Supervision of the Government and ministries and branches
On the afternoon of September 12, at the 26th session, the National Assembly Standing Committee gave opinions on the draft Supervision Plan and report outline of the National Assembly Standing Committee's Supervision Delegation on "Implementation of policies and laws on ensuring traffic order and safety from 2009 to the end of 2023".
Presenting the draft report on the Monitoring Plan and Report Outline, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi, Deputy Head of the Standing Committee of the Monitoring Delegation, said that the purpose of monitoring is to objectively and comprehensively assess the Government's responsibility in directing and assigning ministries, branches and localities to implement policies and laws on ensuring traffic order and safety from 2009 to the end of 2023;
Work on developing, promulgating directive documents, implementing policies and laws on ensuring traffic order and safety (TTATGT); clarifying achievements, existing problems, limitations, difficulties, obstacles, causes (objective, subjective) of existing problems and limitations in organizing implementation and coordination in implementing policies and laws on ensuring traffic order and safety.

Clarifying the roles and responsibilities of organizations, individuals, heads of agencies, units and the law enforcement awareness of all levels and sectors in implementing policies and laws on traffic safety. Drawing lessons to improve the effectiveness of implementing policies and laws on traffic safety;
Detect, handle or recommend competent authorities to overcome existing problems and limitations; adjust and handle difficulties in the implementation process; propose solutions to perfect mechanisms, policies and laws to enhance the effectiveness and efficiency of implementation, improve the quality and efficiency of traffic safety assurance work in the next phase.
Scope of supervision of the implementation of policies and laws on traffic safety nationwide. The supervision content focuses on concretizing the Party's policies, the Constitution, and the State's laws on traffic safety and activities related to traffic safety (focusing on regulations on traffic safety, investment policies for traffic, the Road Traffic Law, the Railway Law, the Inland Waterways Law, the Civil Aviation Law of Vietnam, the Maritime Code of Vietnam and other relevant legal documents).
Issuance and implementation of legal documents on traffic safety assurance; review of legal regulations on traffic safety assurance, focusing on sub-law documents of the Government and ministries; achievements, limitations, difficulties and proposals and recommendations for amendments and supplements to policies and laws on traffic safety assurance.
Current status of management, direction, coordination and implementation of the Government, ministries, agencies, organizations, units, enterprises and individuals on ensuring traffic safety; propaganda, dissemination and education of policies and laws on ensuring traffic safety; situation of violations, inspection, examination and handling of violations on ensuring traffic safety; coordination between ministries and localities in ensuring traffic safety; international cooperation activities on ensuring traffic safety; budget resources for ensuring traffic safety; responsibilities of relevant collectives and individuals.
Review and evaluate the results of implementing policies and laws on traffic safety; focus on clarifying limitations, shortcomings, difficulties and obstacles; identify the causes of limitations, shortcomings, difficulties and obstacles and propose solutions and recommendations to improve the effectiveness of traffic safety work in the coming time.
The subjects of supervision are the Government; Ministry of Transport, Ministry of Public Security, Ministry of National Defense, Ministry of Health, Ministry of Finance, Ministry of Information and Communications, Ministry of Education and Training, Ministry of Justice, Ministry of Construction, Ministry of Planning and Investment; in which the key ones are the Ministry of Public Security, Ministry of Transport, Ministry of National Defense and Ministry of Justice.

Focus on the road transport sector
Affirming that this monitoring topic is related to health, life and property, Chairwoman of the National Assembly's Social Committee Nguyen Thuy Anh emphasized that monitoring activities need to be conducted carefully and satisfactorily, making recommendations related to improving institutions and supplementing policies and laws in the coming time.
According to the Outline, the monitoring activities carried out in 5 transport sectors will show a comprehensive picture, which is important data for a comprehensive solution. However, in the limited context, especially the 6th Session, the Government submitted to the National Assembly for comments 2 draft laws: the Road Law Project and the Road Traffic Order and Safety Law Project.

Therefore, Ms. Thuy Anh suggested that the short-term goal of monitoring activities should be to focus on the road traffic sector - a sector with many potential risks. From there, it would help National Assembly deputies and National Assembly agencies to review and contribute opinions to perfect the draft law.
She proposed adjusting the monitoring implementation plan, instead of implementing monitoring simultaneously, it should focus on early and rolling monitoring of the road traffic sector and complete it by April 2024 to directly serve the two draft laws: Roads and Road Traffic Order and Safety.
This adjustment will not affect the monitoring plan for other transport sectors, which will be implemented later and completed, and reported to the National Assembly Standing Committee in September 2024.
Ms. Thuy Anh believes that this plan will both promptly serve the immediate goal of building two draft laws, and serve the long-term goal of seeing the overall picture and having solutions for the next phase.
Speaking at the session, Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong said that according to the 2024 Law and Ordinance Building Program, at the 7th Session in May 2024, the National Assembly will submit 9 laws and 1 Resolution for approval, including the Road Law and the Law on Road Traffic Order and Safety.
Therefore, the Supervisory Delegation needs to consider the progress of implementing the supervisory activities in a suitable detailed plan. It is possible to advance some milestones compared to the draft plan so that the initial supervisory results can contribute to the approval of the two draft laws .
