The National Assembly Standing Committee opens the 41st Session, preparing for the Extraordinary Session

Kinhtedothi - On the morning of January 6, the National Assembly Standing Committee opened the 41st Session, reviewing preparations for the Extraordinary Session at the end of February 2025 for the National Assembly to consider amending and promulgating laws and resolutions to implement the policy of streamlining the organizational apparatus.


Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man emphasized that this is the first session of 2025, taking place in an atmosphere of celebrating the Party, celebrating Spring, organizing activities to celebrate the 95th anniversary of the founding of the Communist Party of Vietnam . At the same time, the National Assembly and People's Councils at all levels organized activities to celebrate the 79th anniversary of the first National Assembly General Election; in an atmosphere where the whole country rejoiced at the socio-economic results achieved in 2024, entering 2025 with a new spirit.

Regarding the agenda of the 41st session, the National Assembly Chairman said that the session will take place over 2 days with many important contents, in which the National Assembly Standing Committee will give opinions on explaining, accepting and revising 4 draft laws: Law on Digital Technology Industry; Law on Employment (amended); Law on amending and supplementing a number of articles of the Law on Advertising; Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations. This is the first group of laws (out of a total of 10 draft laws that the National Assembly gave opinions on at the 8th Session) that has been researched, accepted and revised very urgently by the agencies in order to submit them to the National Assembly Standing Committee for comments right at this session, to serve as a basis for the agencies to continue to complete them with the highest quality, and submit them to the National Assembly at the 9th Session.

At the meeting, the National Assembly Standing Committee considered and approved two resolutions of the National Assembly Standing Committee: a joint resolution detailing the organization of meetings between National Assembly deputies and People's Council deputies; a resolution of the National Assembly Standing Committee regulating the implementation of democracy within the agencies of the National Assembly, agencies under the National Assembly Standing Committee, and agencies of People's Councils at all levels.

The National Assembly Standing Committee will also review the National Assembly's Report on People's Aspirations in December 2024; give opinions on the National Assembly's thematic supervision outline on "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect"; and give opinions on preparations for the 9th Extraordinary Session of the 15th National Assembly.

National Assembly Chairman Tran Thanh Man continued to note that the National Assembly Standing Committee should promote the spirit of the recent 8th Session; closely follow the spirit of innovation in legislative thinking, only regulate contents under the authority of the National Assembly, not legalize practical issues that are changing but assign the Government, ministries, branches, and localities to regulate to ensure the stability of the law and flexibly and promptly adjust and supplement when necessary; promote decentralization and delegation of power according to the motto "locality decides, locality does, locality takes responsibility"; strictly implement Regulation No. 178-QD/TW dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work.

Emphasizing that the workload in 2025 is very large; in the immediate future, in the first quarter of 2025, focus on organizing an extraordinary session at the end of February 2025 for the National Assembly to consider amending and promulgating laws and resolutions to implement the policy of arranging and streamlining the apparatus and deciding on a number of other important and urgent contents within its authority, National Assembly Chairman Tran Thanh Man said that these contents are related to amending the Law on Promulgation of Legal Documents, the Law on Organization of the National Assembly (amended), the Law on Organization of the Government (amended), the Law on Organization of Local Government (amended) and nearly 300 laws related to specialized fields and organizations. The Ministry of Justice has also summarized that there are about 4,922 decrees and circulars related to adjusting and arranging the administrative apparatus.

“This is a huge amount of work. The National Assembly Standing Committee will not only meet in this 41st session, but we may have many more sessions to prepare for the extraordinary session,” the National Assembly Chairman noted.

The National Assembly Chairman said that according to the Working Program, the National Assembly Standing Committee will carry out new activities, organized for the first time in the spirit of "playing the right role, knowing the lesson" such as the National Assembly Forum on supreme supervision activities, the Law Forum; at the same time, it is possible to organize more conferences of full-time National Assembly deputies to continue improving the quality and effectiveness of the National Assembly's supreme supervision and law-making activities.

From the experience of the 8th Session, the 15th National Assembly worked very actively and urgently to pass 18 laws in one session. The National Assembly Chairman also suggested that it is necessary to seriously learn from experience in ensuring the time for submission to the National Assembly Standing Committee for comments as well as submission to the National Assembly so that National Assembly deputies have time to study and discuss.

On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation. As assigned by the Politburo, on January 13, a national conference to implement Resolution 57-NQ/TW will take place at Dien Hong Hall; the National Assembly Standing Committee will have a special report at the conference. The National Assembly Chairman requested the Committee on Science, Technology and Environment to coordinate with relevant agencies to carefully prepare the content for the special report to ensure quality.
