of Nghe An province in the following years, it is necessary to study, amend and gradually perfect specific mechanisms and policies.

Therefore, on behalf of the Standing Committee of the National Assembly's Finance and Budget Committee, Comrade Le Quang Manh - Member of the Party Central Committee, Chairman of the National Assembly's Finance and Budget Committee, said that the Government's submission to the Standing Committee of the National Assembly for consideration and comments for the National Assembly to consider and decide on the draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province has a political basis. legal basis and authority

The National Assembly's draft resolution stipulates 4 groups of fields with a total of 16 policies, including: State financial and budget management (5 policies); investment management (7 policies); urban and forest resource management (2 policies); organizational structure and staffing (2 policies).

At the meeting, leaders of the National Assembly's Finance and Budget Committee gave their opinions on a number of related contents regarding the dossier, viewpoints, principles of issuing the Resolution, scope of policies and a number of specific issues to continue perfecting policies and pilot mechanisms to create development momentum for Nghe An province.

Speaking at the 33rd Session of the National Assembly Standing Committee, on behalf of the leaders of Nghe An province, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee respectfully thanked the Government, the National Assembly, and the National Assembly Standing Committee for supporting Nghe An to have an additional Resolution to supplement specific mechanisms and policies to realize the province's development goals.

In 2021, the National Assembly issued Resolution No. 36/2021/QH15 on piloting a number of specific mechanisms and policies for the development of Nghe An province with 3 groups and 6 policies, effective from 2022 and initially creating favorable conditions for more resources and motivation to implement development goals.

Chairman of the Provincial People's Committee Nguyen Duc Trung said: Nghe An province has closely coordinated with the host agency, the Ministry of Planning and Investment, and other ministries and branches to propose policy groups and specific policies in the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province.

The head of Nghe An Provincial People's Committee believes that with the 4 groups of policies and 16 policies proposed this time, along with the policies being implemented in Resolution No. 36/2021/QH15, Nghe An will have more motivation and resources to achieve development goals, especially the goals set out in Resolution No. 39-NQ/TW of the Politburo.

Comrade Nguyen Duc Trung said: Nghe An agrees with the acceptance and explanation of the Ministry of Planning and Investment. The province will coordinate with the Ministry to complete the draft Resolution to be submitted to the 7th Session of the 15th National Assembly.

“Nghe An commits to effectively implementing specific mechanisms and policies if approved by the National Assembly,” affirmed Chairman of Nghe An Provincial People’s Committee Nguyen Duc Trung. “We will continue to work with relevant agencies to further improve procedures and processes to implement these mechanisms and policies to ensure consistency and effectiveness.”

Thereby, the Chairman of Nghe An Provincial People's Committee expressed his hope that the National Assembly Standing Committee would unanimously approve the draft Resolution to submit to the National Assembly.

REVIEW OVERALL AND EACH POLICY, ENSURE THERE IS FOCUS, KEY POINTS, BREAKTHROUGH, AND EXCELLENT

In his concluding remarks, Vice Chairman of the National Assembly Nguyen Duc Hai said: Based on the Government's report, the verification report and the opinions of the meeting participants, the National Assembly Standing Committee agreed on the necessity and basically agreed to submit to the National Assembly the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province.

The Vice Chairman of the National Assembly requested the Government to study and absorb the opinions of the National Assembly Standing Committee and the reviewing agencies to complete the draft Resolution dossier to ensure quality for submission to the National Assembly.

In particular, comrade Nguyen Duc Hai noted a number of issues such as: continuing to review and fully institutionalize the Party's policies, especially Resolution No. 39-NQ/TW of the Politburo to complete the draft Resolution on comprehensive development of Nghe An, with focus, key points, rapid and sustainable economic development, imbued with the cultural identity of Vietnam and Nghe An; promoting the development of marine economy, digital economy, border gate economy, having special relations with the Lao PDR; making Nghe An one of the driving forces for development of the North Central region; having outstanding mechanisms and policies to develop Vinh city into the economic and cultural center of the entire North Central region.

The Vice Chairman of the National Assembly also proposed to review the whole policy and each policy to ensure that they are focused, key, breakthrough, outstanding, truly necessary, feasible, and maximize the potential and strengths of the province, and unlock current resources for development; each policy must have conditions for implementation, attaching responsibilities to relevant agencies, units, organizations, and individuals; ensure efficiency, thrift, and combat waste and negativity; prevent loss and waste; ensure the legitimate interests of the people, and harmonize the interests of the State and investors.

Along with that, review to ensure that policies are not contrary to the Constitution, consistent with international commitments, ensuring security, national defense, foreign affairs, social order and people's lives; each policy and especially new policies need to carefully assess the impact, ensure strictness, rationality, feasibility, effectiveness when applied, balance the benefits not only for Nghe An province but also in the region, area and placed in the overall national interests.
