Need to mobilize collective intelligence

On November 3, after a field survey, the working delegation led by Mr. Nguyen Minh Son, Deputy Chairman of the National Assembly's Economic Committee, worked in Khanh Hoa province on the content related to the North-South high-speed railway project.

Deputy Minister of Transport Nguyen Danh Huy joined leaders of localities where the high-speed railway passes through, including Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai and Ho Chi Minh City.

At the meeting, leaders of the People's Committees of Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai and Ho Chi Minh City highly agreed with the policy of building high-speed railways of the Party, State and Government. Thereby, it was recommended that the construction ensure traffic connection with other types of transport, contributing to urban development and local economy.

In addition, localities also proposed to invest in more potential stations, increase the scale of the station area. It is recommended that competent authorities pay attention to building a common land price framework, locations bordering provinces to unify compensation prices, focus on building resettlement areas, material sources, etc.

Speaking at the meeting, Deputy Minister of Transport Nguyen Danh Huy said that the high-speed railway on the North-South axis is a difficult and new project that requires the mobilization of collective intellectual strength of Party and State leaders and experts.

Regarding local opinions on the location of passenger stations, Deputy Minister Nguyen Danh Huy suggested that the demand must be carefully studied and investment must be made to ensure efficiency and attract passengers. There are some principles, urban areas with a population of 500,000 or more must have stations; the route passes through 20 provinces and cities, each locality must have at least one station.

Locations that need to connect with other modes of transport must have stations because the train speed is very high, so the distance between stations is not too close. Opening stations to solve transportation problems, improve urban infrastructure...

Deputy Minister of Transport Nguyen Danh Huy answered the parties' recommendations at the meeting.

Acknowledging the proposal of Khanh Hoa Provincial People's Committee on planning potential stations in the southern region of the locality, Deputy Minister Nguyen Danh Huy said that during the exploitation phase, when the urban area and economic center are formed, the conditions are met to evaluate and consider adding stations. Investment in these stations will be prioritized in the direction of mobilizing social resources.

Regarding resettlement, the Ministry of Transport has submitted to the National Assembly, requesting capital allocation for site clearance and construction when resettlement occurs first. Because if we follow the procedures, it will take two years to complete all procedures.

Regarding the opinions of some localities that they should build overpasses for easier implementation, Deputy Minister Nguyen Danh Huy said that the construction of overpasses is more convenient, but the Ministry of Transport's viewpoint is to only build overpasses through areas that separate residential communities and flood escape locations. In favorable terrain locations, the ground foundation is still built to ensure investment efficiency.

In the process of site clearance, provinces and cities must reclaim a large area of ​​land for the project. This is a challenge, because up to now, many localities are building land prices, the process of project construction, the basis for calculating site clearance costs will be difficult.

In response to the comments from the working group members and localities, Deputy Minister Nguyen Danh Huy said that the Ministry of Transport will absorb and continue to add to the process for development and implementation. Regarding the architectural plan, the Ministry will seek opinions from experts and sectors, from which it will be supplemented and adjusted.

“This is a new project, and it needs the help of all levels, sectors, and relevant parties. The Ministry is always receptive to learning to complete the product that is the crystallization of everyone's intelligence, not just the transport sector. The North-South high-speed railway project is considered a national key project that will bring great value to the country's socio-economic development, contributing to ensuring national defense and security; optimizing the transport market structure, contributing to reducing logistics costs; creating development opportunities for localities, restructuring urban areas, creating a premise for the development of the railway industry, supporting industries, construction, etc.,” said Deputy Minister Nguyen Danh Huy.

Determination to carry out the project

Concluding the meeting, Mr. Nguyen Minh Son affirmed that the Party Central Committee has agreed on the investment policy for the entire North-South high-speed railway project (350km/h) with a spirit of urgent direction and determination to implement the project.

Early investment in the North-South high-speed railway project aims to realize the Party's policies and orientations, the Politburo's Resolutions and Conclusions, and implement plans.

Due to the importance and necessity of early investment in the project, the Central Executive Committee has assigned competent authorities to direct relevant units to urgently complete technical documents and seek opinions from the 15th National Assembly for consideration and decision.

“Based on the comments, the Standing Committee of the Economic Committee will closely coordinate with the Ministry of Transport and relevant agencies to continue to research and have official opinions on this content. Therein, it will specifically assess the necessity, political and legal basis and practical basis for considering and deciding on the project investment policy. At the same time, it will also consider a number of specific mechanisms and policies to mobilize resources, investment procedures, the rationality and feasibility of the project's economic and investment indicators, preliminary total investment, investment capital sources…”, Mr. Nguyen Minh Son affirmed.

The Vice Chairman of the National Assembly's Economic Committee also informed that he will review and evaluate suitable investment plans in terms of design speed, transport capacity, investment scale, exploitation plan, route direction, station location, standard framework, technology, etc. to complete the investment plan to ensure feasibility, savings and efficiency.

The North-South high-speed railway project through Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai and Ho Chi Minh City is over 360km long. The section through Khanh Hoa alone is about 130km long, passing through 6 localities: Van Ninh District, Ninh Hoa Town, Nha Trang City, Dien Khanh District, Cam Lam District and Cam Ranh City. The starting point of the route is in Dai Lanh Commune (Van Ninh District); the end point is in Cam Thinh Tay Commune (Cam Ranh City).

In 2018, Khanh Hoa Provincial People's Committee agreed with the Ministry of Transport to arrange 1 station, 1 depot (warehouse) and 2 maintenance stations on the route through the area.

The station is located in Dien Thanh commune (Dien Khanh district), about 1.5km from National Highway 27C and about 11km from Nha Trang city center. The station is expected to have an area of ​​about 4.5ha and the station square area is about 1.6ha.

The proposed location for Dien Khanh Station is over 100km from Tuy Hoa Station and less than 100km from Thap Cham Station. This distance is relatively far, so the Provincial People's Committee has proposed to consider adding stations in Cam Ranh City and Ninh Hoa Town.
