Reporter: National Assembly Chairman Tran Thanh Man and the Vietnamese high-ranking delegation have just concluded their official visits to the Republic of Armenia and the Republic of Uzbekistan. Could you please share the highlights of the visit?
Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Tung: Up to this moment, it can be affirmed that the working trip of National Assembly Chairman Tran Thanh Man and the high-ranking Vietnamese delegation to attend the 150th Inter-Parliamentary Union General Assembly and official visits to Armenia and Uzbekistan from April 2 to 8, 2025 was a great success.
The visit has strongly contributed to consolidating political trust, reviving and creating momentum for Vietnam and Armenia, Uzbekistan to continue tightening and enhancing the friendly and cooperative relations between Vietnam and the two countries and two peoples. |
With the warm and respectful welcome of both countries, the National Assembly Chairman completed a working schedule with many rich, substantive and effective contents, notably the talks, meetings and conferences with all the highest-ranking leaders of the two countries, the Forum connecting Vietnamese enterprises with enterprises of the two countries... It can be said that the visit has breathed a "new wind" into the existing good traditional friendship between Vietnam and the two countries, opening a period of comprehensive and more effective cooperation, in line with the development goals of our country and the two friendly countries in the current period.
The results of this business trip can be summarized into three highlights as follows:
Firstly, the visit has contributed significantly to strengthening political trust, reviving and creating momentum for Vietnam and Armenia, Uzbekistan to continue to tighten and enhance the friendly and cooperative relations between Vietnam and the two countries and peoples. Expressing admiration for Vietnam's outstanding socio-economic development achievements as well as deep and good impressions of the country and Vietnamese people in the process of gaining national independence and developing the country, the leaders of the two countries highly appreciated Vietnam's increasingly high position in the region and the world, affirming that Vietnam is a leading important partner in Southeast Asia, a typical model in the process of international integration and wishing to further promote relations with Vietnam.
Second, our leaders and the leaders of the two countries agreed to increase exchanges and contacts at all levels, especially at high levels, through all channels of the Party, State, Government, National Assembly and people-to-people exchanges. The senior leaders of Armenia and Uzbekistan both expressed their desire to soon visit Vietnam and at the same time wished to welcome General Secretary To Lam and other key leaders of our country to visit in the near future. On the occasion of the visit, the Vietnamese National Assembly decided to establish the Friendship Parliamentarians' Group with Armenia and Uzbekistan.
The trip also witnessed the signing of a cooperation agreement between the Vietnamese National Assembly and the National Assembly of Armenia and Uzbekistan, as well as a number of documents and cooperation agreements in other fields. This contributed to strengthening the legal basis for promoting cooperation between Vietnam and the two countries in all channels and fields, as well as relations between legislative bodies in the coming time. The leaders agreed to increase the exchange of high-level delegations of the National Assembly leaders, cooperation activities between the National Assembly agencies, the Friendship Parliamentarians' Group, the Young Parliamentarians' Group, the Women Parliamentarians' Group, and the National Assembly Deputies of the two countries; strengthen cooperation, information exchange and experience sharing between specialized committees and National Assembly Deputies in parliamentary activities, especially in the fields of legislation and supervision.
In addition, the leaders agreed to strengthen supervision and urge the effective implementation of bilateral and multilateral cooperation agreements that the two governments have signed or participated in, especially agreements that help promote economic and trade cooperation...
The National Assembly Chairman and leaders of Armenia and Uzbekistan also agreed to strengthen coordination and consider supporting each other at international organizations, regional and multilateral forums.
Third, the National Assembly Chairman and the leaders of the two countries agreed on measures to promote cooperation in economics, trade and investment, and agreed to strengthen transport connectivity and promote multimodal transport to bring goods to each other's markets and those of regional countries. In particular, the parties emphasized the railway connection from Vietnam to Central Asia, the Caucasus and beyond along the East-West and North-South corridors. The National Assembly Chairman and the leaders of Armenia and Uzbekistan agreed to complete the legal framework, creating favorable conditions for businesses of the two countries to invest and do business, especially in areas of both sides' strengths such as healthcare, textiles, energy - oil and gas, agricultural processing, aquaculture, etc.
Besides, the National Assembly Chairman and leaders of the two countries affirmed that Vietnam and Armenia, Uzbekistan still have many prospects and room to promote cooperation in many fields such as education-training, science-technology, culture, sports, tourism...
The leaders agreed to increase the organization of cultural days and art performances to enhance understanding between the people of the two countries, restore and promote cooperation in education and training, strengthen tourism promotion, open new routes and increase flight frequency, etc. In addition, they agreed to assign relevant ministries, branches and agencies to urgently negotiate, sign new or amend and supplement bilateral cooperation agreements and arrangements to perfect the legal framework and further promote relations in the new period.
With the above-mentioned highlights, the visit of National Assembly Chairman Tran Thanh Man has created strong momentum and favorable conditions to promote the traditional friendship and multifaceted cooperation between Vietnam, Armenia and Uzbekistan.
Reporter: Could you please tell us what specific measures our ministries and branches will take in the coming time to implement the positive results achieved from the visit?
Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Tung: To effectively implement the results of the visit, in the coming time, our ministries and branches need to synchronously deploy the following measures:
Firstly, our ministries, branches and functional agencies need to closely coordinate with relevant agencies of the two friendly countries to promptly concretize the results and agreements of the two countries' high-ranking leaders into programs, plans, with feasible roadmaps and solutions, suitable to the capabilities and interests of both sides.
