Prioritize bidding and public procurement with green transportation

To encourage the development of electric and green energy vehicles, the Deputy Prime Minister directed many solutions, including prioritizing bidding and public procurement for green vehicles.


Comprehensive solutions needed to reduce pollution sources

The direction was given by Deputy Prime Minister Tran Hong Ha at a meeting held on the afternoon of January 2 on proposed policies to encourage the development of electric and green energy vehicles according to Decision No. 876/QD-TTg of the Prime Minister promulgating the Action Program for green energy conversion, reducing carbon and methane emissions in the transport sector.

Faced with serious air pollution, especially in large cities and densely populated urban areas, Deputy Prime Minister Tran Hong Ha emphasized the need for comprehensive solutions to reduce sources of pollution.

"This is the State's responsibility to the people and there must be specific and timely actions," said the Deputy Prime Minister.

He emphasized that it is time for ministries and sectors to propose comprehensive policies and specific roadmaps to create strong changes in awareness and behavior of people and businesses to limit the production, import and use of vehicles using gasoline and oil and switch to green vehicles.

At the same time, it is necessary to increase investment in green public transport; arrange convenient public transport points and routes; have plans to divide the use of personal vehicles for areas with different levels of pollution...

Deputy Minister of Transport Le Anh Tuan said that the Ministry of Transport has developed and issued standards and regulations related to controlling emissions of vehicles using gasoline and oil; encouraging vehicles to use electricity and green fuel; investing in infrastructure for green vehicles...

The Ministry of Transport has identified electric vehicles as the optimal solution to replace vehicles using gasoline and oil.

Notably, Hanoi and Ho Chi Minh City are developing plans to convert public transport using gasoline to electricity and green fuel.

However, the biggest problem for bus businesses is the high investment costs but the inability to access green finance sources, the lack of regulations related to financial leasing for public transport vehicles; the unreasonable cost of electricity supplied to charging stations...

In addition, the Ministry of Transport is supporting Hanoi and Ho Chi Minh City to identify low-emission zones with regulations allowing zero-emission or low-emission vehicles to circulate.

Binding responsibility for vehicle management in polluted areas

Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested the Ministry of Transport to continue researching, developing and implementing faster and earlier higher emission standards for domestically produced and imported vehicles; and policies to support the conversion of personal and public vehicles using gasoline and oil to using electricity and green fuels.

The Ministry also needs to bind the responsibility of localities in issuing policies on vehicle management for air polluted areas in the area.

The Deputy Prime Minister assigned the Ministry of Natural Resources and Environment to urgently complete and soon promulgate emission standards for vehicles in circulation; criteria to identify areas and localities with high air pollution index that need to implement solutions to limit polluting vehicles and switch to green vehicles.

Review and supplement land policies for green transport infrastructure; study models and experiences of some countries in coordinating with international organizations to access green financial resources to switch to green transport.

Regarding the fuel conversion roadmap, the Ministry of Industry and Trade will review to ensure compliance with emission standards for vehicles in circulation in Vietnam, propose incentive policies and roadmap for the use of green and clean fuels; research, evaluate, and propose peak and off-peak electricity prices for charging stations;...

To regulate transportation behavior, the Ministry of Finance considers using economic tools and policies to support people and businesses in converting gasoline and oil-powered vehicles to green vehicles, and encouraging the use of green public transportation...

In particular, the Deputy Prime Minister requested that priority should be given to bidding and public procurement for green means of transport.

Localities, especially Hanoi and Ho Chi Minh City, urgently coordinate with the Ministry of Transport to review and update transport infrastructure planning (routes, roads, stations, parking lots) to encourage the use of green means of transport in the general planning of the locality; develop a roadmap to limit and convert the use of petrol and diesel vehicles to green means of transport in areas with high levels of air pollution.
