Prime Minister Pham Minh Chinh emphasized that it is necessary to prioritize growth, striving for GDP growth of about 8% to create momentum, force, and spirit to implement the plan for the entire 2021-2030 period.

On the morning of December 1, in Hanoi, the Politburo and the Central Party Secretariat held a national conference to disseminate and summarize the implementation of Resolution No. 18-NQ/TW of the 12th Central Party Committee; the socio-economic situation in 2024, solutions to accelerate and develop the socio-economy in 2025 and remove institutional bottlenecks and bottlenecks.

At the Conference, Politburo member and Prime Minister Pham Minh Chinh delivered the topic "Socio-economic report in 2024, solutions to accelerate socio-economic development in 2025."

According to Prime Minister Pham Minh Chinh, implementing the Resolutions and Conclusions of the Central Committee, Politburo, Secretariat, General Secretary, National Assembly; Government, Prime Minister, all levels, sectors and localities have closely followed the practical situation, focused on directing the drastic, flexible and effective implementation of tasks and solutions in all fields, in which priority was given to promoting growth associated with maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy.

Focus on implementing 3 strategic breakthroughs, especially in terms of institutions; promote decentralization, decentralization, reduction and simplification of administrative procedures, unnecessary business conditions, causing inconvenience and harassment to people and businesses. Create motivation and foundation for strong development of science and technology; promote start-ups, innovation, digital transformation. Focus on developing culture and society, ensuring social security; preventing, combating and overcoming the consequences of natural disasters, especially storm No. 3; strengthening national defense and security; preventing and combating corruption, negativity, waste; promoting foreign affairs and international integration...

The Prime Minister said that the socio-economic situation in the first 11 months of 2024 achieved many important results, better than the same period last year in most areas. It is expected that 15/15 main targets will be achieved and exceeded, especially the growth target: The whole year's growth is estimated to reach over 7% (among the few countries with high growth rates in the region and the world); the macro economy continues to be stable, inflation is controlled below 4%. By the end of November, the total import-export turnover is estimated at about 715 billion USD, up 15.3%, with a trade surplus of over 23 billion USD; the whole year is estimated to reach 807.7 billion USD, the highest ever. FDI attraction is a bright spot and is among the 15 developing countries attracting the largest FDI in the world...

In addition to the achieved results, Prime Minister Pham Minh Chinh also pointed out a number of major shortcomings, in which institutions and laws are still the "bottlenecks of bottlenecks", especially the viewpoints, processes, methods and approaches to drafting legal documents; investment in financial and human resources for law-making is not commensurate with practical requirements...

The Prime Minister said that 2025 is a year of special significance, marking the 95th anniversary of the Party's founding, the 50th anniversary of the liberation of the South and national reunification, the 135th anniversary of President Ho Chi Minh's birthday, the 80th anniversary of the founding of the country, and the year of holding Party Congresses at all levels, moving towards the 14th National Party Congress in the era of national development; along with that, the world and domestic situation is full of difficulties, challenges, opportunities and advantages.

In that context, the Prime Minister emphasized: “All levels, sectors and localities must have innovative and breakthrough thinking with high determination, great efforts, drastic actions, timely, flexible and effective implementation with the spirit of “dare to think, dare to do, dare to break through for the common good”; “what is said is done, what is committed is done; what is done, what is implemented must be effective”; “The Party has directed, the Government has agreed, the National Assembly agrees, the people support, then only discuss doing, not backtracking.”

The Prime Minister said that the Central Committee has determined the general goal for 2025 to be the year of acceleration, breakthrough, overcoming difficulties and challenges; taking stability as a premise to promote development and development as a basis for stability; striving to achieve the highest results in the goals and targets of the 5-year plan 2021-2025. Continuing to prioritize promoting growth on the basis of maintaining macroeconomic stability, controlling inflation, ensuring large balances and high surpluses. Promoting the implementation of strategic breakthroughs, restructuring the economy in association with growth model innovation, improving productivity, quality, efficiency, resilience and competitiveness of the economy.

Some key targets include 15 key targets; in which GDP growth is about 6.5-7%; GDP per capita reaches about 4,900 USD; average consumer price index (CPI) growth rate is about 4.5%; average social labor productivity growth rate is 5.3-5.4%; poverty rate according to multidimensional poverty standards decreases by about 0.8-1%; state budget deficit is about 3.8% of GDP; public debt is about 35-38% of GDP...

In particular, the Prime Minister emphasized that it is necessary to prioritize growth, striving for GDP growth of about 8% to create momentum, force, and spirit to implement the plan for the entire period of 2021-2030, completing at least 3,000km of expressway, basically completing Long Thanh Airport, major projects; eliminating temporary and dilapidated houses nationwide...; on that basis, creating a premise and a solid foundation for the country to enter a new era, an era of striving to become a rich and prosperous nation and the people are increasingly happy and prosperous.

On that basis, according to the Prime Minister, the Government identified a number of key tasks and solutions, including 8 groups of solutions.

The first group of solutions, continuing to perfect institutions is the "breakthrough of breakthroughs"; streamlining the apparatus, improving effectiveness and efficiency; building strong enough mechanisms and policies so that cadres dare to think, dare to do, dare to take responsibility for the common good.

The second group of solutions continues to prioritize promoting growth associated with macroeconomic stability, controlling inflation, ensuring large balances and high surpluses; maintaining momentum, keeping pace and accelerating, making breakthroughs, striving to achieve a growth rate of about 8%.

The third group of solutions, maximizing social resources.

The fourth group of solutions is to promote the development of strategic infrastructure, especially large, important, and nationally key projects.

The fifth group of solutions ensures electricity supply in all situations, meeting the needs of production, business and consumption both in the short and long term.

The sixth group of solutions, promote the prevention and fight against corruption, negativity and waste.

The seventh group of solutions focuses on cultural development, ensuring social security, proactively preventing and combating natural disasters, and responding to climate change.

The eighth group of solutions ensures political stability, firmly protects independence, sovereignty, territorial integrity and unity; promotes foreign affairs and international integration./.
