The National Committee on Digital Transformation holds its 8th meeting

In the first 4 months of 2024, the Government, the Prime Minister, ministries and branches have issued documents and policies to complete the legal framework for the application of information technology and digital transformation. Specifically, the Government has issued 2 decrees, the Prime Minister has issued 5 decisions and 2 directives; ministries and branches have issued many guiding documents to promote national digital transformation. The National Committee on Digital Transformation and the Steering Committees for Digital Transformation of ministries, branches and localities have been strengthened, ensuring timely and effective leadership and direction of digital transformation.

Vice Chairman of the Provincial People's Committee Hoang Viet Phuong and delegates attended the meeting at the Provincial People's Committee bridge point.

However, there are still some shortcomings and limitations in implementation: Some Decrees guiding the Law have been assigned by the Government and the Prime Minister to ministries and branches to implement slowly; the operating model of the specialized unit in charge of information technology and digital transformation is not unified; the rate of online submission of records over the total number of records for handling administrative procedures is still low, only reaching about 38.3%; many ministries, branches and localities have not issued a list of databases and open data lists; digital infrastructure is still limited, nationwide there are 1,077 villages without mobile broadband, of which 838 villages are in extremely difficult areas, especially 181 villages without electricity; the statistics and measurement of digital economic and digital social indicators still face many difficulties due to the lack of sufficient information sources for updating; many information systems of ministries, branches and localities do not have solutions to ensure information security at all levels...

Delegates discussed the achievements, shortcomings, limitations, barriers, bottlenecks and causes of the implementation of national digital transformation since the 7th session, focusing on digital economic development; shared good practices that bring high efficiency in practice; key solutions to best implement the proposed tasks...

Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that digital transformation is a breakthrough, a revolution that requires objective, strategic choices, and top priorities in implementing socio-economic development goals, especially reducing administrative procedures, reducing harassment, reducing compliance costs, and travel costs for people and businesses. The stronger the digitalization, such as promoting non-cash payments, the more it will increase publicity, transparency, and promote the fight against corruption and negativity.

The current task is to focus on promoting growth and economic restructuring, effectively exploiting traditional growth drivers and promoting new growth drivers, including developing green economy, circular economy, digital economy; promoting national digital transformation; developing digital government, digital economy, digital society, digital citizens; focusing on 3 strategic breakthroughs: institutions, human resources, and infrastructure.