In terms of politics, it is necessary to include in the program, plan and carefully prepare, effectively organize visits, meetings and high-level contacts with the two countries in the coming time. In terms of economy, it is necessary to take advantage of and promote existing cooperation mechanisms, research and propose new mechanisms for investment cooperation, bringing Vietnamese goods to the markets of the two countries and thereby to the markets of countries in the region. Other areas also need to have a plan to negotiate and sign documents to create a legal framework, at the same time have a roadmap for implementation as well as monitoring the implementation of specific cooperation promotion activities.
Second, our ministries and branches need to regularly exchange information, improve coordination efficiency, and strengthen exchanges with ministries, branches, and agencies of the two countries to review results and progress, promptly remove bottlenecks to promote the implementation of agreements reached between our high-ranking leaders and high-ranking leaders of the two countries, including agreements reached during this visit of the National Assembly Chairman.

Reporter: Could you please tell us about the outstanding results of National Assembly Chairman Tran Thanh Man's working trip to attend the 150th IPU General Assembly?
Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Tung: The first working trip of the National Assembly Chairman and the Vietnamese high-ranking delegation to attend the 150th Assembly of the Inter-Parliamentary Union (IPU-150) and officially visit Uzbekistan and Armenia was a great success with the following outstanding highlights:
Firstly, this is the first working trip of the Head of the Vietnamese National Assembly in 2025 and to attend the 150th IPU General Assembly. This has sent a very clear message about Vietnam's strong support for multilateralism in general, multilateral parliamentary cooperation and the role of the IPU in particular. This is even more meaningful in the current international context of instability and challenges such as competition between major powers, conflicts, increasing protectionism, declining political commitment, and resources for multilateral goals, especially for implementing the United Nations Sustainable Development Goals and assisting developing countries. The 150th IPU General Assembly has about 130 IPU member parliamentary delegations with more than 700 National Assembly members attending, including 49 National Assembly Chairmen/Parliaments, 46 National Assembly Vice Chairmen; IPU President and Secretary General; 8 associate members and representatives of international organizations and observers of IPU.
Second, the National Assembly Chairman delivered an important speech at the Plenary Session of the 150th IPU Assembly with profound assessments of the current world situation, along with specific proposals, calling on national parliaments to join hands, strengthen inter-parliamentary cooperation, promote the role of the IPU and member parliaments in coordinating common efforts to address current challenges, in order to successfully achieve the set goals, especially the goals of social development.
IPU leaders and other countries highly appreciated the message of the Head of the Vietnamese delegation, which is consistent with the theme of the General Assembly, Parliamentary Action for Development and Social Justice, contributing to orienting the coordination of parliamentary actions towards the United Nations Summit on Social Development later this year. The speech of the National Assembly Chairman also highlighted the efforts of the Party, State and National Assembly of Vietnam in socio-economic development, taking people as the center and leaving no one behind.
Third, on the occasion of attending the 150th IPU Assembly, the National Assembly Chairman had bilateral meetings with the President and Secretary General of the IPU, Chairmen of the National Assembly/Parliaments of countries, including those with which Vietnam has a special traditional friendship or is a Comprehensive Strategic Partner, to discuss measures to promote cooperation between Vietnam and the IPU and with IPU member countries and parliaments; better promote the role of each country's Parliament in expanding and deepening cooperation and partnership in all fields: politics-foreign affairs, economics, trade, investment, energy, science and technology and digital transformation, culture, tourism, people-to-people exchange, etc.; urge, supervise and promote the implementation of cooperation mechanisms and cooperation agreements and arrangements signed between the Government and agencies and sectors of Vietnam with partners; as well as exchanging experiences in perfecting institutions and policies to create favorable long-term legal frameworks for Vietnam's cooperation with partners.
During the meetings and exchanges, the National Assembly leaders also discussed regional and international issues of mutual concern, including contributions to promoting sustainable and inclusive growth and to the international community's efforts to maintain peace, stability and development in an increasingly uncertain, unpredictable and complex international environment. Along with the activities of the National Assembly Chairman, the members of the Vietnamese delegation had a diverse, active and effective working program with bilateral and multilateral partners and at IPU mechanisms, which were recognized and highly appreciated by international friends, contributing to enhancing the position and image of the Vietnamese National Assembly in multilateral parliamentary forums.
Reporter: Could you please tell us what specific measures Vietnam and other countries will take in the coming time to continue contributing to the goal of "Parliamentary action for development and social justice" as the theme of the 150th IPU General Assembly is promoting?
Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Tung: The theme of the 150th IPU Assembly is “Parliamentary Action for Development and Social Justice”; demonstrating the accompaniment and practical contributions of the IPU and member parliaments towards the UN Summit on Social Development in November 2025. Our Party and State have extremely progressive and superior policies and guidelines on development and social justice.
Vietnam's human development index has continuously increased over the years and is at a higher level than Vietnam's economic development level, as well as the general level in the Southeast Asian region. With its legislative and supervisory functions, the National Assembly will continue to perfect legal institutions and mechanisms to create a tight, synchronous and favorable framework for the implementation of policies, strategies, plans, enforcement of legal documents and effective supervision of the implementation of set goals; integrate recommendations in IPU Resolutions on development and social justice into the legislative process, supreme supervision and decision-making on important national issues.
Along with that, diverse bilateral and multilateral parliamentary diplomatic activities, especially at high levels, will contribute to promoting cooperation, coordination and mutual support between parliaments and at inter-parliamentary frameworks for the common interests of countries and people around the world.
