The National Assembly Office said that as planned, the 44th session of the National Assembly Standing Committee will be held in 2 phases, phase 1 (3.5 days): from April 14-17 (reservation: from April 18-21); phase 2 (5.5 days): from April 22-morning of April 28 (reservation: afternoon of April 28-29) at the Tan Trao meeting room, National Assembly House.

National Assembly Chairman Tran Thanh Man delivered the opening speech and, together with the Vice Chairmen of the National Assembly, took turns chairing the content of the session.

At this session, the National Assembly Standing Committee will give opinions on the proposed dossier: amending and supplementing a number of articles of the 2013 Constitution; establishing a Committee to draft amendments and supplements to a number of articles of the 2013 Constitution; and soliciting public opinions on the draft amending and supplementing a number of articles of the 2013 Constitution.

In addition, the National Assembly Standing Committee will give opinions on the following projects: Law on Atomic Energy (amended); Law on Science, Technology and Innovation; Law on Extradition; Law on Transfer of Persons Serving Prison Sentences; Law on Mutual Legal Assistance in Civil Matters; Law on Mutual Legal Assistance in Criminal Matters.

At the same time, the National Assembly Standing Committee also gave opinions on the following projects: Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy; Law amending and supplementing a number of articles of the Law on Credit Institutions; Law on Election of National Assembly Deputies and People's Council Deputies (amended); Law on Enterprises (amended); Law amending and supplementing a number of articles of the following laws: Law on Bidding, Law on Investment under the Public-Private Partnership model, Law on Customs, Law on Export Tax and Import Tax, Law on Investment, Law on Public Investment, Law on Management and Use of Public Assets; Law amending and supplementing a number of articles of the Law on Vietnamese Nationality.


The National Assembly Standing Committee will give opinions on: the draft Resolution of the National Assembly on piloting the People's Procuracy initiating civil lawsuits to protect the civil rights of vulnerable groups or to protect public interests; the draft Resolution of the National Assembly on Financial Centers in Vietnam; the draft Resolution replacing Resolution No. 35/2021/QH15 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city.

The National Assembly Standing Committee gave opinions on: the draft Resolution of the National Assembly on universalizing preschool education for preschool children from 3 to 5 years old; the draft Resolution amending and supplementing a number of articles of Resolution No. 71/2022/QH15 dated November 15, 2022 of the National Assembly promulgating the Rules of the National Assembly session; the draft Decree of the Government detailing Clause 2, Article 157 of the Land Law (including the content of reducing land rent in 2025); the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development; the draft Resolution of the National Assembly on reducing value-added tax for the last 6 months of 2025 and the whole year of 2026.

The National Assembly Standing Committee also commented on: the draft Resolution of the National Assembly on exempting tuition fees for public preschool and primary school students from the 2025-2026 school year; the draft Resolution of the National Assembly on training in specific professional fields and occupations in the field of art; the draft Resolution of the National Assembly on removing difficulties and obstacles for projects (as proposed by Steering Committee 1568); the draft Resolution of the National Assembly on specific mechanisms and policies to remove obstacles for a number of investment projects in the construction of transport infrastructure under the form of BOT contracts and commented on the explanation, acceptance and revision of the draft Law on Management and Investment of State Capital in Enterprises.

The National Assembly Standing Committee will also consider and approve the resolution of the National Assembly Standing Committee on the arrangement of administrative units (replacing Resolution No. 35/2023/UBTVQH15 on the arrangement of district and commune-level administrative units for the 2023-2030 period).

Regarding supervision work, the National Assembly Standing Committee will provide comments on the draft Report synthesizing opinions and recommendations of voters and people sent to the 9th Session of the 15th National Assembly.


In addition, the National Assembly Standing Committee gave its opinions on: Report on the results of monitoring the settlement and response to voters' petitions sent to the 8th Session of the 15th National Assembly; Government's report on the implementation of salary reform, pension adjustment, social insurance benefits, preferential benefits for people with meritorious services and social benefits; Government's report on additional assessment of the results of the implementation of the socio-economic development plan and state budget in 2024; The implementation of the socio-economic development plan and the state budget in the first months of 2025 (including reports on the following contents: adjusting the 2025 budget estimate to allocate at least 3% of the budget for science and technology development, innovation, digital transformation and continuing to increase to 2% of GDP in the next 5 years and the implementation of tasks arising in 2025 associated with the arrangement of the apparatus, tuition exemption and reduction; the implementation of unallocated estimates of the central budget at the beginning of the year as stipulated in Section VI, Section VII, Section VIII, Section IX of Appendix II attached to Resolution No. 160/2024/QH15 of the National Assembly on central budget allocation in 2025; estimates of state budget revenue in the locality, local budget expenditure, additional amounts from the central budget to local budgets and the division ratio of revenue divided between the central budget and local budgets) after province merger).

The National Assembly Standing Committee commented on: Report on the results of the implementation of the Supervision Program in 2024 and the first months of 2025, the planned Supervision Program in 2026 of the National Assembly and the National Assembly Standing Committee; Report of the Government on state finances in 2023, state budget settlement in 2023 (including the results of mobilization, use and payment, and overall settlement of resources spent on COVID-19 prevention and control in the period 2020-2022).

At the same time, the National Assembly Standing Committee will consider: Report on the National Assembly's petition work in March 2025; Report summarizing the results of supervision of legal documents in the fields under the responsibility of the Ethnic Council and the National Assembly Committees in 2024; Report of the Government on the practice of thrift and anti-waste in 2024.

Regarding decisions on important issues, the National Assembly Standing Committee will give opinions on: the policy of supporting state capital to increase charter capital for the Cooperative Bank of Vietnam from the state budget; the arrangement of sources for payment of debts under the Government's responsibility of the Shipbuilding Industry Corporation (SBIC); the adjustment of the National Land Use Planning for the 2021-2030 period, with a vision to 2050.

In addition, the National Assembly Standing Committee will consider submitting to the National Assembly for decision the establishment of the National Election Council and the election of the Chairman of the National Election Council.

The National Assembly Standing Committee will also consider and decide on the principles, criteria, and norms for allocating the regular expenditure estimates of the state budget in 2026; consider and decide on the plan for allocating and using the increased central budget revenue in 2024; consider and decide on adjusting the investment policy for the Bien Hoa-Vung Tau Expressway Construction Investment Project, Phase 1.


At the meeting, the National Assembly Standing Committee will give opinions on the preparation for the 9th Session of the 15th National Assembly and on the Project and Design Plan for the construction of the Vietnam National Assembly Museum.
