On the afternoon of April 23, continuing the first plenary session, chaired by Lieutenant General Le Tan Toi, member of the Party Central Committee, Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs, the Committee on National Defense, Security and Foreign Affairs examined the draft Law on Participation in United Nations Peacekeeping Forces.

On the side of the drafting agency, the meeting was attended by Major General Pham Manh Thang, Director of the Vietnam Peacekeeping Department (Ministry of National Defense), representatives of the Drafting Committee of the Law project, representatives of ministries, branches and central agencies.

Speaking at the opening of the meeting, Lieutenant General Le Tan Toi said that the draft Law on Participation in United Nations Peacekeeping Forces was decided by the National Assembly to be included in the 2025 Law and Ordinance Building Program, according to Resolution No. 129/2024/QH15 dated June 8, 2024.

The Government has directed the drafting agency to develop and complete the draft Law dossier in accordance with the procedures of the Law on Promulgation of Legal Documents. To contribute to the completion of the review report of the draft Law, the Chairman of the National Defense, Security and Foreign Affairs Committee hopes that the delegates will promote a serious and responsible working spirit and actively contribute opinions on the contents of the draft Law.

Presenting the Government's Report on the draft Law on Participation in United Nations Peacekeeping Forces, Major General Pham Manh Thang, Director of the Vietnam Peacekeeping Department, said that the purpose of promulgating the Law is to promptly and fully institutionalize the Party's guidelines and policies, the Constitution, policies, laws of the State and international treaties to which the Socialist Republic of Vietnam is a member on participation in United Nations peacekeeping activities. Perfecting the legal framework for Vietnam's participation in United Nations peacekeeping activities. This Law stipulates principles, subjects, forms, and fields; building and deploying forces; ensuring resources, regimes, and policies; international cooperation on United Nations peacekeeping and the responsibilities of agencies and organizations in participating in United Nations peacekeeping forces.

“The promulgation of the draft Law on Participation in United Nations Peacekeeping Forces is necessary to institutionalize the Party's policies and guidelines on Vietnam's participation in United Nations peacekeeping activities; continue to institutionalize the provisions of the 2013 Constitution and international commitments to which Vietnam is a member on participation in United Nations peacekeeping activities; overcome the limitations and shortcomings in Resolution No. 130/2020/QH14 dated November 13, 2020 of the National Assembly on participation in United Nations peacekeeping forces, creating a complete, solid, long-term, and stable legal corridor for the deployment of forces to participate in United Nations peacekeeping activities,” Major General Pham Manh Thang emphasized.

Lieutenant General Do Quang Thanh, Deputy Chairman of the Committee on National Defense, Security and Foreign Affairs concluded the meeting.

The majority of opinions of the Committee on National Defense, Security and Foreign Affairs basically agreed with the necessity of promulgating the Law on Participation in the United Nations Peacekeeping Force; agreed to add the subject of application as "officials, civil servants, and public employees" participating in the United Nations peacekeeping force in Clause 2, Article 2. At the same time, it is proposed to clarify the subject specified in Clause 3, Article 2: Which relevant agencies, units, organizations, and individuals are the agencies, units, organizations, and individuals, because it is not specifically stipulated in the draft Law.

Concluding the review session, Lieutenant General Do Quang Thanh, Deputy Chairman of the Committee for National Defense, Security and Foreign Affairs, stated that all opinions agreed with the necessity of promulgating the Law on Participation in United Nations Peacekeeping Forces; basically agreed with the Government's Submission, the draft Review Report of the Committee for National Defense, Security and Foreign Affairs, and some contents that the Drafting Committee needed to clarify. He requested the Drafting Committee to continue reviewing so that the law-making process would be implemented in accordance with the policy of building new laws and synchronizing them within the legal system.
