The National Assembly Chairman said that priority will be given to submitting to the National Assembly for consideration and decision on truly urgent matters serving the work of reorganizing the apparatus at the 9th Session.

The above content was mentioned by National Assembly Chairman Tran Thanh Man when speaking at the closing session of the National Assembly Standing Committee to give opinions on preparations for the 9th Session on the afternoon of March 31.

Recognizing the large volume of work to be considered at the session, the National Assembly Chairman emphasized that priority will be given to submitting to the National Assembly for consideration and decision on truly urgent matters serving the work of reorganizing the apparatus; issues of adjusting laws and resolutions closely related to socio-economic development and national development.

Regarding the adjustment of the time for consideration and approval of the project, the National Assembly Chairman said that the draft Law on Atomic Energy (amended) and the draft Law on amending and supplementing a number of articles of the Law on Product and Goods Quality will be adjusted from being given opinions to being considered and approved at the 9th Session.

Adjust the time for submitting the draft Law on Civil Judgment Enforcement (amended) from giving opinions at the 9th Session and passing at the 10th Session to giving opinions and passing at the 10th Session (according to the procedure at one session).

Adjusting the time for considering and approving the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils from the 9th Session to the 10th Session.

To ensure the quality of the draft law, the National Assembly Chairman requested the Government and the Supreme People's Court to promptly complete the documents and files of the draft laws in accordance with regulations. At the same time, five contents were removed from the meeting agenda, including: the draft Law on Press (amended); the draft Law on Water Supply and Drainage; the draft Law on Bankruptcy (amended); the draft Law on Urban Development Management; the draft Resolution of the National Assembly on the Law and Ordinance Development Program for 2026, and adjustments to the Law and Ordinance Development Program for 2025.

The National Assembly Chairman requested that the agencies in charge of the field closely coordinate with the Standing Committee of the Law and Justice Committee and the National Assembly agencies to report to the National Assembly Standing Committee for consideration and decision on adjusting the 2025 Law and Ordinance Development Program for related contents.

Regarding the proposed agenda of the session, the National Assembly Chairman stated that the National Assembly Standing Committee agreed to report and seek opinions from competent authorities to convene the session no later than April 5, and open the session on May 5.

The National Assembly convenes at the National Assembly House. The session is divided into two sessions, with a break between sessions for the National Assembly's agencies to absorb and revise draft laws and resolutions to be submitted to the National Assembly for consideration and approval.

The National Assembly Standing Committee agreed on the content and method of considering amending and supplementing a number of articles of the 2013 Constitution at the request of the Secretary General of the National Assembly.

The National Assembly Chairman noted that the time for questioning and answering questions is 1.5 days; 0.25 days will be allocated for discussion in the hall for some draft laws at the 8th Session that do not have many National Assembly deputies registered to speak or drafts with specific policy content, and are not expected to have many complicated issues.

" In addition to the sessions prescribed by the National Assembly session regulations, arrange for live television and radio broadcasts on Vietnam Television and Voice of Vietnam for the discussion session in the hall on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution ," said the National Assembly Chairman.

Regarding the preparation for the 9th Session, the National Assembly Chairman requested that agencies coordinate closely, make the greatest efforts and determination to complete the dossiers and documents of the contents to be presented at the session, especially the contents to be submitted to the National Assembly for consideration and approval according to the one-session process; submit for comments to the National Assembly Standing Committee at the latest at the 44th session (April), and avoid postponing it to the 45th session (May).

Regarding the deadline for sending documents to National Assembly deputies, the National Assembly Chairman requested that the contents in the 2025 Law and Ordinance Development Program before the Law on Promulgation of Legal Documents 2025 is passed must be sent before April 15.
