On the morning of June 27, the Department of Chemicals (Ministry of Industry and Trade) and the Department of Drug Administration, the Department of Traditional Medicine (Ministry of Health) jointly organized a workshop on the pharmaceutical industry development program to implement the National Strategy for the development of the Vietnamese pharmaceutical industry until 2030, with a vision to 2045.

Implementing Decision No. 1165/QD-TTg dated October 9, 2023 of the Prime Minister approving the National Strategy for the Development of the Vietnamese Pharmaceutical Industry to 2030, with a vision to 2045, the Ministry of Industry and Trade coordinated with the Ministry of Health to organize a Workshop under the Pharmaceutical Industry Development Program to implement the National Strategy for the Development of the Vietnamese Pharmaceutical Industry to 2030, with a vision to 2045.

Speaking at the opening of the Workshop, Mr. Phung Manh Ngoc - Director of the Department of Chemicals, Deputy Head of the Pharmaceutical Chemistry Program Drafting Board said: With the goal of implementing the Pharmaceutical Chemistry Industry Development Strategy, the Department of Chemicals coordinated with the Department of Drug Administration, the Department of Traditional Medicine to organize the Workshop with the desire to develop a chain of products from pharmaceutical chemistry.

Previously, on October 9, 2023, the Prime Minister signed Decision No. 1165/QD-TTg "Approving the National Strategy for the Development of the Vietnamese Pharmaceutical Industry to 2030 and Vision to 2045". In the above Decision, the Prime Minister approved the List of Priority Programs and Projects for implementation, including one Project (Amended Law on Pharmacy Project) and two Programs (Pharmaceutical Industry Development Program chaired by the Ministry of Industry and Trade and the Overall Program for Development and Promotion of Medicinal Materials Potential chaired by the Ministry of Health).

In preparation for the implementation of the Pharmaceutical Industry Development Program (due for promulgation in 2024), the Minister of Industry and Trade signed Decision No. 3366/QD/BCT dated December 28, 2023 on the establishment of the Drafting Committee and Editorial Team to develop the Pharmaceutical Industry Development Program. Draft 1 of the Program was held to collect comments from the Drafting Committee and Editorial Team.

At the workshop, Mr. Phung Manh Ngoc expressed that, in addition to products from natural resources, we also want to attract investment and transfer technology to develop products from pharmaceutical chemicals. The combination of the above parties is the Government's concern for the development of pharmaceutical enterprises in general and enterprises in particular. " With this purpose, we hope to receive many proposals and contributions from delegates, especially domestic and foreign enterprises on mechanisms and policies to support the development of our country's pharmaceutical chemical industry" , said the Director of the Department of Chemicals.

Providing more information at the Workshop, Deputy Director of the Department of Chemicals Hoang Quoc Lam pointed out: Prioritizing the development of the pharmaceutical industry is an economic sector capable of creating high added value, capable of participating deeply in the production network and global value chain, and having a high spillover effect on other economic sectors.

In addition, building and developing the Vietnamese pharmaceutical industry with advanced, modern, and environmentally friendly technology; meeting the demand for pharmaceutical ingredients and pharmaceutical preparation support products for the pharmaceutical industry at level 4 according to WHO classification (producing pharmaceutical ingredients and invented drugs) and meeting an important part of the demand for raw materials for the production of other health care and protection products.

The Deputy Director of the Department of Chemicals also acknowledged that the general goal is to gradually improve the quality, value and competitiveness of pharmaceutical products produced from domestic medicinal materials, and move towards exporting some products such as extracts and essential oils rich in active ingredients and pharmaceuticals. Building and developing the brands of Vietnamese enterprises in pharmaceutical materials; strictly and effectively controlling the quality of pharmaceutical materials.

Regarding the specific goals by 2030, Mr. Hoang Quoc Lam said: Firstly , strive to meet 20% of the demand for pharmaceutical raw materials (pharmaceutical ingredients, excipients, medicinal extracts rich in active ingredients) for the production of medicines, functional foods and cosmetics. Secondly , build 3 industrial parks focusing on pharmaceuticals - biology, pharmaceuticals and medicine - pharmacy in the country. Thirdly , build 1 Center for research and transfer of pharmaceutical technology. Fourthly , deploy the development of a national standard system for pharmaceutical raw materials.

Regarding the target orientation to 2045, according to the Deputy Director of the Department of Chemicals, meeting 30% of the demand for pharmaceutical raw materials for the production of drugs, functional foods and cosmetics; the potential of technical facilities and scientific and technical human resources of a number of centers and research facilities of the Vietnamese pharmaceutical industry develop on par with advanced countries in the world, effectively serving scientific research, teaching, international cooperation, receiving and transferring technology into production in this field; Vietnam's pharmaceutical industry becomes a high-tech industry, internationally competitive and participating in the global pharmaceutical value chain. Completing the system of national standards and regulations on pharmaceutical raw materials.

Also at the Workshop, Mr. Ta Manh Hung, Deputy Director of the Department of Drug Administration (Ministry of Health) assessed some new points of the National Strategy for the Development of Vietnam's Pharmaceutical Industry to 2030, with a vision to 2045.

According to Mr. Ta Manh Hung, the strategy focuses on a number of new, breakthrough points to develop the pharmaceutical industry in the coming period, specifically: Regarding drug supply, from "proactively and promptly supplying drugs..." to "proactively and promptly supplying drugs..." and "Ensuring people have full and timely access to drugs...". Enhancing the role of the pharmaceutical industry does not only stop at the role of logistics to ensure the supply of pharmaceutical products but also participates in providing health care services in both the community and in medical facilities.

In addition, develop Vietnam's pharmaceutical industry to a high level towards the production of innovative drugs and drugs with new and modern dosage forms. Build a digital data ecosystem, establish a digital healthcare platform in the pharmaceutical field.

At the workshop, delegates discussed the current status of Vietnam's pharmaceutical industry as well as the orientation for the development of medicinal herbs and medicinal herb growing areas in Vietnam; mechanisms and policies to support the development of our country's pharmaceutical industry; investment and development orientation of a number of domestic and foreign enterprises in this field;... Thereby, many proposals and comments were made to contribute to the completion of the Pharmaceutical Industry Development Program, to be submitted to the Prime Minister soon in 2024.
